The first is an MEd In Elementary Education with concentrations in a variety of areas. The second program is an MEd in Reading. Both programs are currently under curricular review. We are not accepting applications at this time. For information on a new degree option, refer to the MEd in Advanced Classroom Practice. Application Information Candidates must meet the requirements of the Graduate School (see pages 50-51) in addition to the following departmental requirements: Specific Test Requirements: Miller Analogies Test or Graduate Record Exam, General Test. Supporting Materials: A résumé A statement of purpose for seeking the MEd, not to exceed one page An on-campus interview (only if requested by the department) In limited cases, students who do not meet the departmental requirements for full admission may be granted provisional admission by the Graduate School. Advancement to Candidacy Advancement to candidacy is formal recognition that the student has completed all admission requirements and has demonstrated satisfactory performance in at least 12 credits of graduate study. In addition to the above requirements, the department requires students to submit a proposal for a thesis (ElEd 690) or research paper (ElEd 691) for approval by the student s committee. Program Option Thesis or Research Paper The thesis (ElEd 690) and research paper (ElEd 691) represent the independent research component of the program. For both options, students design and carry out independent research under the direction of a faculty committee. The thesis option (ElEd 690) requires a committee of three faculty. Contact the department office for requirements within the various concentrations Rationale for change: For the last several years this degree option has been on moratorium. The change will allow us to begin admitting students again. Since the course catalog simply says to call for information, we are working from the catalog copy. Changes to the copy are minimal.

4 WGC January 15, 2008 Page 4 In the list of courses, some credits were re-arranged, particularly due to the fact that EDF 512 and 513 are no longer offered. Given that the literacy concentration is to be the only one currently offered, ElEd 521 and ElEd 535 (both generalist seminars) were replaced with credits in the concentration core. Since the courses in the concentration are those offered previously, this represents a change in 16 of the credits in the program. There are no new courses to be added. At this time we do not expect there to be changes to the department s financial resources. There is a commitment that the program will continue to be offered, regardless of enrollment, until the last admitted student finishes the degree requirements. WGC discussed the following questions/concerns regarding this proposal: (1) Program description is unclear and contradictory: says there are three MEd program offerings but only describe two in the catalog copy. Sometimes it seems to say it is an MEd in Literacy then ELED with a Literacy concentration. Sometimes Literacy and Reading seem to be used interchangeably. (2) Program components are not defined: What classes make up the core? What classes make up the foundations core (if it is different from the core )? What classes make up the concentrations? Where can/will electives come from? By advisement does not constitute a proposed sequence of Graduate Study. (3) This says there are a number of concentrations available but follows with only the concentration in literacy is available. If the Literacy concentration is the only one available, why list the others (it is sure to raise concerns in the Grad council)? Where is the data/rationale that this concentration should be a higher priority than the others? (4) Are previous the ELED concentrations (Assessment & Early Childhood) now gone? If so, has that impact on other course offerings and departments been considered and informed? (5) The courses listed in the proposal include EDUC classes. Has the availability of these courses been established? EDUC 501 may not be offered again and, if requested, who would teach it? Has this been coordinated with Dr. Fox? (6) If the plan is to replace the EDUC classes with ELED classes, where are the course requests and who will teach those? (7) The statement that programs/sequences and/or concentrations are under review appears. Who is doing the review? Will the WCE Graduate Committee and the University Graduate Council be included? (8) Can data or analysis be supplied to determine if: new courses need to be produced; old courses need to be revised; existing courses in other depts. might be duplicated, courses from other departments might qualify for inclusion; and/or, this change will not negatively impact other programs within the Collage? These are the standard assurances (and data) requested whenever courses and/or degree components or added, dropped or significantly altered. MOTION: It was moved by Bob Keiper and seconded by Joanne Carney to not approve the revision to the Elementary Education MEd program and to return the

5 WGC January 15, 2008 Page 5 request for revision of master s degree to the Elementary Education Department for significant revision and clarification. The motion passed unanimously. 3. Program Goals The program prepares elementary and secondary school teachers to assume leadership roles as principals, vice principals or instructional technology specialists. The Educational Administration program is designed to prepare elementary and secondary school teachers to assume leadership roles as principals, vice principals or instructional technology specialists. Candidates are recommended for the master s degree and/or principal certification. Satisfactory completion of the Superintendent Certificate qualifies candidates for the superintendency as well as other district-level leadership roles. Note: Instructional Technology indicated they approve making the suggested modification. MOTION: It was moved by Mary Lynne Derrington and seconded by Beth Swett to approve the revision to the Educational Administration MEd program as modified and to forward the request for revision of master s degree to the appropriate curricular body. The motion passed unanimously. In addition to the proposed revision to the master s program in Educational Administration noted above, the WGC reviewed the Instructional Technology catalog narrative that indicated the Certificate Program: Leadership in School Technology; Certificate Program: Instructional Design and E-Learning, MED in Educational Administration Instructional Technology, and elective concentration in the MED in Continuing and college Education are not available at this time (the Instructional Technology Program is evaluating their programs and determining what/how to offer them in the future). MOTION: It was moved by Beth Swett and seconded by Joanne Carney to approve the revision to the Instructional Technology Program catalog copy that pertained to the graduate and certificate programs and to forward it to the appropriate curricular body. The motion passed unanimously. 4. Rehabilitation Counseling - Catalog Copy Revision PRESENT LANGUAGE (copy from current catalog) MA REHABILITATION COUNSELING Department of Human Services and Rehabilitation Program Director: Dr. Elizabeth Swett, , Elizabeth.Swett@wwu.edu. Goals The Master of Arts in Rehabilitation Counseling prepares rehabilitation professionals to assist individuals with disabilities to enhance their lives in meaningful ways, including self-determination, independence, meaningful employment, and full community participation. The program is fully accredited by the Council on Rehabilitation Education (CORE). The program prepares rehabilitation professionals to work in a variety of public and private settings. Swett, Elizabeth, PhD. Application Information Admit Quarters: Fall, winter. For cohort option, summer admit only. Three current references. A current résumé. A typed personal statement outlining the rationale for applying to the program. The statement should address career objectives, rationale for choosing this program, professional and personal strengths as they apply to the field of rehabilitation counseling, related work experiences, the way in which personal and professional life experiences have converged to motivate application to the program, a statement of goals and interests which demonstrates and illustrates the applicant s personal value system, computer competence, and other insights as deemed appropriate by the applicant. Retention In addition to the Graduate School retention requirement, retention in the Rehabilitation Counseling program is dependent upon the development of professional competencies in interaction with clients and other professionals, especially as related to practice, practicum, and internship requirements. Development of professional competencies is monitored and evaluated on a yearly basis by the faculty of the program and will serve as a basis for retention of the student in the Rehabilitation Counseling program. Program Information The Rehabilitation Counseling program prepares students to work with individuals with disabilities in a variety of public and private settings. Students learn how to assist individuals to adjust to the psychological, social, medical, and vocational impact of a disability on their lives. Graduates of the program are competent to assess abilities and functional limitations of people with disabilities, develop a plan consistent with their needs, and assist them to achieve their goals through appropriate training, education, and employment. Students in graduate rehabilitation counseling programs typically have undergraduate degrees in human services, psychology, sociology, nursing, or some other area of social services. Rehabilitation counseling is a dynamic, exciting field with excellent employment opportunities in both the public and private sectors. Two options are available for completing the degree program: a cohort option with a combination of distance learning courses and two face-to-face courses each fall and a Seattle-based option of classroom-based courses in the evening in the Seattle area combined with distance learning courses. For further information, see the Rehabilitation Counseling program Web site at Comprehensive Examination Students are required to pass a comprehensive examination prior to graduation during the last quarter in the program. In addition to the proposed revision in the master s program, the WGC reviewed the Rehabilitation Counseling catalog narrative that indicated courses are offered at the program s off-campus site at Everett Community College (formerly Mountlake Terrace). WGC asked for clarification on whether the three undergraduate courses that were being deleted from the catalog copy had gone through Woodring s curricular process. Note: Cancellation of RC 482, 490, and 496 were approved by the WCC 1/13/06. MOTION: It was moved by Mary Lynne Derrington and seconded by Bob Keiper to approve the revision to the Rehabilitation Counseling MA program and the catalog copy as submitted and to forward the request for revision of master s degree and catalog copy to the appropriate curricular body. The motion passed unanimously. 5. Meeting Dates Winter 2008 The next meeting of the WGC will be January 29, 2008, 12:00 Noon to 1:50 pm. Please bring one or two nominations/applications from student(s) in your master s program for the McCallum Graduate Fellowship for review and selection by the WGC.
