2 Traineeships How an Employer benefits Subsidised employment The federal government pays attractive financial incentives to employers of trainees. Look at the Australian Apprenticeships Incentives Summary at the back of the booklet to discover the range of incentives available. To determine exactly what incentives you are entitled to, contact your local Australian Apprenticeship Centre on Cost effective staffing option If you employ a trainee as an extra staff member/floater, their wage can be offset against your relief staff budget. A trainee would also be available to cover for staff sick leave, annual leave, RDO s etc. Trainees counted in child/staff ratios (Trainee must be over 18 years old) No absences for training ECTARC delivers nationally accredited training via distance study for the Certificate IV in Out of School Hours Care traineeship. ECTARC provides the trainee with nationally accredited learning materials that include self help questions, case studies, activities and assessment tasks. Trainees require pro rata time per week off-the-job to study and complete learning materials. These hours can be allocated at intervals to suit your staff roster. Contact visits by an ECTARC Training Officer Each trainee will be allocated a Training Officer to support them throughout their traineeship. An ECTARC Training Officer will come to your centre to sign up the trainee and develop a training plan, in conjunction with the employer/director, to suit the training needs of the individual and environment they are working within. Throughout the traineeship the Training Officer will support the trainee with contact visits. Free telephone support and easy access An experienced, qualified ECTARC Training Officer is only a phone call or away at all times during business hours. All trainees have access to the free call 1800 telephone number or their personal Training Officer s address. As trainees work through the learning materials, questions can be answered and discussion can take place the moment it is required. Skilled staff member with nationally accredited qualifications The Certificate IV in Out of School Hours Care traineeship offered by ECTARC is a nationally recognised qualification. Your staff member will be offered the most current information available to the early childhood industry. Training delivered by early childhood training specialists The Early Childhood Training And Resource Centre (ECTARC) specialises in the delivery of programs and workshops for the early childhood industry. Current information and extensive knowledge of the early childhood sector is how we stand out from our competitors. All ECTARC Training Officers are qualified and have many years experience in the early childhood field. 4 Welcome to ECTARC The early childhood training and professional development specialists The Early Childhood Training And Resource Centre (ECTARC) is a registered training organisation (RTO) that specialises in training and professional development for the early childhood industry. ECTARC is a community owned, not for profit, organisation that is managed by Illawarra Area Child Care (IACC). IACC also manages nine (9) child care services in the Illawarra and Shoalhaven regions of New South Wales. The ECTARC team works in association with the child care centre staff to ensure we deliver a up-to-date training product that is relevant and meets the needs of the early childhood community. ECTARC was established with the support of the Australian National Training Authority (ANTA) to provide: Accredited vocational training for those wishing to achieve qualifications Quality upskilling/in-service workshops for those working in or with an interest in the early childhood sector Dynamic, pro-active and responsive leadership in early childhood training and research. 5 Certificate IV in Out of School Hours Care The Certificate IV in Out of School Hours Care is a nationally recognised qualification from the CHC02 Community Services Training Package. The Certificate IV in Out of School Hours Care program will provide students with the skills to: plan activities provide care for children facilitate children s leisure and play help children achieve developmental outcomes work under supervision or autonomously supervise volunteers and other workers Diploma of Out of School Hours Care On completion of the Certificate IV in Out of School Hours Care Traineeship program students have the opportunity to upgrade their qualifications to the Diploma of Out of School Hours Care with ECTARC. The Diploma of Out of School Hours Care provides students with the skills to: manage and supervise staff and volunteers develop and evaluate programs The Diploma of Out of School Hours Care is for workers who have the responsibility of the day to day management of a Before and After School Care and/or Vacation service. This Diploma program is offered by distance study on a fee for service basis. 6 How ECTARC delivers training ECTARC programs are delivered by distance learning via correspondence. Learning materials are designed for self study with all the information a trainee needs to achieve the Certificate IV in Out of School Hours Care. With the support and guidance given by the experienced, qualified ECTARC team the traineeship program is delivered as follows: Trainee receives study materials from their ECTARC Training Officer at the orientation meeting. A trained staff member from the service is given the role of being the Workplace Supervisor to mentor the trainee during the traineeship. During the off-the-floor study time (as allocated by the employer) the trainee reads through study materials and completes the written tasks (eg. question and answers, assignments) as outlined in the learning materials. As a trainee displays competencies, as per the learning outcomes of each unit, the Workplace Supervisor then completes the Traineeship Record Book. The allocated ECTARC Training Officer will call the trainee on a regular basis to support and motivate the trainee throughout the traineeship. If the student requires support at any time they can call their ECTARC Training Officer on the toll free 1800 ( ) number or questions. During the traineeship the ECTARC Training Officer will make contact visits and deliver further support materials to the trainee at the service. Completed written tasks can be mailed to ECTARC at no cost to the trainee by using the special reply paid address. (Reply Paid 201, ECTARC, Lower Ground Floor, Crown Street, Wollongong, NSW, 2500). Written tasks are assessed by the Training Officer and then returned by mail to the trainee with feedback. This continues until all units are completed over the nominated period. 7 6 Step Summary How To Employ A Trainee Step 1 Recruit the right person. Contact your nearest Australian Apprenticeship Centre (AAC) or call your local employment agency for assistance. Step 2 Contact the Australian Apprenticeship Centre (AAC) in your local area to register a trainee and nominate ECTARC as your training provider. A representative from the AAC will visit your child care centre, provide all the necessary documents to establish the traineeship and assist with the completing these documents. Step 3 If you wish to discuss the traineeship program contact an ECTARC Training Officer on (02) Step 4 An ECTARC Training Officer will visit your child care centre for an orientation meeting with the Employer (or Employer s Representative or Director) and trainee. At this meeting a Training Plan will be developed and learning materials given to the trainee. Step 5 Training begins! The trainee can commence study. Step 6 Payment of eligible Commonwealth incentives and allowances due to the employer can be claimed after the three month probation period. 8 A guide to Employing a Trainee Finding the Right Person The trainee is your employee, therefore the selection decision is yours. For example, you may choose to: advertise in newspapers register with an employment agency eg. a member of the Job Network contact an Australian Apprenticeship Centre (AAC) AAC on or visit the website at For NSW State award and wage rate information please call the Department of Industrial Relations Award Enquiry Service Centre on or visit Please note: part time trainees must work an average of 15 hours per week. Information on existing worker apprenticeships can be found in Appendix 2. Training Administration Charges Training Fee The NSW government has advised that from 1 January 2007 trainees are required to pay an annual upfront fee of $384 for each year of their traineeship course and have instructed Registered Training Organisations (RTOs) to collect the fee. Part time trainees will be required to pay the training fee for each year of training. Some trainees will be exempt, including existing worker trainees, school based trainees, Aboriginal and Torres Strait Islanders and those receiving an identified benefit. Contact ECTARC or your Australian Apprenticeship Centre for further details. Industry Contribution From 1 January 2004, under the new legislation, an RTO can request an industry contribution from the employer. ECTARC will charge employers $30.00 per trainee as an industry contribution to be paid at the commencement of the traineeship. NSW Cert IV OOSH Traineeship B50(SP-9.1)=V3 Page 8 of 16
9 The Training Agreement As an employer your legal obligations include: employing the trainee for the agreed period of the traineeship selecting a training provider training the trainee as per the training plan provided by ECTARC paying the correct wages, taxes and entitlements as per the relevant award discharging all legal obligations as an employer Commonwealth Employer Incentive Employers taking on a trainee are entitled to apply for and receive incentive payments from the federal government. The Department of Education, Training and Youth Affairs (DETYA) administer the funds, however, the forms are only available through Australian Apprenticeship Centres and must be lodged with a AAC for processing. The financial incentives available are outlined in Appendix 1 - Summary of Australian Government Australian Apprenticeship Incentives. Information on financial incentives for existing workers can be found in Appendix 2. Contact your local Australian Apprenticeship Centre (AAC) on to discuss what entitlements are available for your trainee. The Training Plan An orientation meeting will be held at your child care service with the Director (or Employer representative), trainee, guardian (if trainee is under the age of 18) and ECTARC Training Officer at the commencement of the traineeship. At the orientation meeting a Training Plan will be developed and learning materials given to the trainee. The Training Plan will detail the units to be studied and the time frame to successfully achieve the skills and competencies required by the Certificate III in Children s Services Traineeship. The Training Plan is a contract where all parties agree to: five hours per week during paid work time, off-the-floor, for the trainee to complete the study and assessment tasks hours on the job over the traineeship a qualified and experienced staff member to undertake the workplace supervisor/mentor role. This role involves on-the-job training, recording performance assessments in the Traineeship Record Book, support/motivation and professional guidance for the full term of the traineeship. This meeting is an opportunity for ECTARC to discuss the learning materials, clarify how the distance training process operates and answer any questions that arise. Training begins! 13 APPENDIX 1 Australian Apprenticeships Summary Australian Apprenticeships Incentive Summary can be found as a separate PDF file on the ECTARC website APPENDIX 2 Apprenticeships Incentives for Existing Workers as Australian Apprentices Australian Apprenticeships Centres Your First Point of Contact Australian Apprenticeship Centres are contracted by the Australian Government to: provide assistance to employers, Australian Apprentices and training providers throughout the duration of Australian Apprenticeships (training options and arrangements, Australian Apprenticeships pathways, sign ups, incentives available); collaborate with the state/territory training authorities, Australian Government Job Network members, training providers and other organisations to provide a quality service; market and promote Australian Apprenticeships in the local area. When employing Australian Apprentices or engaging existing workers in Australian Apprenticeships, contact an Australian Apprenticeships Centre for assistance. Who are the existing employees who may attract Australian Apprenticeships Incentives? An existing worker is an employee who has a 3 month or more full time equivalent employment relationship with their employer. The working relationship can be built up through full time, part time, casual employment, or engagement as a seasonal or contract worker. Four months non full time employment is equal to one month full time employment and includes periods of approved leave. There are some previous employment relationships which are not included in the existing worker definition. These include new employees undertaking Australian Apprenticeships, Australian Schoolbased Apprenticeships; employee relationships whilst at school such as casual and part time jobs and Community Development Employment Programme participation. An employer of an existing worker may attract incentives for Certificate level III, IV or selected higher qualifications, if the employee is articulating from a Certificate level II Australian Apprenticeship (within 12 months) to a Certificate level III or Certificate level IV Australian Apprenticeship; or the qualification and the postcode of the employers workplace attract the special Rural and Regional Skills Shortage Commencement Incentive; or the Training Contract, as declared by the relevant State/Territory Training Authority specifies that the expected duration is 2 years or more. Part time employment is prorated. The eligibility of the existing workers to attract incentives also depends on whether they meet the eligibility requirements of the programme and prior qualifications they hold. For detailed explanations on existing worker eligibility to attract incentives, and personal assistance and advice on recognition of prior learning, contact an Australian Apprenticeships Centre. Incentives for employing existing workers as Australian Apprentices Employers may attract the standard commencement incentive of $1500 (gst exclusive) for existing workers undertaking Certificate level III or higher qualifications. In addition, employers maybe eligible NSW Cert IV OOSH Traineeship B50(SP-9.1)=V3 Page 13 of 16
14 to receive either 100%, 75%, 50% or 25% of the $2500 (gst exclusive) standard completion incentive for Australian Apprentices who successfully complete Certificate level III, IV or selected higher qualifications. To be eligible to attract the standard commencement and completion incentives the expected training period in the Training Contract must be two years or more, or the qualification must be listed as a rural and regional skills incentive qualification and be undertaken in an identified regional workplace. Employers of existing workers undertaking an Australian Apprenticeship may also attract further assistance including those for innovation and additional assistance for Australian Apprentices with a disability.
