FUNCTIONAL DUTIES This is a term position at the Metropolitan Washington Airports Authority (Airports Authority). Serves as Public Safety Systems Administrator within the Applications Support group in the ERP and Business Applications Department of the Office of Technology (Office). Performs analytical duties in the development, operation, administration, and support of the Airports Authority s Public Safety information systems including the Computer Aided Dispatch (CAD) system for E911, a range of alarm systems interfaced to the CAD system; and associated radio and record management systems. Ensures critical police, fire, and EMS systems function efficiently and effectively on a 24/7 basis. Leads small projects related to maintaining and enhancing safety systems; tests and supports a variety of specialized computer hardware, software, components and devices. Provides technical support, training and assistance to end users. In collaboration with the Enterprise Architecture team and Airports Authority Public Safety users, identifies requirements and evaluates alternative systems solutions, and supports the selection and procurement process. Performs related functions. --Performs a variety of analytical duties in the development, operation, administration, upgrade and support of the Airports Authority s Public Safety information systems including the Computer Aided Dispatch (CAD) system for E911 and a range of phone and alarm systems interfaced to the CAD system, radio systems, recording systems, geographic information system (GIS) maps in Esri and GeoMedia formats, and record management systems. Tests and supports a variety of specialized system hardware, software, components and devices. --Participates in the evaluation and testing of new and enhanced applications for the Airports Authority s Public Safety Office. Installs or upgrades software applications; troubleshoots and rectifies hardware and software related problems; coordinates and documents testing for new or revised software applications; and deploys new applications. --Investigates, analyzes, and resolves a range of technology related problems; resolves compatibility problems; troubleshoots system software, hardware and communication problems; develops and modifies reports; recommends and implements changes and improvements to software and hardware. --Serves as liaison with Public Safety system software and hardware suppliers and vendors. Stays abreast of IT issues and advances in the field; supports development of request for proposal documents for the solicitation of new systems and professional service contracts; monitors contracted services for quality and compliance with Airports Authority and applicable Federal, state and local jurisdictions including Commonwealth of Virginia Public Safety Answering Point (PSAP) regulations, HIPAA, and Virginia Crime Information Network (VCIN) data retention and security standards. --Serves as focal program management point of contact on a variety of projects related to the Airports Authority s CAD. 2 H22150, page 2 performance and compliance with applicable specifications; ensures quality and timeliness of work performed. --Maintains system security and integrity; monitors security of all systems and applications; identifies unauthorized access and potential security risks; makes recommendations on security enhancements. --Participates in the maintenance and repair of computer hardware systems including printers, file servers, communication servers, related equipment and network components including controllers, routers, bridges, hubs, and switches typically led by the server and network administration group. --Supports operations of the Mobile Dispatch Terminals in police and fire vehicles and the Airports Authority s mobile command vehicles; works with designated technicians from the Office of Technology on hardware and software in troubleshooting and coordinating necessary repairs. --Develops and maintains system documentation, instructional materials and Standard Operating Procedure manuals. Reviews hardware and software technical specifications and suggests updates as appropriate. Provides technical assistance in the development of policies and procedures related to system availability, security and related services; maintains operational practices to support policies and procedures. --Communicates and interacts effectively with internal and external business contacts including, but not limited to, other members of the unit/team, other Airports Authority employees (such as managers, supervisors, professionals, and support staff), vendors/suppliers to facilitate upgrades as well as solve program, system, operational, and procedures problems; coordinate system activities; and train end users. --Contacts vendors for components, technical reference and/or services required for system maintenance and enhancement projects. --Troubleshoots problems as they arise on a 24/7 basis and reviews, categorizes, prioritizes and as appropriate re-assigns trouble tickets to the appropriate Office of Technology team. Tracks and reports on issues to drive up quality of service and manage end-user expectations. --Uses a computer and (a) modern office suite software for various applications such as, but not limited to, planning/scheduling, communicating ( ), word processing, data manipulation (databases and spreadsheets), charts/graphics and presentations, (b) enterprise software for budgeting, time and attendance, and other functions, and (c) specialty systems/software/ applications used in the Department, such as CAD, to perform DUTIES, and other functions. --May drive a sedan or other passenger vehicle to attend meetings and conferences. --*Performs related duties as required.*

MINIMUM QUALIFICATIONS To be rated qualified for this job, an applicant must meet all of the MQs listed below at the time of vacancy announcement closure. 1. A Bachelor s Degree in IT, Computer Science, Engineering, Management Information Systems or a related field providing a strong foundation for success in the DUTIES in this job description, or an equivalent combination of education, experience and training that totals four years. 2. Five years of progressively responsible experience in Public Safety systems implementation and integration that includes substantive work in most of the DUTIES in this job description, including experience successfully implementing, developing, process re-engineering and supporting operations of CAD and related systems. Education and training beyond what is needed to satisfy MQ 1 above may be substituted for up to two of these five years of experience (MQ 2) on a week-to-week basis provided the education and training provide evidence of the knowledge, skills and abilities required. 3. Certification as a National Criminal Information Network (NCIC) Operator; and Certification as a Virginia Criminal Information Network (VCIN) Operator or the ability to obtain certification as a Virginia Criminal Information Network (VCIN) Operator within 30 days of entrance on duty. Knowledge of applying standard methods and techniques to maintain high availability of critical life-safety systems, troubleshoot operational problems and achieve the on-time implementation of hardware and software configuration and installation to meet customer requirements. 3. Knowledge of the principles and practices of computer systems development, maintenance, system security and administration; Oracle and SQL Server RDBMS; use of report development tools (e.g. Crystal); and principles of local and wide area network systems, telecommunication standards and VoIP. 4. Knowledge of pertinent Federal, State and local jurisdiction codes, laws and regulations including Commonwealth of Virginia PSAP regulations, HIPAA and VCIN data retention and security standards. 5. Skill in developing and delivering training and instruction; analyzing legacy applications, data and work practices within the organization to manage functional and technical aspects of systems operations; and in developing technical manuals and instructional materials. 6. Skill in problem solving to select, organize, and logically process relevant information (verbal, numerical, or abstract) to solve a problem. RESPONSIBILITY Is responsible for administering, maintaining and providing technical support of public safety operational systems such as CAD and supporting technologies such as phone and radio in order to deliver highly secure and highly available services to Airports Authority lifesafety personnel. Work supports critical daily operations of the Airports Authority providing service to the traveling public, business stakeholders, and vendors in addition to supporting strategic Office initiatives such as standardizing and consolidating applications to reduce risk, cut costs and provide improved service. Reports to the Manager, Applications Support (Supervisor). Most work is accomplished independently, but requires collaboration with a range of public safety personnel, colleagues from the Office, enterprise architects, project managers, and other business stakeholders to ensure system performance standards are met and projects meet the stated objectives. Other work typically results from changes in the internal and external business environments (such as regulations/standards, business opportunities, strategic initiatives), which require proactive measures or reactive responses to identify issues, solve problems, make recommendations, take action, etc. The incumbent collaborates with and keeps the Supervisor informed and typically elevates highly complex or highly sensitive issues for assistance in resolution. Work is typically reviewed in terms of quantity, quality, timeliness, customer service, teamwork adherence to guidelines, and other factors, including specific performance management requirements. Guidelines and references include, but are not limited to, Office policies, procedures, and standards (e.g. Office of Technology Standards, Change Management Process, Root Cause Analysis Procedure, Technology Advisory Committee Project Submittal Procedure, Electronic Communications System Policies, and Enterprise Technology Management Policies, etc.); Information Technology Infrastructure Library (ITIL), PMO best practices, Commonwealth of Virginia PSAP regulations, HIPAA and VCIN data retention and security standards, etc. The incumbent selects the most appropriate guidelines and uses seasoned judgment to adjust and apply
