This Guide complements the suite of Learner Guides that have been specifically and purposely designed by Shea Business Consulting to support Version 2.0 of the TAE40110 Certificate IV in Training and Assessment (October 2011 release). Who is this Facilitator Guide for? This Guide has been developed for facilitators who are working with individual learners who are using the Shea Series Learner Guides to support their learning progress through the TAE40110 Certificate IV in Training and Assessment. You are invited to use the Continuous Improvement Form on page 60 to identify changes that you think would improve this Guide. 6 Introduction If you are a trainer or an assessor in the vocational education and training (VET) sector and your learners and candidates are using one or more of the Learner Guides that have been specifically and purposely designed by Shea Business Consulting to support the TAE40110 Certificate IV in Training and Assessment, then this Facilitator Guide will become a very useful tool. It forms part of a suite of print-based Learner Guides that support Version 2.0 of the TAE10 Training and Education Training Package (October 2011 release), and it has been designed to help you get the most out of the Shea Series Learner Guides so that you can meet the individual needs and characteristics of your TAE10 learners. What are the Shea Series Learner Guides? The Shea Series Learner Guides are part of a broader suite of resources that has been specially and deliberately designed by Shea Business Consulting to support the implementation of Version 2.0 of the TAE10 Training and Education Training Package (October 2011 release). They have been closely aligned to the elements within each unit of competency and they contain a variety of learning activities and checklists. A separate resource titled Introduction to the Learner Guides has been designed to help learners use the Guides. The various resources available in the Shea Series suite are listed below. You can use this document to design learning and assessment strategies or learning programs for units, skill sets and qualifications from the TAE10 Training and Education Training Package. With this in mind, you may consider using the Facilitator Guide in conjunction with the Learning Design Field Set Core Learner Guides, as this field set supports the unit of competency titled TAEDES401A Design and develop learning programs. 9 2. Training Package Overview 2012 Shea Business Consulting 11

10 Introduction Version 1.0 of the TAE10 Training and Education Training Package was published in May 2010 (when it replaced the TAA04 Training and Assessment Training Package), while Version 2.0 was published in October It is a very important Training Package in the national VET sector, as it provides the competencies and qualifications required by trainers and assessors to deliver and assess nationally recognised training. As a facilitator of individual learning, it is imperative that you familiarise yourself with the TAE10 Training and Education Training Package. The endorsed components are critical tools, as they provide mandatory benchmarks for the education, training and assessment industry sector. You will need a copy of the Training Package, which you can download from or purchase a copy from Innovation and Business Skills Australia (see page 42 for details). Training.gov.au is an online database that contains details of all nationally endorsed Training Packages, qualifications, units of competency, accredited courses and Registered Training Organisations (RTOs). Use the following steps to download a free copy of the TAE10 Training and Education Training Package: 1. Go to 2. Scroll down to the Nationally recognised training field 3. Type Training and Education 4. Click Search 5. Click the TAE10 code 6. Scroll down to Release history and download the most recent version of the Training Package (in Word or PDF format). Competency requirements of TAE10 facilitators The TAE10 Training and Education Training Package clearly specifies the competencies that are required by those who deliver and assess TAE10 qualifications and units of competency. These competencies are reflected in the two quality frameworks that underpin the national VET system; namely the Australian Quality Training Framework (AQTF) and the VET Quality Framework. The quality framework that applies to you will depend on the states and territories that you operate in. Australian Quality Training Framework (AQTF) The AQTF is a national set of standards which assures nationally consistent, high-quality training and assessment services for the clients of Australia s VET system. The framework was initially established in 2001 and a revised version came into effect in July Two critical components of the AQTF are as follows: AQTF Essential Conditions and Standards for Initial Registration (applicants seeking to become an RTO must meet these standards in order to deliver/assess nationally recognised training and issue nationally recognised qualifications) AQTF Essential Conditions and Standards for Continuing Registration (existing RTOs must meet these standards in order to continue delivering/assessing nationally recognised training and issuing nationally recognised qualifications) Shea Business Consulting

11 Each set of standards is supported by a User Guide which you can download from (go to the AQTF Publications section). Each User Guide describes the competencies required by trainers and assessors. If you are facilitating learning and assessment in the national VET sector, you must hold these training and assessment competencies. VET Quality Framework The VET Quality Framework is a broad set of standards and conditions used by the Australian Skills Quality Authority (ASQA) to assess whether RTOs meet the requirements for registration. The VET Quality Framework comprises the following: Standards for NVR Registered Training Organisations (SNR) Australian Qualifications Framework Fit and Proper Person Requirements Financial Viability Risk Assessment Requirements Data Provision Requirements. You can discover more about the VET Quality Framework by visiting the Australian Skills Quality Authority s (ASQA s) website at (scroll to the bottom of the page and select National VET regulation). The Australian Quality Training Framework (AQTF) and the VET Quality Framework are both operational within the VET system. According to the National Skills Standards Council (NSSC), there is no difference in effect or intent between the regulatory standards that underpin the two frameworks. You will need to check with the body responsible for regulating VET in your state/territory to discover which framework is applicable. Standards for NVR Registered Training Organisations (SNR) Based on the AQTF Essential Conditions and Standards for Registration, the SNR also aims to ensure nationally consistent training and assessment services for clients of the Australian VET system. Introduced in July 2011, the SNR standards are numbered 1 to 25 and are divided into the following three parts: Part SNR Numbers and Title SNR Description 1 SNR1 to SNR3: Preliminary Introductory information with a useful list of definitions 2 SNR4 to SNR14: Essential Standards for Initial Registration 3 SNR15 to SNR25: Essential Standards for Continuing Registration Applicants seeking to become an RTO must meet these eleven standards in order to deliver/assess nationally recognised training and issue nationally recognised qualifications Existing RTOs must meet these eleven standards in order to continue delivering/assessing nationally recognised training and issuing nationally recognised qualifications 2012 Shea Business Consulting 13

12 Introduction A number of challenges will arise when you are supporting learners through the Shea Series Learner Guides, and these include: having a range of learners from different industries finding commonalities between learners in a group catering for the special needs of different learners dealing with learners who have no training or assessment experience dealing with learners who do not have access to a practice environment keeping yourself up-to-date with current VET issues and policies. The Shea Series Learner Guides have been designed to cater for a very diverse audience, but they can also be tailored to the particular needs of a learner. You are therefore encouraged to contextualise the Learner Guides to meet the needs of learners, and you can do this by adjusting activities to suit differing learning and assessment pathways. If a learner has some experience in an area covered by one of the Learner Guides, organise an up-front assessment for them so they don t have to complete all the Learning Topics. If a learner has limited experience in an area covered by one of the Learner Guides, help them identify and work through the specific Learning Topics that they need. What is in the Shea Series Learner Guides? The Shea Series Learner Guides are print-based resources that have been developed to support individuals to work through units of competency from the TAE40110 Certificate IV in Training and Assessment. They have been deliberately designed for use in a range of situations and learning environments, including: group-based learning programs (led by a facilitator) self-paced learning programs (with support from a facilitator) work-based learning programs (with support from a workplace mentor or supervisor). The Learner Guides are not intended to be definitive textbooks. You (and your learners) are free to supplement the Guides with further information. They contribute to but do not on their own deliver competency. Each Shea Series Learner Guide comprises the following sections: 1. Getting Started This summarises the information covered in the unit of competency and provides tips to learners on what to do before they begin. 2. Gathering Evidence This outlines the assessment requirements of the unit and explains how to compile an evidence portfolio. It also contains an Employability Skills analysis that shows how the Employability Skills have been embedded in the unit Shea Business Consulting

Learning Topics Each Shea Series Learner Guide includes a number of Learning Topics that closely align to the elements of competency and that contain information and activities that have been designed to help learners develop and apply the knowledge and skills required by the unit. The following symbols appear throughout the Learning Topics: Important points These highlight critical points learners should pause briefly to clarify the messages that appear in these text boxes. Compliance-friendly mapping advice These identify how the information and activities within the Learning Topics meet the AQTF / SNR Essential Standards for Registration (Please note that the SNR symbol is used interchangeably throughout each Shea Series Learner Guide to refer to the AQTF and SNR, as both sets of standards continue to be used within the national VET system) Useful resources These direct learners to websites and resources for valuable information. URL addresses change regularly, so they will need to check the links. Useful activities These allow learners to apply their new knowledge and skills. You can adapt these so that they closely relate to a learner s particular learning context. Assessment points These point learners towards assessment activities so that you can measure their progress. They are very important, so be familiar with them. Case studies These illustrate particular points and can be used as a basis for analysis or discussion Shea Business Consulting 29

In the first instance those who have a specific role in delivering green skills or who train and assess in sectors where green skills development is identified as a priority. This unit from the TAE10 Training and Education Training Package meets industry requirements for those engaged in developing green skills in the VET sector. Workplace Supervisor Skill Set Target Group Supervisors and managers involved in developing the skills of their team. In particular these competencies are identified as essential skills for those engaged in supervising apprentices. Units TAEASS301B Contribute to assessment TAEDEL301A TAEDEL404A Provide work skill instruction Mentor in the workplace Pathway Suggested words for Statement of Attainment These units provide credit towards the TAE40110 Certificate IV in Training and Assessment.
