1 I. Meeting called to order: 10:25 AM District One meeting minutes 2 nd district meeting: December 3 rd, 2012 Tallahassee, Florida HOUSE OF REPRESENTATIVES II. The pledge of allegiance, led by Navarre High School. No flag was in the House, so we looked to a painting of George Washington. III. Roll Call read by the Secretary. Each school said here after school name was announced. Schools present: 1. Deane Bozeman High School 2. King Middle School 3. Choctawhatchee High School 4. Chiles High School 5. Florida State University School (FSUS) 6. Milton High School 7. Pace High School 8. Leon High School 9. Pensacola High School 10. Bay High School 11. Fort Walton Beach High School 12. Washington High School 13. Jay High School 14. Navarre High School 15. Port Saint Joe High School 16. West Florida Tech High School 17. Crestview High School 18. SAIL High School 19. Gulf Breeze High School 20. Niceville High School IV. The Secretary, Pace High School, read the minutes from the previous meeting. The minutes from previous meeting were accepted unanimously. V. Officer reports President report: none Vice President report: Newsletter was sent out. Please Check with Mrs. Hughes if you did not receive it.

2 Secretary report: Pace High School will be going to Gainesville in January to discuss redistricting. Treasurer report: All schools paid dues either at the meeting or were not able to vote. Parliamentarian report: Rules for the meeting were announced thoroughly by Pensacola High School. VI. Resolutions: the following is the activity of the resolutions in the House of Representatives alone. -President school again reviewed the process of resolutions. -The Vice president held the place of the President. The President delegates were in the Senate. The following resolutions took place in this manner: 1. The President school read the title of the resolution. 2. The resolution was read by the Secretary school. 3. The President school entertained a motion to accept the resolution as read. 4. A notion was made on the floor by a delegate (called on by the President). The delegate was required to state name and school. 5. A second was required after the notion. The President asked for a second. A different delegate was required, and they were required to state name and school. 6. A two minute speech was given by the delegate proposing the resolution. The President and Parliamentarian regulated time. 7. Questions were opened to the floor. A limit of five questions was enforced, and each person was allowed only one question. The questions were called on by the President school. The delegate proposing the resolution would answer the questions. The delegate was required to state name and school. 8. The President school asked for a pro first, then a con. He alternated back and forth; three pros and three cons each were allowed. If there were no cons the resolution automatically passed. The pro or con wasn t able to exceed one minute. The President and Parliamentarian regulated time. 9. The author of the resolution was given the option of a two minute supporting speech. 10. One minute caucus declared by President. The President and Parliamentarian regulated time. 11. A standing vote was called, beginning with in favor, followed by all opposed, and finally all abstentions. The votes were counted by the officers as a whole. The President announced whether the resolution passed or failed. - Amendments: Amendments were proposed by delegates on the floor in the place of a con. The author/proposer of the resolution either agreed or declined. The amendment

3 was required to have a second to follow. The secretary made sure the exact wording of the resolution was explained, then recorded. - note the information here is not to replace parliamentarian procedure. (1 st place performs at FASC and receives free registration, 2 nd and 3 rd place are alternates) -Pace High School representative will be going to Gainesville in January to discuss redistricting.
