DUTIES Serves as a Project Coordinator in the Engineering Division (Division) of the Maintenance and Engineering Department (Department) of Washington Dulles International Airport (IAD), Metropolitan Washington Airports Authority (Airports Authority). Manages or acts as liaison for selected engineering and building projects related to facilities improvement activities for IAD s airlines and other tenants, the Operation and Maintenance (O&M) program (construction, renovation or repair), the Capital Operating and Maintenance Improvement Program (COMIP), as well as assigned projects under the Capital Construction Program (CCP). The projects involve interior design (e.g., office layout and renovation), structural improvements (e.g., construction of storage buildings, replacement of roofs, walls, floors and ceilings, and reconditioning of rest rooms), infrastructure improvements (e.g., rehabilitation of electrical and plumbing systems, emergency repair or planned overlays on mobile lounge roadways and service roads, renovation/expansion of the Dulles Access Highway or IAD reservoirs and dams, and rehabilitation of bridges), and equipment improvement/installation (e.g., installation or repair of baggage conveyors) at IAD, and related operational and maintenance processes. Monitors and administers aspects of designs performed for the Division and monitors the design and construction activities performed by airlines and other tenants for compliance with Airports Authority prescribed standards. Assists others in engineering projects of greater scope, complexity, or difficulty. Performs related functions. --Coordinates all aspects of the planning and design phases of assigned O&M, COMIP, and CCP projects at IAD. Always acts as COTR and Project Manager for O&M projects during the construction phase: almost always acts as COTR and Project Manager for COMIP projects; serves as the Division and Department's focal point for assigned CCP projects. Monitors all construction activities, attends weekly progress meetings, and works to ensure the Airport's best interests are served. Coordinates, monitors, and administers all aspects of the designs between the Airport Manager, Department staff, Airports Authority staff, airlines and tenants, and others as appropriate while reviewing and monitoring the work and performance of the architectural and engineering (A&E) firms. --Generates, reviews, and manages submissions for annual Capital and Non-Capital Facility projects and the COMIP and O&M budgets. Confers with various divisions to identify appropriate projects and to develop project justification and budgets for funding in the current and 5-year budgets. Ensures the projects meet IAD s and the Airports Authority s current and future needs. --Reviews the engineering proposal and construction documents of assigned projects for compliance with the IAD Master Plan, Airports Authority design guidelines, and other requirements. Establishes communication procedures as Project Manager for tenant projects; assesses critical engineering features and project management aspects of the tenant's plan, develops and manages the design review process between various Airports Authority offices and prepares the response document package for distribution to the A&E design films and relevant Airport departments. Consults with the tenant designer or project engineer on any design revisions and improvements and prepares/processes the permit package. During the design-build,

2 S97601A, page 2 or bid-build process, reviews and monitors the work of tenant designers (or their A&E firms), building contractors and others. Ensures that interested parties attend key meetings (e.g., Airport Operations, Fire, Government Program Engineers, etc.), makes reports and otherwise represents the Airport/Airports Authority to look after its interests. --As COTR on assigned projects, coordinates work on projects with interested/affected parties (Airport Manager, Airport Operations, other Airports Authority staff, airlines, and tenants), ensures that they are apprised of work schedules that affect Airport operations, business operations or facilities, and takes care in planning and scheduling work to minimize inconvenience to the activities of the Airports Authority, airlines, tenants and passengers. Manages the contract to ensure the adequacy of the contractor's work, timeliness and accuracy of construction cost estimates, and appropriate coordination between consultants, contractor(s), and governmental bodies. Prepares technical aspects of contract change orders and certifies invoices that signify acceptable completion of work. Provides technical advice to managing consultants or others to help them evaluate design and construction bids. Routinely prepares procurement requests (PR), task A&E directives and statements of work (SOW). Performs or directs project site surveys to determine condition of existing structures or systems and to collect necessary data before beginning design; analyzes and evaluates the data obtained and incorporates salient factors into design considerations and solutions, then designs or specifies entire structure or engineering system or subsystems, as appropriate, taking care to optimize the balance between initial cost and long-term operational effectiveness. May consult with more senior engineering staff on more complex projects or issues, as warranted. --Works with architects, engineers, engineering technicians, and constructions inspectors to cover customers operational objectives and needs, the design development and intent, and the construction and activation phases of the project. Investigates problems alone or along with these groups to formulate plans of action to address issues that arise. Reviews submittals and evaluates samples and materials submitted by the contractor(s) for compliance with approved plans and specifications. --Makes site visits to inspect work in the field. Monitors work and the quality control work of others to identify construction or operational problems, to ensure adequate progress, and that materials, equipment, and workmanship are of acceptable quality and adhere to plans and specifications. --Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as executives, managers, supervisors, professionals, and support staff), vendors/suppliers/ contractors/tenants/consulting engineers, Federal Aviation Administration (FAA), Transportation Security Administration (TSA), Virginia Department of Transportation (VDOT), Federal Highway Administration (FHA) officials, state and local county agencies, airport users, and the general public. Interaction is to plan and coordinate work, discuss technical and operational problems, coordinate needed interfaces with Federal, state and local government representatives on issues such as Airport Improvement Program (AIP) project issues, Airport security improvements projects and issues, and highway construction, bridge rehabilitation, bridge inspection, easement issues along the Dulles Airport Access Highway, etc.

May act as "internal consultant" in providing hands-on technical advice in a specialty area of construction to other IAD engineers and technicians. --Uses a computer and (a) modern office suite software (such as MS Office) to communicate ( ), plan, schedule, word process, prepare presentations, graphics, notices, and reports, manipulate data (make engineering calculations and cost estimates, and perform simulations utilizing spreadsheets and databases), and conduct research (using the Internet use to search out new products and keep up with technology), perform simulations, make engineering calculations, cost estimates, prepare reports, notices, etc., (b) enterprise system/software for requisitioning, budgeting, time and attendance reporting, and other functions, and (c) specialty systems/software such as CADD software to review, revise, and/or prepare engineering drawings. --Operates a motor vehicle airside and landside, on and off the airport complex, to attend meetings, visit job sites and suppliers, and perform related functions. --*Performs other duties as assigned.* Critical features of this job are described under the headings below. MINIMUM QUALIFICATIONS (MQs) To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure. 1. A bachelor's degree in any field providing a strong foundation for successful performance of the DUTIES in this job description, or an equivalent combination of education, experience and training that totals four years. 2. Five years of progressively responsible experience in commercial-industrial construction and design project management on projects that includes substantive work in most of the DUTIES in this job description. This experience should include: creating statements of work for construction projects; planning and overseeing commercial-industrial construction projects; approving contractors work; creating and approving change orders; reviewing existing structures for needed work; and managing and administering multiple, major projects concurrently and ensuring coordination and integration among related efforts. Education and training beyond what is needed to satisfy MQ 1 above may be substituted for up to two of these five years of experience (MQ 2) on a week-to-week basis provided the education and training provide evidence of the knowledge, skills and abilities required by items in MQ2. Degree in Civil, Mechanical, Electrical Engineering, Construction Management, or Architecture. 2. Substantial construction experience with design, structural improvements, replacements of existing roofs, walls, floors, ceilings, and restrooms, infrastructure improvements (electrical, plumbing, and roads/roadways), and installation/replacement of industrial equipment. KNOWLEDGE, SKILLS, ABILITIES, AND OTHER FACTORS (KSAOs) The following KSAOs are required for successful performance of this job and are a basis for rating and ranking applicants who are found to meet the MQs. Local, Federal, airport industry or Airports Authority specific bodies of knowledge listed below may be acquired on the job, typically; ability to rapidly acquire them is required at the time of vacancy announcement closure. 1. Knowledge of the general civil, structural, electrical, and/or mechanical engineering and construction methods, techniques and practices needed to manage or act as liaison for a wide variety of small to large scale, complex projects as applied to the design, layout and progress engineering for the construction, rehabilitation, and repair of IAD structures and infrastructure. 2. Knowledge of Airports Authority contracting and engineering project management procedures to prepare SOWs and coordinate and monitor the design-build process; knowledge of FAA, TSA, and other government regulations involving airport facilities, building codes/ standards, applicable OSHA standards, Airports Authority guidelines and safety requirements to ensure that design and construction comply with requirements; and, knowledge of the building trades, methods, materials, practices and costs to estimate and monitor time, cost and quality and perform similar functions. 3. Knowledge of airline and tenant objectives, corporate standards, equipment and operational procedures and knowledge of general airport and aviation industry policies, planning, and procedures altogether to understand the needs and priorities of airlines and tenants concerning facilities and to consider or evaluate those needs within the context of the compliance with the IAD Master Plan, Airports Authority design guidelines, FAA Advisory Circulars, OSHA guidelines, and other requirements. 4. Knowledge of commonly encountered construction/environmental problems (e.g., storm water management and asbestos abatement) to ensure proper sequencing of work and anticipate and minimize collateral problems during construction, installation or repair. 5. Skill in preparing office schematics and engineering drawings of moderate complexity, to include the application of a variety of mathematical formulae to resolve design problems and generate specifications; in estimating and tracking costs; in applying construction inspection

5 S97601A, page 5 techniques; in reviewing the written proposals, drawings, specifications and other work products of consulting engineers, contractors, vendors and supporting in-house personnel; and in coordinating and/or managing several major projects concurrently. 6. Skill in problem solving to select, organize and logically process relevant information (verbal, numerical or abstract) to solve a problem. This includes skill in recognizing subtle aspects of problems, identifying relevant information, dealing with divergent, concrete or abstract variables, making balanced recommendations and decisions, and exercising mature judgment. Examples include: reviewing submittal plans and evaluating samples and materials submitted by the contractor(s) for compliance with approved plans and specifications and identifying any issues and investigating engineering, architectural, or construction problems, alone or with other Airports Authority staff, to formulate plans of action and milestones to address issues. 7. Skill in oral communication to understand verbal information (including instructions, descriptions, and ideas) and to express such information verbally so that others will understand. This includes the ability to encourage oral communication by others. Examples include: providing direction and exchanging information in construction progress meetings; providing responses to A/E firms and contractors regarding design/build plans; and communicating regularly with various government entities, contractors, vendors, and airlines regarding construction projects and issues. 8. Skill in written communication to understand written information (including instructions, descriptions, and ideas) and to express such information in writing so that others will understand. This includes skill in the review of the written work of others, including peers and contractors such as contracts, change orders, SOW, etc. Examples include: reading administrative-programmatic materials (such as Airports Authority purchasing procedures), and writing briefly about matters, such as poor performance or inferior materials in routine/non-routine memoranda about contracting issues to contractors. 9. Interpersonal skills to interact effectively with business contacts in a businesslike, customer service-oriented manner. 10. Skill in using a computer and (a) modern office suite software (such as MS Office) to communicate ( ), plan, schedule, word process, prepare presentations and graphics, manipulate data (spreadsheets and databases), develop reports, and perform or conduct research (Internet use); (b) enterprise systems/software for requisitioning, budgeting, time and attendance reporting, and other functions; and (c) special systems/software used in the Office such as CADD systems. RESPONSIBILITY Is responsible for managing a wide variety of assigned projects to improve or construct structures (primary or secondary), infrastructure systems, or repair/rehabilitate equipment at the Airport, landside or airside. Projects are typically of moderate to difficult scope and complexity. Regularly makes final decisions on standard aspects of engineering projects, materials and workmanship. Work directly affects the improvement of Airports Authority and tenant facilities and adherence to the Airports Authority's Master Plan for IAD.

6 S97601A, page 6 Reports to the Manager, Engineering Division at IAD (Supervisor). Work is assigned in terms of scope and objectives, critical issues, problems anticipated and results expected. The incumbent is expected to work independently in planning and carrying out the steps involved, recognizing the implications of problems encountered, and developing solutions to them. The Supervisor generally reviews work at key milestones for sufficiency of progress, adequacy of treatment, effectiveness in identifying problems and resolving conflicts, and soundness of conclusions and recommendations. Future steps are discussed. Assignments requiring assumptions that are out of the ordinary, deviations from established practices and similar matters (e.g., unsuitability of standard materials) are usually discussed at the time of assignment. Common project management or tenant liaison problems are to be resolved by the incumbent. Especially difficult problems or issues of a highly sensitive nature are to be reported as they occur, along with explanatory material, options and recommendations for action; the incumbent and the Supervisor together determine the best solution to such problems. Completed work is expected to be technically accurate and is subject to review in process and upon completion, in terms of quality, quantity, timeliness, customer service, teamwork, adherence to requirements (including budgets), and other factors, including attainment of specified performance management goals and objectives. Guidelines include but are not limited to the Airports Authority Design Manual, technical manuals, the Virginia Uniform Statewide Building Code, government regulations, Airports Authority policies, processes and procedures for design and construction management, and terms of contracts. The incumbent uses judgment in applying/adapting guides/guidelines and precedents to posed technical problems and non-technical issues. EFFORT May sit for extended periods when working in the office; traverses flat or sometimes uneven terrain and surfaces while at a job site. Work typically requires light physical effort as in opening/closing file drawers, lifting and carrying files/building plans, etc., however, when observing construction in progress, determining the quality of finished work, inspecting structural components and identifying potential hazards in unfinished areas in order to avoid injury at a job site. Climbs, stoops, bends and balances or otherwise moves or positions self to gather data. Regularly uses a computer and CADD equipment to develop reports, analyze cost proposals, draft or review construction drawings/blue prints, and perform other tasks; operates other office equipment. Frequently exchanges information by telephone. Distinguishes airfield lighting and other color-coded materials; reviews contracts and regulations containing small print. In driving, operates vehicle using judgment in consideration of weather, traffic and other factors. WORKING CONDITIONS Works primarily in an adequately lighted, ventilated and temperature controlled office and conference rooms. Is subject to some adverse weather conditions, including inclement weather (rain, fog, snow, ice, cold and high heat/humidity) and dust/grease/dirt while working in the field/visiting job sites. Is subject to potential hazards common to an airport environment (noise of aircraft, safety and security requirements, etc.) and the construction industry (moving vehicles, falling debris, construction equipment, etc.). Is subject to job pressures and frustrations common to handling multiple, important projects within the context of changing priorities, tight deadlines and schedule disruptions, or interpersonal
