2 ATTACHMENT I 2 MEMORANDUM OF UNDERSTANDING AGREEMENT FOR ACADEMIC COOPERATION BETWEEN Knkuk University, Seul, Krea Black Hills State University, Spearfish, Suth Dakta, U.S.A. This Memrandum f Understanding - Agreement fr Academic Cperatin (hereafter called the MOU-AAC) between Black Hills State University (BHSU), Spearfish, SD, USA and Knkuk University (KU), Seul, Krea is intended t prmte an educatinal Academic English Preparatin Prgram (AEPP), and a mutual Academic Exchange Prgram (AEP), a Study Abrad Prgram (SAP), faculty and staff exchanges and friendship. In additin, ther activities may ccur, such as, cllabrative research between faculty and staff, faculty educatin, curriculum and institutinal develpment, infrmatin disseminatin and cperative exchanges fr faculty and staff. The MOU-AAC will cntinue in effect fr a perid f five (5) years and may be extended fr additinal five-year perids by mutual agreement. In each academic term, each institutin will endeavr t send an agreed upn number f Academic Exchange Prgram (AEP) Students t the hst University. The number f AEP students wh will study at the Hst University will be reached with the mutual cnsent f the Internatinal Educatin Advisrs frm each University. During each year f the cntract perid the number f AEP students will be balanced, and if nt, the partner University will nt send AEP students until the balance is re-stred. The internatinal educatin advisrs f the tw institutins shall review the prgram annually with the gal f maintaining balance in the Exchange. This MOU-AAC may be terminated by either institutin upn 180-day written ntificatin t the ther institutin. The fllwing activities have been apprved fr cllabratin. These and ther academic activities will be articulated by way f Addenda, which can be added t this MOU-AAC when develped and apprved by the tw institutins. The fllwing Prgrams have been develped and articulated in the identified Addenda. Academic English Preparatin Prgram (AEPP) fr ne r mre semesters (Addendum A). Exchange Agreement Prgram (EAP) fr undergraduate and graduate students (Addendum B). Study Abrad Prgram (SAP) fr undergraduate and graduate students (Addendum C). Where feasible, BHSU and KU agree t facilitate prgrams related t research and invlve any discipline t the extent that individuals invlved are able t identify suitable cllabrative cunterparts at the ther institutin. Facilitate the exchange f schlarly infrmatin, academic publicatins. Prir t finalizing individual faculty visits, representatives at bth institutins shall secure apprvals frm their respective Department Heads, Deans, and ther apprpriate Institutin Administrative Officers. The main cntact at bth universities fr any cmmunicatin pertaining t this agreement will be the Vice President fr Academic Affairs at BHSU and the Vice President fr the Office f Internatinal Affairs at KU. 4 ATTACHMENT I 4 ADDENDUM A Black Hills State University Academic English Preparatin Prgram This Addendum has been develped in accrdance with stipulatins set frth in the Memrandum f Understanding and Agreement fr Academic Cperatin between KU and BHSU and prvides specific elements that articulate the cnditins f the Academic English Preparatin Prgram (AEPP). 1. KU students: BHSU shall accept KU undergraduate and/r graduate students t study full time (18 hurs per week), fr 16 weeks, fr ne (1) r mre semesters in the AEPP. 2. AEPP Students selectin: AEPP students will be selected by KU. 3. Knkuk University Student Enrllment: KU AEPP students shall be enrlled as nn-degree students at BHSU University. 4. AEPP Students Expenses: a. Internatinal Student Fee ($75.00 per semester, Suth Dakta Bard f Regents Requirement) b. Curse charge per semester: $1, c. Rm & Bard expenses. d. The Hst University will prvide apprpriate assistance t Visiting students t find adequate husing either n r ff campus. e. Health Insurance - Upn their arrival at BHSU, KU students are required by Suth Dakta Bard f Regents (SDBOR) Plicy t purchase Student Health Insurance frm an apprved SDBOR health insurance prvider. The BHSU Office f Internatinal Studies will assist all KU students as they sign up fr SDBOR health insurance. f. Bks and ther incidental and persnal expenditures will be the individual respnsibility f each AEPP Student. 5. Certificate f Cmpletin: AEPP students will be awarded a Certificate f Cmpletin at the clse f the semester fr their study in the AEPPrgram. The recrd f each AEPP Student s academic perfrmance will be sent directly t the Hme institutin. 6. Rights and Respnsibilities: AEPPrgram students shall be subject t the Rules and Regulatins f the Hst University and cuntry. They will als have the same rights and privileges enjyed by all students f the Hst University. 7. Negtiated Specific Details: The principals at each University agree that specific details f cperatin necessary t implement Addendum A and must be negtiated with each ther. 8. Student Numbers: Each party f the agreement shall agree t accept up t five (5) full-time undergraduate and/r graduate students frm the Hme Institutin fr ne (1) r tw (2) semesters. Exchange Students frm KU and BHSU must stipulate the duratin f their Exchange prir t departure frm their Hme institutin. The Hme Institutin will infrm the Hst Institutin f the duratin f time each Exchange Student will study at the Hst Institutin. 2. Exchange student Enrllment: Exchange students shall be enrlled as nn-degree students at the Hst University. 3. Selectin f Students: Exchange Students will be selected by the Hme University n the basis f academic merit and suitability fr study at the Hst University. Students frm the Hme University will be invlved with academic advising prvided by the Hst University. 4. Rejectin f Candidates: The Hst University reserves the right t reject candidates, in which case additinal candidates may be prpsed. 5. Student Balance - Parity: During each year f the five year cntract perid, the number f exchanging students will be balanced, and if nt, the partner University will agree t nt send additinal students until the balance is restred. 6. Hme Institutin Charges t Exchange Students: Each Hme institutin, if applicable, will charge tuitin and applicable fees t the Outbund Exchange Students wh will study at the Hst institutin. 7. Outbund BHSU Students Csts: Outbund Exchange Students frm BHSU, wh study at KU, in additin t paying BHSU tuitin fr a minimum f 12 credit hurs, will pay the fllwing t BHSU: a. University Supprt Fee b. General Activity Fee fr each credit enrlled 8. Inbund Student Csts: Inbund Exchange Students frm KU, wh Study at BHSU, will pay the fllwing fees (if applicable): a. Applicatin Fee ($20.00). N Applicatin Fee fr Academic English Preparatin Prgram students. b. Prgram Fees c. Incidental fees (Field trip expenses, parking permit csts) d. Internatinal Student Fee ($75.00 per semester, Suth Dakta Bard f Regents Requirement) 9. Rm & Bard Expenses: Each Exchange Student will pay his/her wn rm and bard expenses, except as therwise stipulated by agreement. 10. Residence: The Hst University will prvide apprpriate assistance t Exchange students t find adequate husing either n r ff campus. 11. Other Expenses: All ther expenses required r incurred fr the purpse f taking part in the Exchange Student Prgram will be the respnsibility f each student. The Hme institutin is free t prvide any financial assistance, r ther assistance it may desire. Such expenses include but are nt limited t: transprtatin, meals during vacatins, independent travel in and beynd the hst cuntry and field trips (vluntary). 12. Health Insurance: Suth Dakta Bard f Regents (SDBOR) Plicy requires that all Inbund and Outbund Exchange Students are required t purchase Student Health Insurance frm an apprved Suth Dakta Bard f Regents health insurance prvider. The BHSU Office f Internatinal Studies will assist all KU students upn their arrival at BHSU t enrll fr SDBOR health insurance.

Academic Recrd: The Official Transcript f each Exchange Student s academic perfrmance will be sent directly t the Hme institutin, Internatinal Office. It shall be the respnsibility f the Hme institutin t arrange with the student the number f credits issued by the Hst institutin that will be accepted by the Hme institutin. 15. Minimum Number f Credit Hurs: BHSU students must take at least 12 credit hurs f classrm instructin (1 credit hur is equivalent t 1 classrm hur f instructin each week fr 15 weeks, r ne semester). 16. Rights and Respnsibilities: Academic Exchange Prgram students shall be subject t the Rules, Regulatins and Respnsibilities f the Hst University and Cuntry. Exchange students will have the same rights and privileges enjyed by all students f the Hst University. 17. Numbers f Students: Each party f the agreement shall accept up t fifteen (15) full-time undergraduate and/r graduate students frm the Hme Institutin fr ne r tw semesters. Study Abrad Students frm KU and BHSU must stipulate the duratin f their Study Abrad experience (ne semester r tw semesters) prir t departure frm their Hme institutin. The Hme Institutin will infrm the Hst Institutin f the duratin f time each Study Abrad Student will study at the Hst Institutin. 2. Study Abrad Student Enrllment: Study Abrad Prgram students shall be enrlled as nn-degree students at the Hst University. 3. Selectin f Students: Study Abrad Students will be selected by the Hme University n the basis f academic merit and suitability fr study at the Hst University. Students frm the Hme University will be invlved with academic advising prvided by the Hst University. 4. Students will pay the Hst Institutin: Each Hst institutin will charge tuitin and applicable fees t Inbund Study Abrad Prgram students. 7. Outbund BHSU Student Expenses: BHSU Outbund Study Abrad Prgram students, wh study at KU, will pay KU: a. Tuitin and Fees b. Rm and bard; and, c. Any ther expense assciated with their study at KU. 8. Inbund KU Student Expenses: KU Inbund Study Abrad Prgram students, wh study at BHSU, will pay BHSU: a. Applicatin Fee ($20.00) b. 12 ATTACHMENT II 12 IV. Articulatin Details A. Upn successful cmpletin f the requirements f the AAS at WDT, students may transfer t BHSU t cmplete the BS in Human Services. At that time, BHSU will accept a blck f 47 technical curse credits frm the AAS degree. Students must successfully cmplete the AAS degree frm WDT prir t transferring t BHSU fr the technical curse credits t be accepted. Designated transferrable general educatin cursewrk in additin t the 47 technical curse blck credits will be accepted. B. Students will cmplete the requirements fr the Human Services majr and any ther general educatin elective requirements that remain unsatisfied. C. Students must meet all Bard f Regents plicies and university graduatin requirements in rder t receive a degree. I. Additinal Requirements A. Students transferring cursewrk frm WDT must have a cumulative GPA f 2.0 n a 4.0 scale. B. In accrdance with BOR plicy 2:28, students must demnstrate satisfactry perfrmance in writing, mathematics, reading, and science reasning as evidenced by receiving a passing scre n all sectins f the Cllegiate Assessment f Academic Prficiency (CAAP) exam. In accrdance with the Regental plicy, students must sit fr the exam during the semester after cmpletin f 48 passed credit hurs and must have cmpleted a specified 18 credit hurs f general educatin curses. II. Obligatins Bth parties agree t cnfer with each ther n a yearly basis regarding changes in curricula invlved in this articulatin agreement. III. Mdificatins This agreement may be mdified frm time t time by the Suth Dakta Bard f Regents and Western Dakta Tech. IV. Terminatin This agreement may be terminated by Black Hills State University upn ne year s written ntice t Western Dakta Tech. Student(s) enrlled in the prgram at that time shall be allwed t cmplete the prgram. V. Effective Date f Agreement: Start date f fall 2013 term at BHSU and WDT. The agreement applies t students wh graduated frm WDT in 2000 r later. V. Incrpratin f Terms in Master Agreement The parties have entered int the present agreement pursuant t the agreement f December 14, 2004 between the Rapid City Area Schls Bard f Educatin n behalf f Western Dakta Technical Institute and the Suth Dakta Bard f Regents n behalf f Black Hills State University, Dakta State University, Nrthern State University, the Suth Dakta Schl f Mines and Technlgy, Suth Dakta State University and The University f Suth Dakta. This agreement shall be subject t all terms and cnditins stated in the December 14, 2004 agreement.
