ORGANIZATIONAL CONTEXT AND SCOPE IOM is committed to the principle that safe and orderly migration is a benefit to migrants and society, and is essential for achievement of the Millennium Development Goals. As a global intergovernmental organization, IOM supports governments to effectively manage the various challenges related to migration, and also provides assistance to migrants. In the health sector, this involves acting as a technical agency to address national priorities and as an implementing agency which partners with government, communities, and other agencies to strengthen health systems to meet the needs of hard to reach mobile populations, migrants, and their local host communities. Within the context of promoting safer migration, IOM s Eastern Myanmar Health Programme comprises several projects that extend the reach of government health systems to locations which host internal migrants and are also transit, source, and return communities for international migrants. IOM s programme involves close partnership with government counterparts and builds capacity of partners and migrant hosting communities for health promotion, diagnostics, referral, treatment, and for extension of service delivery to vulnerable groups. The comprehensive package addresses key health challenges faced by migrants, including maternal and child health, tuberculosis, HIV/AIDS, malaria, and in some locations primary care. Under the overall supervision of Head of Sub Office and direct supervision of the Assistant Project Manager (Mobilization), the incumbent will be responsible to work mobility affected communities to identify their specific health vulnerabilities, in particular in relations to STI/HIV/AIDS, and TB and help them to increase their 1
awareness and resilience by developing specific prevention activities and support to infected and affected patients and their families. III. RESPONSIBILITIES AND ACCOUNTABILITIES a) Supporting communities of nine to ten villages to develop health promotion activities using Participatory Action Research (PAR) methodology. Establish the Village Mobility Working Groups (VMWG) (one per village). Facilitate community mobilization through regular interaction with Village Mobility Working Groups (VMWG) and Community Action Volunteers (CAV). Provide necessary assistance to CAV in their activities. Facilitate ad hoc capacity building activities and identify initial and refresher training needs for VMWG members and other key persons, as well as specific groups in the community, according to needs expressed by the VMWG, by liaising with APM (SM). Together with other CPA, organize monthly reflection meetings with OHW to share experiences and challenges on PAR activities in the townships. Facilitate the development of community care and support fund proposals by VMWG. Assist APMs in preparing monthly work plan and plan for special performance such as World TB day or World AIDS day activities. Document the PAR process, record and report as requested on programme process and on any findings relevant to the project. b) Assisting the recruitment and training of Outreach Health Workers (OHW) and Community Action Volunteers (CAV) in his/her project area. Facilitate the recruitment process of OHW and at least two CAV per village in his/her project area. Transfer the knowledge of PAR methodology and basic knowledge and updated information on three diseases to OHW and VMWG. Identify and train CAV in condom demonstrations and health education etc. c) Supervising the OHW in the area of diagnosis and treatment Liaise with OHW to ensure communities have continued access to diagnosis, treatment services for TB, and HIV/AIDS including hospital referrals of severely ill patients in assigned geographic locations. Supervise and support OHW in developing a network of sputum collection points, transport of sputum specimens to increase the TB cases detection in his/her project area. Ensure all sputum positive patients received anti TB drugs from township/station hospitals, TB teams and monitor DOTS completion to improve the TB treatment successful rate. Assist migrants and their family members to ensure receiving TB and HIV medications without interruption when they move away from his/her project area to reduce the TB / ART defaulter and treatment failure rate. Ensure access to the VCCT services by migrants, mobile populations, returnees and targeted communities in assigned geographic locations. Facilitate to carry out CD4 count blood tests in collaboration with OHW and APM Medical. Assist APM Medical in identifying eligible People Living with HIV (PLHIV) to provide antiretroviral therapy (ART) in his/her project area. 2
d) Supervising care and support services provided by OHW and VMWG. Ensure the receiving support (transportation and / food allowances) for hospital referrals of severe patients and diagnosis and treatment of patients with TB, and opportunistic infections in the IOM/DOH health facilities. Ensure access to Home Based Care services for PLHIV including nutritional support, psychological support and counselling. e) Facilitating the development of Self Help Groups (SHG) and SHG activities in the project areas. Encourage PLHIV to establish SHG in assigned geographic locations. Encourage SHG members to carry out regular meetings and improve/expand networks with other SHG outside the project areas. Facilitate the capacity building programmes initiated and supported by IOM and /or through other positive group networks. f) Data collection and Reporting Submit monthly activity reports (quantitative and qualitative) to data base team. Submit monthly financial report/claim which will be initially endorsed by APM (SM) and Finance Assistant. g) Monitoring and evaluation Ensure the effective monitoring and evaluation of the programme in assigned geographic locations. Monitor the achievements of OHW through reflection meetings and monitoring visits Evaluate the performance of OHW through IOM evaluation form adjusted for OHW biannually. h) Public/private relations and communication Assist the APM (SM) in organizing advocacy meetings with key persons in the Townships /Villages. Assist to conduct the bi annual VMWG cross visits (experience sharing meetings), mid term and / or annual project evaluation workshops. Develop and maintain good professional relationships with all health actors through regular informal / formal meetings in the township level. Establish and maintain regular formal and informal contacts with local administrative, religious and educational authorities as well as other implementing partners (INGO and NGO) in the township level, to explain the program and receive feedback. Uphold, explain, and defend the IOM principles, position and strategy in the population local authorities and other partners in the township level. Serve as IOM s focal point in the designated Township in liaison with the local authorities. i) Other duties as may be assigned. IV.
