3 KEY POINTS ABOUT TRAINEESHIPS Training is undertaken in the normal working environment and is related to everyday tasks. Existing skills are benchmarked against the prescribed outcomes. Training is undertaken to fill any skill gaps identified and to confirm skill and knowledge already attained. A learning programme is developed in conjunction with the on-site supervisor and Natwide Personnel s qualified training staff have the authority to sign off completed competencies. A folder of evidence is collected to support the learning and assessment process. Trainees gain a nationally recognised qualification. A feature of the programme is its flexibility - optional units can be added to these traineeships and don t necessarily have to be from the same training package. (Will vary according to packaging rules). All assessments are conducted using the Principles of Assessment and Rules of Evidence. THE PROCESS FOR LEARNING AND ASSESSMENT The clerical processes to establish the traineeship is completed (Official Contract of Training is completed). A Learning and Assessment strategy is formulated in consultation with the on site supervisor, the student and the Natwide Personnel representative. Training manuals are delivered and processes for learning and assessment are explained. The on-site supervisor and trainee review the learning program and benchmark the current skills of the trainee against the units selected for learning (RCC). Training is arranged to allow the trainee to develop skills where necessary and relevant. When the trainee and the on site supervisor believe the competencies can be demonstrated and evidence is available the assessor is notified. When several units are completed and are ready for assessment, the assessor will attend and verify the achievement of the competencies. The selection of elective units of competence can be made either from within the same training package / sector or another nationally endorsed competency standard. (Trainees should consider future career paths when choosing electives). 3

4 SELECTING TRAINING STAFF Select the most appropriate employees from your enterprise to supervise, train and assess your trainee. In a small business the employer can fill each of these roles. The on-site supervisor acts as the trainee s workplace mentor. They organise the work to be done and check work output. SELECTING THE APPROPRIATE TRAINEESHIP LEVEL There are quite distinct differences between Levels 2, 3 and 4 within traineeships. The competencies at Level 3 are more complex and challenging than at Level 2. Therefore, the requirement of supervision for job performance can indicate the appropriate level. The on-the-job trainer is an employee with at least equivalent skills or knowledge to those in the particular unit of competency being trained. It is not necessary that this person hold formal training qualifications. It is likely in a small business that the employer is the on-the-job trainer. Assessors are those who have the skills and knowledge to assess particular competencies by comparing the skills and knowledge of a trainee with the learning outcomes of the traineeship and make a decision on competence. The rationale of each qualification level is indicative of the skill areas common to each level and the competency standards required for that level. After commencement of a traineeship, should it become apparent that a trainee who started at Level 2 could have worked at Level 3, a variation of Contract from Level 2 to 3 or from Level 3 to 4 can be applied for in consultation with Natwide Personnel and / or the applicable Apprenticeship Centre. The learning co-ordinator, if available, ensures training is carried out in a timely manner. They also develop on-the-job training strategies and resolve training or assessment difficulties that may arise. 5 Assessment of employability skills Employability Skills are integral to workplace competency. As such they must be considered in the design, customisation, delivery and assessment of vocational education and training programs in an integrated and holistic way, as represented diagrammatically below. Employability Skills are embedded and explicit within each unit of competency. Training providers must use Employability Skills information in order to design valid and reliable training and assessment strategies. Licensing authorities: Licensing authorities across Australia have actively participated in the development of the Transport & Logistics Training Package and it is envisaged that over time the state and territory licensing requirements in a number of occupations will be aligned with the units of competency and qualifications. There is no one national licence for the sector or any of its functions. Certification responsibilities and systems are administered by state legislation and may differ between states and territories. The developers of the Training Package, together with DEEWR, consider that the Licensing / registration requirements described apply to RTOs, assessors or candidates with respect to this Training Package. While reasonable care has been taken in its preparation, the developers of this Training Package and DEEWR cannot guarantee that the list is definitive or accurate at the time of reading; the information is provided in good faith on that basis. In order to conduct assessments for statutory licensing or other industry registration conditions, assessors may need to meet additional requirements. While RTOs may have information on the licensing requirements for their particular state or territory, these requirements may change over time and differ between state and territory jurisdictions. Users of this Training Package are therefore advised to consult the relevant licensing authority in their state or territory to determine the specific licensing requirements. Regulatory authorities for this Training Package are inclusive of: Dangerous Goods and High Risk Licensing, Customs Broking, Taxi and Heavy Vehicle Licensing. 5

7 Legalities / Regulations / Legislation: AQTF ~ The Australian Quality Training Framework (AQTF) is the national set of standards which assures nationally consistent, high-quality training and assessment services for the clients of Australia s vocational education and training (VET) system. The AQTF was initially established in 2001 for implementation in The Ministerial Council for Tertiary Education and Employment (MCTEE), which includes all Ministers for VET in Australia, has approved these quality arrangements. Licensing authorities across Australia have actively participated in the development of the Transport & Logistics Training Package and it is envisaged that over time the state and territory licensing requirements in a number of occupations will be aligned with the units of competency and qualifications. Requirements for completion of the qualification: A successful assessment outcome for a total of 10 units of competency comprising: the 2 core units, listed below plus 8 elective units which may be taken from the elective units list, or may include up to 3 units drawn with appropriate contextualisation from qualifications at the same level or one higher in this Training Package or any other endorsed Training Package or accredited course. Successful completion of the licensing units within the qualification must align with licensing and regulatory requirements applicable to driving and state/territory regulatory requirements. 42 Learning Pathways The competencies in this Training Package may be attained in a number of ways including through: formal or informal education and training experiences in the workplace general life experience, and/or any combination of the above. Assessment under this Training Package leading to an AQF qualification or Statement of Attainment may follow a learning and assessment pathway, an assessment-only or recognition pathway, or a combination of the two as illustrated in the following diagram. What Are The Principles of Assessment? To ensure quality outcomes, assessments need to be: valid, reliable, flexible, and fair. Valid means that the assessment covers the unit of competency requirements. Reliable means that the assessment is consistent and accurate. Flexible means that there is opportunity for a candidate to negotiate certain aspects of their assessment (for example, timing) with their assessor. Fair means that the assessment does not disadvantage particular candidates or groups of candidates. (For example, complexity of language prevents candidate from displaying competency at the level required). What Are The Rules of Evidence? These are closely related to the principles of assessment and provide guidance on the collection of evidence to ensure it is valid, sufficient, current and authentic. Valid means there is a clear relationship between the evidence supplied on which the assessment judgement will be made, and the unit of competency. Where a complaint or appeal cannot be resolved internally, Natwide Personnel will advise participants and clients of the appropriate legal body where they can seek further assistance. Natwide Personnel is committed to implementing best practice in its records management practices by keeping complete and accurate records of attendance and progress of participants, as well as financial records that reflect all payments and charges and the balance due, and systems, responding to all requests for information in a timely manner. Natwide Personnel is required to comply with external reporting bodies such as the Department of Education, Employment and Workplace Relations (DEEWR) and the Australian Vocational Education and Training Information Statistical Standard (AVETMISS) to collate personal data. Only information that is essential by the requirements is collected from participants. Records of personal information are stored in a secure place and access limited to those employees who require the information for the purpose of conducting their duties. Except where required by law all personal information is destroyed as soon as its purpose expires. Natwide Personnel Group Inc use the information collected it only for the services it provides. Participant and client information is only shared with the government agencies that Natwide Personnel Group Inc is required to provide information to under law. Client information is not shared to a third party unless written consent has been sought and given by the participant or client prior to the release of any information. From time to time the Natwide trainers will need to digitally record conversations, demonstrations and activities undertaken in the course of training. These recordings are stored in a secure place and access is limited to Natwide personnel training staff. Written permission to undertake such recordings will be sought and gained before training commences. Natwide Personnel seeks feedback from its participants and clients on their satisfaction with services they have received and seeks to improve its services in accordance with their expectations. 45

46 Definition Of Terms: Assessment of competency means the process of collecting evidence and making judgements on whether competency has been achieved to confirm that an individual can perform to the standard expected in the workplace, as expressed by the relevant endorsed industry/enterprise competency standards of a Training Package or by the learning outcomes of an accredited course. From AQTF Standards for RTOs Australian Quality Training Framework (AQTF) means the nationally agreed quality arrangements for the vocational education and training system agreed to by the Ministerial Council. From AQTF Standards for RTOs Competency standard/s define the requirements for effective workplace performance in a discrete area of work, work function, activity or process and are used as the basis for defining learning outcomes and the benchmarks for assessment within the Vocational Education and Training (VET) sector. Competency standards are expressed in outcome terms and specify knowledge and skill and the application of that knowledge and skill to the standards of performance required in the workplace. Competency standards have a standard format defined by ANTA and are also referred to as units, units of competency, competencies, and competency specifications. From TAA04 Training and Assessment Training Package Delivery mode/s refers to the medium used to deliver the training/facilitate the learning and may be face-to-face, via technologies, distance resource based, blended. Element/s of competency are part of the format of competency standards. They are the basic building block of the unit of competency specifying the critical outcomes to be achieved in demonstrating competence. From TAA04 Training and Assessment Training Package Learning materials refer to the tools used to support learning activities. Examples include: workplace practice, worksheets, workbooks, prepared case studies, prepared task sheets, prepared topic/unit/subject information sheets, prepared role plays, prepared presentations and overheads, prepared scenarios, projects, assignments, materials sourced from the workplace, e.g., workplace documentation, operating procedures, specifications and prepared research tasks. From TAA04 Training and Assessment Training Package Learning strategy is a documented framework to guide and structure the learning requirements and the teaching/delivery and assessment arrangements of a vocational education and training qualification. From TAA04 Training and Assessment Training Package Mutual recognition applies nationally and means: 1. the acceptance and application of the decisions of a registering body that has registered a training organisation, or a course accrediting body that has accredited a course, by another registering body or course accrediting body, without there being any further requirement for a process beyond the initial process, including: the recognition and application by the registering body of each State or Territory of the decisions of the registering body of other States and Territories in relation to the registration of, imposition of sanctions on, including the cancellation of registration of training organisations; and the recognition and application by the course accrediting body of each State or Territory of the decisions of the course accrediting body of other States and Territories in relation to the accreditation of courses where no relevant Training Package exists. 2. The recognition by State and Territory registering bodies of the decisions of the NTQC in endorsing Training Packages; and 3. The recognition and acceptance by a Registered Training Organisation of Australian Qualifications Framework qualifications and Statements of Attainment issued by other Registered Training Organisations, enabling individuals to receive national recognition of their achievements. 47 Performance criteria are part of the format of a competency standard and specify the level of performance required to demonstrate achievement of the Element. In the TAA04 Training and Assessment Training Package, terms used in the performance criteria that may have a range of indicative meanings or applications are italicised and elaborated in the Range Statement. From TAA04 Training and Assessment Training Package - Adapted from the Training Package Development handbook ANTA Qualification is defined as formal certification, issued by a relevant approved body, in recognition that a person has achieved learning outcomes or competencies relevant to identified individual, professional, industry or community needs. In the vocational education and training sector qualifications are awarded for the achievement of competencies. From Australian Qualifications Framework, Implementation Handbook, 2002 Range Statement/Range of variables is a part of the format of a competency standard and provides a context for the unit of competency, describing essential operating conditions that may be present with training and assessment, depending on the work situation, needs of the candidate, accessibility of the item, and local industry and regional contexts. As applicable, the meanings of key terms used in the performance criteria will also be explained in the range statement. From Style Manual for Training Package Endorsed Components, ANTA 2003 Reasonable adjustment is the process of adjusting or changing the assessment process to meet the needs and characteristics of the candidates being assessed and any equity requirements. The determination of reasonableness requires judgement that must take into account the impact on the organisation and the need to maintain the integrity of the unit of competency. From TAA04 Training and Assessment Training Package Recognition processes is a term that covers Recognition of Prior Learning (RPL), and Recognition of Current Competency (RCC) and Skills Recognition. Term refer to assessment processes that enable recognition of competencies currently held, regardless of how, when or where the learning occurred. Under the Australian Quality Training Framework, competencies may be attained a number of ways. This includes through any combination of formal or informal training and education, work experience or general life experience. In order to grant recognition of prior learning/current competency the assessor must be confident that the candidate is currently competent against the endorsed industry or enterprise competency standards of Training Packages or competency outcomes specified in Australian Qualification Framework (AQF) accredited courses. The evidence may take a variety of forms and could include certification, references from past employers, testimonials from clients and work samples. The assessor must ensure that the evidence is authentic, valid, reliable, current and sufficient. Adapted from the Training Package Assessment Materials Project Registered Training Organisation (RTO) means a training organisation registered in accordance with the Australian Quality Training Framework, within a defined scope of registration. Scope of registration means training organisations are registered for a defined scope that identifies the particular services and products that can be provided. A Registered Training Organisation may be registered to provide either: a. training delivery and assessment services and products and issue AQF qualifications and Statements of Attainment; or b. assessment services and products and issue AQF qualifications and Statements of Attainment. The scope of registration is further defined by AQF qualifications and/or endorsed units of competency. From AQTF Standards for RTOs Traineeships are regulated employment based approaches to the gaining of a relevant recognised Australian Qualifications Framework (AQF) qualification involving a combination of work and structured training that is regulated through a training contract (also known as a training agreement) between an employer and an apprentice/trainee, and their legal guardian if under 18 years of age. Traineeship Training Contract means a contract for an apprenticeship/traineeship made between an employer and an apprentice/trainee, which is registered with the appropriate State or Territory government department or agency as may be required by State/Territory legislation From AQTF Standards for RTOs 47

48 Training Plan forms part of a Training contract and sets out the training requirements including the competency standards to be achieved and the delivery/assessment arrangements to be provided. From TAA04 Training and Assessment Training Package User Choice means a provision of New Apprenticeships whereby an employer and an apprentice or trainee can choose the training provider for the government-funded off-the-job elements of the training program. The organisation chosen can be a TAFE college or any other registered training organisation (including a school) that has been registered to deliver the required training. From Vocational Education and Training (VET) refers to the sector responsible for developing the skills and knowledge of individuals for work. It includes vocational education and training undertaken in industries, enterprises, government agencies, and community and school settings. The vocational education and training sector encompasses both recognised training leading to a qualification/statement of Attainment under the Australian Qualifications Framework (AQF), and non recognised training, such as in-house, product-based training. Recognised training is delivered by organisations registered by state/territory training authorities (STAs), in accordance with the Australian Quality Training Framework (AQTF).
