The IRC has been working in Myanmar since May 2008, initially supporting emergency response and early recovery interventions for communities affected by Cyclone Nargis. Since then, IRC has responded to natural emergencies as well as conflict, such as ethnic violence, hand is engaged with communities through their recovery and rehabilitation. Over the years, IRC has broadened its portfolio to include health, water and sanitation, livelihoods, and social development programs and aims to employ a holistic approach. The IRC is committed to a long-term presence in-country with the aim of improving the well being of vulnerable populations living the hard-to-reach areas. Currently IRC works with the Ministries of Health, and of Social Welfare, Relief and Resettlement. IRC works in several states, primarily focused in the most marginalized areas of the country, including Rakhine, Chin, Kayin, Mon, Kachin, and Kayah States. IRC has broadened its portfolio to include health, water and sanitation, livelihoods, women s protection & empowerment, and social development programs, while maintaining its commitment to respond to emergencies. IRC focuses in Health program on the most marginalized areas of the country, including Rakhine, Chin, Kayah, Kachin, Shan Kayin and Mon States. To support for implementing health infrastructure of Health projects in Myanmar, need to be constructed Ministry of Health standard Health facilities infrastructures, such as Medical Waste Incinerator, Medical Waste dispose and Management systems and water supply systems and sanitation to improve water sanitation, infrastructures in Health Development Townships in Myanmar. Your Job Scope includes but not limited to: Clinic Engineer is responsible for the design, construction, Monitoring and evaluation of flood-affected Health facilities infrastructure and coordination of the Health facilities infrastructure implementation activities, in Rakhine State in Myanmar, and related project townships as focal points. S/he will work closely with the Environmental Health Coordinator in order to develop implementation and coordination and selection process of local construction contractors construction plan that will include technical strong skills related to construction methodology. This project will include conducting facilities site feasibility survey, doing detail design drawing with estimation, detail calculation of BOQ (Build of Quantity) according to the construction standard as well as MOH standard for the implementing in target project villages. In collaboration and coordination with other stakeholders for active participation of Township Medical Officer, Township Authority, Rural development dept. officials, basic health staffs and local Natural leaders from the target villages. This position will be responsible for quality assurances supervision and oversight of the infrastructure project activities, budget management, administration, and implementation of the requirements of the programs.
Responsibilities: Project Management & Development Conducting site feasible assessments survey for Health related infrastructure advocacy meeting for Township stake holders such township authorities and Township health department s officials, rural development dept. officials for doing clear understanding of infrastructure implementing in target townships. Doing detail design and calculation of BOQ, according to the MOH standards, and doing transprerency selection process of construction contractors collaboration with Township Medical Officer, Township Authority, Rural development dept. officials, basic health staffs from the target villages. Providing Engineering technical support and quality management of all Health facilities infrastructure activities of all Implementing Partners/Contractor, across all state and division in Myanmar. Ensure that all aspects of the project, Water Supply, Sanitation and Medical Waste management facilities infrastructures, are implemented according to international and IRC standards and that project activities are conducted in line with the IRC charter. Coordinate with the IRC logistics department, ensuring that all PR s are raised within standard timeframes and that all project materials are purchased and delivered to the project sites within the time frames needed. Regular and frequent travel for monitoring and evaluation of implementation Health facilities construction project sites, and doing check list for contractors according to the contract agreement qualities. Staff Management Supervise and provide technical oversight of project implementing partners or contractors using MOH standard System: Monitor and evaluate construction performance conditions, providing regular feedback and guidance through regular supervisory sessions and interaction. Provide leadership, guidance, and support to the field Health facilities construction team through regular supervision and feedback on performance. Grants Management and Reporting Responsible for in the implementation Health facilities of detailed project log frames, work plans, monitoring tools to ensure high quality project implementation throughout the project cycle. Responsible in the development project budgets, procurement and spending plans and conduct a monthly review of expenditures to ensure efficient budget management and donor/irc compliance. Ensuring effective implementation of M&E systems throughout the lifetime of the project. Manage the project budget; oversee all budget expenditures and ensure they are allowable and allocable according to IRC and donor regulations; review monthly Budget vs. Actual and expenditure sheets and collaborate with the Finance department to ensure accurate expenditures and reporting. Representation & Coordination Establish relationships with other NGOs, international organizations, government offices, and participate in relevant coordination forums/ meetings in State level. Working Environment: Remain flexible to perform other duties as required or requested by country/state senior management team.
Education Bachelor s degree in civil engineering; public health degree is a plus. Experiences At least three years of professional experience managing water and sanitation and Health facilities infrastructure construction programs, some of which with International NGOs. Competencies Ability to work well both within a team and independently, in a challenging, politically sensitive and fast-paced environment. Good understanding of humanitarian principles of humanity and neutrality. Operational knowledge of Microsoft Office software and basic GPS mapping; internet, AutoCAD design a plus. Excellent interpersonal, organizational and time management skills. Demonstrated analytical skills and report writing experience required. Strong interpersonal, intercultural and communication skills. Patience, diplomacy, flexibility, critical thinking and analytical skills.
