DUTIES Serves as Project Manager (PM) at Washington Dulles International Airport (IAD) and focal point for major multi-discipline designs, projects and studies under the Capital Construction Program (CCP), the Capital Maintenance and Investment Program (CMIP), the Operation and Maintenance (O&M) program, and the facilities improvement activities of IAD s airlines and other tenants. The designs, projects, and studies involve principal structures, ancillary buildings, major roads and parking lots, installation of primary utility systems at IAD, its operational and maintenance processes, and related matters requiring proficiency in construction management from an owner s prospective. Monitors and administers all aspects of designs created for the Airports Authority and monitors the design and construction activities of airlines and other tenants to ensure compliance with Airports Authority prescribed standards. --Serves as technical advisor to the Airport Manager, Department Managers, and others for multi-discipline CCP, CMIP, O&M and tenant engineering projects that consist of new construction and rehabilitation or repair of airport structures (such as construction of offices, warehouses, hangars and secondary buildings, major repairs on the main terminal and principal buildings, and removal/replacement of aboveground or underground storage tanks) and infrastructure (such as extension of runways; emergency repair or planned overlays on runways, taxiways, mobile lounge roadways and service roads; renovation/expansion of the Dulles Access Highway or IAD reservoirs and dams; rehabilitation of bridges; and installation/modification of fuel, water, glycol, natural gas, storm sewer or sewage systems). Coordinates these projects between Airports Authority offices throughout the design and construction processes, reviewing and monitoring the work of Architect/Engineering Firms (A&E), construction contractors, and others. Leads owner aspects of pre-bid, pre-construction, design and construction progress meetings with A&E firms, building contractors and others to resolve design incompatibilities, budget issues, scheduling conflicts and related matters for CCP, CMIP, and O&M projects. --Generates, reviews, and manages submissions for annual Capital and Non-Capital Facility projects and the CMIP and O&M budgets. Confers with the various divisions to identify appropriate projects and to develop project justification and budgets for funding in the current and 5-year budgets. Ensures that projects meet IAD s and the Airports Authority s current and future needs. --Coordinates all aspects of the planning and design phases for assigned Airports Authority CCP, CMIP and O&M projects at IAD. Occasionally acts as the Contracting Officer s Technical Representative (COTR) for CCP projects during the construction phase, almost always acts as COTR for CMIP projects during the construction phase, and always acts as COTR for O&M projects during the construction phase. Coordinates, monitors and administers all aspects of the review of designs between the Airport Manager, IAD s Engineering and Maintenance Department staff, Airports Authority staff, airlines and tenants, and others, as appropriate and the reviewing and monitoring of the design work performed by A&E firms.
2 S11050A, page 2 Job decription Project Manager (Architect) S-21 --As the COTR, coordinates with the Airport Manager, Airport Operations, other Airports Authority staff, airlines and tenants, ensuring that they are apprised of work schedules that affect airport operations, business operations or facilities; takes care in planning and scheduling work to minimize inconvenience to the activities of the Airports Authority, airlines, tenants and passengers. Manages the contract to ensure the adequacy of the contractor s work, timeliness, accuracy of construction cost estimates, and appropriate coordination between consultants, contractor(s), and governmental bodies; prepares technical aspects of contract change orders and certifies invoices that signify acceptable completion of work; and provides technical advice to managing consultants or others to help them evaluate design and construction bids. Routinely prepares procurement requests (PR), task A&E directives and statements of work (SOW); performs or directs project site surveys to determine condition of existing structures or systems and to collect necessary data before beginning design; analyzes and evaluates the data obtained and incorporates salient factors into design considerations and solutions; then, designs or specifies entire structure or engineering system or subsystems, as appropriate, taking care to optimize the balance between initial cost and long-term operational effectiveness. --As PM for tenant projects, establishes communication procedures for projects, reviews the engineering proposal and construction documents for compliance with the IAD Master Plan, Airports Authority design guidelines, and other requirements. Assesses critical architectural and engineering features and project management aspects of the tenant s plan, develops and manages the design review process between various Airports Authority offices and prepares the response document package for distribution to the A&E design firms and relevant airport departments. Consults with the designer or project engineer on any design revisions and improvements and prepares the permit package. During the design-build process, reviews and monitors the work of tenant designers (or their A&E firms), building contractors and others. Assures that interested parties attend key meetings (such as Airport Operations, Fire, Government Programs Engineering), presents reports and otherwise represents the airport/airports Authority and looks after its interests. --Works with architects, engineers, engineering technicians and constructions inspectors, regarding the customer s operational objectives and needs, the design development and intent (as needed), construction, and activation phases of the project. Investigates engineering, architectural, or construction problems, alone or along with these groups, to formulate plans of action and milestones to address issues. Reviews submittals and evaluates samples and materials submitted by the contractor(s) for compliance with approved plans and specifications. -Monitors work on site and the quality control work of others by making periodic site visits to inspect work in the field to identify construction or operational problems, to ensure adequate progress has been made, and to ensure that materials, equipment, and workmanship are of acceptable quality and adhere to plans and specifications. --May serve on committees to select consulting architectural or engineering firms and to establish building policies and other engineering standards for the Airports Authority. May act as internal consultant in providing architectural technical advice to IAD engineers and technicians.
3 S11050A, page 3 Job decription Project Manager (Architect) S-21 --Communicates and interacts effectively with internal and external business contacts, including, but not limited to other members of the unit/team, other Airports Authority employees (such as management and staff of IAD and personnel from the Airports Authority s consolidated functions); contractors/vendors/suppliers; airport tenants; Federal Aviation Authority (FAA) officials on Airport Improvement Projects (AIP) issues; Virginia Department of Transportation (VDOT), Federal Highway Administration officials, and other state and local county agencies on highway construction, bridge rehabilitation, bridge inspection, and easement issues along the Dulles Airport Access Highway, and the public. --Uses a computer, a programmed calculator, and other general purpose and specialized technical equipment in the office and in the field for various office applications ( , word processing, spreadsheets, graphics, flow charting, etc.), perform simulations and calculations, cost estimates, Enterprise Resource Planning (ERP) - enterprise logistics system applications, as well as specialized construction management systems used in the department. Regularly uses computeraided design and drafting (CADD) software to review, revise or prepare drawings. May be called upon to advise others on use of the Division s CADD software and equipment. --Uses a sedan or similar vehicle to travel to meetings, work sites, etc., landside and airside. --May be designated to act for the Manager, Engineering Division in his/her absence. --*Performs other duties as assigned.* Critical features of this job are described under the headings below. Specialized construction project management experience in the public sector and experience with an automated project management system such as ERP covering enterprise logistics system applications. 2. Licensure as an Architect in the Commonwealth of Virginia. 3. Certified Construction Manager (CCM) from the Construction Management Association of America or equivalent certification. KNOWLEDGE, SKILLS, ABILITIES, AND OTHER FACTORS (KSAOs) The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. Knowledge of airline and tenant objectives, corporate standards, equipment and operational procedures; and of general airport and aviation industry policies, planning and procedures to understand the needs and priorities of airlines and tenants concerning facilities and consider or evaluate those needs within the context of the compliance with the IAD Master Plan, Authority design guidelines and other requirements. 6. Skill in oral communication to understand verbal information (facts, assertions, and ideas) and to express such information verbally so that others will understand, and, in certain circumstances, be convinced or persuaded. Examples of work that involve convincing and persuading include working with contractors or tenants on time sensitive or delayed projects. 7. RESPONSIBILITY Is responsible for providing technically accurate advice and authoritative assistance to management on a full range of multi-disciplined construction projects and issues encountered at Dulles Airport (including methods, processes and procedures), and for managing a wide variety of projects to improve or construct structures (primary or secondary) or infrastructure systems at the airport, landside or airside. Routinely makes final decisions on technical aspects of projects that are central to the improvement and modernization of major buildings and facilities that are critical to airport operations. The supervisor (Manager, Engineering Division) makes assignments in general terms indicating priorities, objectives, critical issues, special problems anticipated (if any) and results expected. The incumbent is to work independently in planning the steps involved, recognizing the scope of problems encountered and developing solutions to them. Routine problems are to be resolved by the incumbent alone. The incumbent keeps the supervisor informed of progress, reporting especially difficult problems or issues of a highly sensitive nature as they occur, along with explanatory material, options and recommendations for action. Together, the incumbent and the supervisor determine the best solution to such problems. Completed work is expected to be technically accurate. Typically, it is reviewed for timeliness and effectiveness in meeting objectives, including adherence to budget. Guidelines include but are not limited to technical manuals, the Virginia Uniform Statewide Building Code, the Airports Authority s Design Manual, government regulations, Airports Authority policies, processes and procedures for design and construction management, and terms of contracts. The incumbent uses judgment in applying/adapting guidelines to technical problems and non-technical issues, and initiative in deviating from established practices as required (for example, seeking waivers from FAA certificate requirements to expedite projects). EFFORT The work is primarily sedentary and typically requires light physical effort as in opening/closing file drawers, lifting and carrying files/building plans, etc. Incumbent may sit for extended periods while performing desk work but regularly visits job sites where one maneuvers body and moves about (i.e., bends, stoops, other otherwise positions self, to assess work to be done, take measurements, to gather data in the field, or inspect work on site, etc.). Regularly uses a computer to develop reports, analyze cost proposals, review or work on CADD drawings, and perform other tasks; operates other office equipment. Communicates by telephone frequently. In driving, operates vehicle using judgment in consideration of weather, traffic and other factors. WORKING CONDITIONS Works primarily in an adequately lighted, ventilated and temperature controlled office and conference rooms. May experience job pressure and frustration from tight deadlines, handling multiple, important projects within the context of changing priorities, tight deadlines and schedule disruptions, or interpersonal conflicts with contractors and claimants. May be exposed to adverse weather conditions and dust/grease/dirt when visiting contractor sites. Is subject to potential hazards common to the airport environment (noise of aircraft, safety and security requirements, etc.) and the construction industry (involving construction equipment, moving vehicles, falling debris, etc.) when working on site. May be exposed to hazardous substances in areas of new construction, renovation or environmental cleanup. Wears hard hat, safety glasses, ear protection, boots or safety shoes and other safety equipment, as appropriate, and follows established safety procedures to eliminate, avoid or minimize potential hazards to self and others.
