Overview WORKSHOP GUIDELINES This element f the Researcher Links is designed t prvide financial supprt t bring tgether a UK/partner cuntry bilateral chrt f early career researchers t take part in wrkshps fcusing n building links fr future cllabratin and enhancing the researchers career pprtunities. Each wrkshp will be crdinated by tw Leading Researchers 1, ne frm each cuntry, and will fcus either n a specific research area r n an interdisciplinary theme (fr example Sustainable Cities ). Wrkshp crdinatrs can identify up t fur additinal Leading r Established Researchers 1 (tw frm each cuntry) t be invlved in the wrkshp and act as mentrs, but the remaining participants must be researchers at an earlier stage in their career. Prpsals in any discipline/multidisciplinary area will be accepted (including frm the natural sciences, scial sciences, arts and humanities). Hwever, sme cuntries may have specified areas which will be priritised in the final selectin prcess (see Annex 1). In sme cuntries, the British Cuncil will c-fund the wrkshps with partner rganisatins (see Annex 1). All Researcher Links-funded wrkshps will have the fllwing three verarching bjectives: Cntribute t capacity building f early career researchers The prpsal shuld include a descriptin f hw the wrkshp will cntribute t the persnal and prfessinal develpment f the participants. Wrkshp crdinatrs shuld indicate hw they envisage this ccurring, including any plans fr lng-term mentring f early career researchers (either within each cuntry, r crss-natinally). Establish new research links r significantly develp existing links, with the ptential fr lnger term sustainability The aim f the wrkshp is t stimulate lnger term links between the UK and partner cuntries, as well as t cntribute t the persnal and prfessinal develpment f the participants. The wrkshp prpsal shuld include an explanatin f the mutual benefits t bth the UK and partner cuntry researchers and institutins. Crdinatrs shuld utline the specific utputs anticipated frm the wrkshp. They shuld als explre any ptential lnger term benefit that might arise, thinking abut wh might benefit and hw they might benefit and describing the actins that will be taken t ensure that ptential impact is realised. Supprt internatinal develpment-relevant research T supprt the ecnmic develpment and welfare f the partner cuntry (please nte that this is nt a requirement fr wrkshps held in Russia r Qatar). 1 Fr an indicatin f prfiles fr the different categries f participants, we suggest applicants refer t the Eurpean Cmmissin dcument Twards a Eurpean framewrk fr research careers (http://ec.eurpa.eu/euraxess/pdf/research_plicies/twards_a_eurpean_framewrk_fr_research_caree rs_final.pdf). Accrding t the categries in this dcument, we wuld suggest that crdinatrs and mentrs shuld be at R4 Leading Researcher level r R3 Established Researcher level, and early career participants at R2 Recgnized Researcher level r at the beginning f R3 level. 1
1. Wh can prpse a wrkshp? Leading Researchers and experts (see ftnte 1 n previus page) shuld apply t be wrkshp crdinatrs and prpse a theme fr the wrkshp using the nline applicatin frm. The prpsal must be a jint applicatin, with ne crdinatr based at a UK institutin and ne based in the partner cuntry. Applicatins shuld be submitted with the supprt f the hme institutins and this shuld be cnfirmed by checking a tick bx in the nline applicatin. Only if an applicatin is successful, a written cnfirmatin f this endrsement needs t be signed by the wrkshp crdinatrs hme institutins and submitted t the British Cuncil. In this rund, nly ne applicatin may be submitted per Leading Researcher, but there is n limit t the number f applicatins submitted per institutin. 2. Lcatin f the wrkshps It is expected that wrkshps will predminantly take place in the partner cuntry, i.e. utside f the UK. Currently, the fllwing cuntries are inviting prpsals fr Researcher Links wrkshps: Azerbaijan, Bangladesh, Brazil, Clmbia, Egypt, Indnesia, Kazakhstan, Malaysia, Mexic, Mrcc, Nigeria, Pakistan, Qatar, Russia, Suth Africa, Thailand, Turkey, Vietnam. If there is a cmpelling reasn fr the wrkshp t take place in the UK (fr example, fr security reasns), then this shuld be detailed in the prpsal and the British Cuncil ffice shuld be infrmed. Please nte that subsequent calls fr prpsals may invlve different partner cuntries. 3. Duratin f the wrkshps The minimum duratin f a wrkshp is 3 days and the maximum duratin is 5 days. 4. Timing f the wrkshps Wrkshps shuld take place between 1 Octber 2014 and 1 March 2015 2. 5. Wh will take part in the wrkshps? Between 15 and 20 researchers frm each cuntry can take part in each wrkshp. The wrkshp will be led by the tw crdinatrs, ne frm the UK and ne frm the partner cuntry. In additin, the crdinatrs can prpse up t tw additinal Leading/Established Researchers (see ftnte n page 1 fr a definitin) frm each cuntry t act as mentrs. The remaining and majrity f wrkshp places will be allcated t early career researchers thrugh an pen call nce the British Cuncil has ntified the applicants that their prpsal was successful. Criteria fr the selectin f early career researchers will be made available t wrkshp crdinatrs. Hwever, we wuld expect early career researchers t have been awarded their PhD nt mre than 10 years prir t the wrkshp (r t have equivalent experience), but allwances can be made fr career breaks. If a researcher des nt hld a PhD, but has research experience equivalent t a PhD hlder and wrks in a field where a PhD is nt a pre-requisite fr established research activity, they will still be cnsidered eligible. In Mexic we will expect leader researchers t have a minimum f 10 years experience in the research area f the wrkshp and yung researchers may have at least 5 years f pst-dctral experience. Als fr wrkshps with Mexican cunterparts the maximum number f participants frm each cuntry is 15. Rle f the wrkshp crdinatrs: Crdinatrs submit the nline applicatin frm alng with a budget request, determine the wrkshp theme and shape the cntent/agenda f the wrkshp. They can prpse up t fur ther Leading/Established Researchers (see ftnte n page 1) t be invlved in the wrkshp as mentrs. British Cuncil cuntry ffice and in-cuntry partners, if apprpriate will als be respnsible fr selecting early career researchers t participate in the wrkshp if the prpsal is successful. In the majrity f Researcher Links cuntries (please see Annex 1), crdinatrs will be respnsible fr all rganisatinal aspects f the wrkshp lgistics (including travel arrangements fr participants and bking f the wrkshp venue). The csts f the wrkshp rganisatin will be cvered by a Researcher Links grant. In mst cases, the grant agreement will be signed by the UK wrkshp crdinatr s hme institutin which will be respnsible fr the management f the grant (including financial reprting). Hwever, in sme cuntries this is subject t change and the final terms will be cmmunicated t successful applicants. In Mexic wrkshps may be directly funded by the British Cuncil r by CONACYT. In bth cases budgets will have t be presented in bth GBP and Mexican Pess. Wrkshps funded by CONACYT will be subject t their terms and cnditins, grants will be disbursed t the Mexican institutins and deadlines fr the wrkshps may extend if CONACYT cnsiders it apprpriate. In the remaining Researcher Links cuntries, the relevant British Cuncil cuntry ffice will rganise the wrkshps n behalf f the crdinatrs. Please see Annex 1 fr infrmatin n which cuntries this applies t. Hwever, respnsibility fr the preparatin f the prpsal (including the budget request), the wrkshp cntent and the selectin f early career participants will still lie with the wrkshp crdinatrs. Rle f the Mentrs: Established Researchers can give keynte lectures but shuld als act as mentrs t the early career researchers during the wrkshp, sharing their experience and knwledge. Ideally, they wuld als remain in cntact with the early career researchers after the wrkshp has finished, in rder t share netwrks and cntacts. 6. Language Wrkshps will be held in English. Althugh it is expected that all participants will have a sufficient standard f English t engage fully in discussin, cnsideratin shuld be given t nn-native speakers and allwances made where necessary t ensure equal pprtunity f participatin. 7. Thematic fcus f the wrkshps Wrkshps may be specific t a particular field f research r interdisciplinary in nature. Any relevant field f research can be cvered, except where partner cuntries have indicated specific pririty areas (as specified in Annex 1). In additin, a fcus n research themes with relevance (direct r indirect) t internatinal develpment challenges is required fr prpsals frm the fllwing cuntries 3 : Azerbaijan, Bangladesh, Brazil, Clmbia, Egypt, Indnesia, Kazakhstan, Malaysia, Mexic, Mrcc, Nigeria, Pakistan, Suth Africa, Thailand, Turkey and Vietnam. Fr the purpse f this call fr prpsals, we define research with direct internatinal develpment relevance as research (applied r fundamental) that has the ptential t cntribute t the ecnmic develpment and welfare f a cuntry, and that falls int ne r mre f the fllwing challenge areas: Agriculture (e.g. irrigatin, crp yields) Climate and Envirnment (e.g. climate change, green technlgy, sustainable develpment, ecsystem services, resurce scarcity) Energy Educatin Ecnmic grwth (e.g. equitable grwth, financial sectr develpment, private sectr 3 The remainder f sectin 7 des nt apply t prpsals frm Russia and Qatar. 3
develpment) Health (e.g. HIV/AIDS, child mrtality, maternal health) Water and Sanitatin Fd and Nutritin (including fd security) Demgraphic change / migratin / urbanisatin Infrastructure (including civil engineering, infrmatin and cmmunicatin technlgies) Humanitarian Disasters and Emergencies Gvernance, sciety and cnflict (e.g. transparency, accuntability, effective institutins, land and natural resurce rights, pverty alleviatin, scial develpment, structural inequalities, peace building, civil sciety) Develpment-relevant data cllectin, quality and access (including administrative data and macrecnmic statistics). We recgnise that the abve list is nt exhaustive and that sme wrkshp prpsals may fcus n research themes that are nt listed here r that have nly indirect relevance t internatinal develpment (fr example, up-skilling partner cuntry researchers in an area which culd cntribute t jbs creatin in the partner cuntry, such as archaelgy and cultural heritage in Egypt). Shuld this be the case, a strng argument needs be made in the prpsal fr hw the wrkshp will cntribute t the building f human capacity in-cuntry. Please nte that f prpsals frm the 16 cuntries listed abve (i.e. all Researcher Links cuntries with the exceptin f Qatar and Russia), nly thse which have articulated clear relevance (direct r indirect) t internatinal develpment will be cnsidered fr funding. 8. Cntent f the wrkshp Wrkshp crdinatrs will be expected t lead n develping the research cntent f the wrkshps. Hwever, as wrkshps are intended t be a career develpment pprtunity with a fcus n prmting internatinal cllabratin, there will be an expectatin that the wrkshps fllw set guidelines t facilitate this. The fllwing is a brief verview f the wrkshps guidelines, mre detailed guidance will be prvided t successful applicants: Sessins shuld be designed t be as interactive as pssible, and participants encuraged fr sharing knwledge, experience and ideas. Wrkshp crdinatrs and mentrs shuld share their expertise. A prfessinal facilitatr may be used during the wrkshp if it is felt that this wuld supprt ptimal interactin. Suggested sessins: Frmal keynte lectures by the wrkshp crdinatrs and mentrs. These shuld take up n mre than a half-day in ttal (ideally spread ver the wrkshp). Research sessins where the early career researchers are able t share their current research. This culd be in pster frmat r ral presentatins. Netwrking sessins where researchers are able t interact and explre pprtunities fr cllabratin (e.g. speed-netwrking sessins) Overview f the research base and funding pprtunities: a brief intrductin t the research base in the UK and partner cuntry hw research is funded, size, strengths, internatinal cllabrative activity, links with industry. The British Cuncil and natinal partners (if applicable) will prvide summary slides n funding surces which can be supplemented by the wrkshp crdinatrs if required. Career develpment pprtunities in the UK and partner cuntry. This culd be an infrmal discussin amngst the researchers r a mre structured lk at career develpment. 4
Hw t frm internatinal cllabratins (intercultural skills, challenges, pprtunities, best practice etc.). The British Cuncil can prvide materials fr this sessin. Interactins with industry are imprtant and required if the thematic f the wrkshp prpsed is relevant t technlgy transfer aspects. Optinal cntent within wrkshps (where apprpriate these sessins wuld be welcmed but applicatins will nt be disadvantaged if they d nt include them): Depending n the research field r theme f the wrkshp, crdinatrs may wish t include a sessin which invites industry r ther nn-academic partners t talk abut crss-sectral cllabratin. Public engagement activity Extra-curricular netwrking activities Visit t a relevant research facility. 9. Recruitment f participants Fllwing the selectin prcess, successful wrkshp crdinatrs will be respnsible fr recruiting participants t the wrkshps. Participants must be based in the UK r in the hst cuntry; if crdinatrs wish t bring in participants frm a third cuntry this must be discussed first with the British Cuncil, but the travel csts f the third cuntry researcher may nt be cvered under the budget. Early career researchers recruited t participate in the wrkshp must have a PhD r equivalent research experience. N mre than a third f early career researchers frm each cuntry may be recruited frm within the institutins f the crdinatrs and mentrs. There must be an pen call fr participants which must be disseminated thrugh varius defined channels 4 (British Cuncil will supprt the disseminatin) and crdinatrs are encuraged t identify and emply additinal avenues f cmmunicatin s that wrkshps are advertised as widely as pssible. The selectin f early career researchers t participate in the wrkshp will be undertaken by the crdinatrs and must be fair and transparent. The British Cuncil will prvide a template applicatin frm fr participants whm crdinatrs can adapt as apprpriate, and British Cuncil in-cuntry teams will be available t ffer advice and versight where necessary. Once recruitment is cmpleted, wrkshp crdinatrs must submit the list f participants t the British Cuncil and CONACYT fr apprval. Partner cuntry participants will need t have a sufficient standard f English t participate in the wrkshps. Equal pprtunities and diversity are at the heart f the British Cuncil s cultural relatins ambitins. While recgnising that sme research fields are dminated by ne particular gender, crdinatrs are encuraged t wrk twards as equal a gender balance as is pssible, prmte diversity, and ensure that n applicants are excluded frm participatin n the basis f ethnicity, gender, religius belief, sexual rientatin r disability. 10. Funding ffered under the Researcher Links prgramme is intended as a cntributin twards the csts f the wrkshps. Wrkshp crdinatrs are expected t add a cntributin in-kind twards the verall cst f the wrkshp by dedicating their time t the planning and delivery f the wrkshps. Staff csts and hnraria cannt be cvered by the Researcher Links grants. Only a small lump sum cntributin f 2,000 can be requested t cver administrative csts (please see Annex 4). The grant cntributin given t supprt the rganisatin f the Researcher Links wrkshps is calculated using a flat rate cntributin (please see Annex 4). The flat rate is designed t make funding easier t manage. Wrkshp crdinatrs will be able t use sme underspend under ne budget categry t cver the csts under a different categry (e.g. any underspend n the budget t cver the travel f UK-based researchers can be used t cver ther general rganisatinal csts). The maximum number f participants per wrkshp is 40 (including crdinatrs, mentrs and early career researchers). A minimum f 15 early career researchers frm the UK and 15 early career researchers frm the partner cuntry shuld attend the wrkshp. This shuld be reflected in the budget request. The grant budget is calculated using 5 budget categries: Internatinal travel, Dmestic travel, Subsistence, Event rate and Additinal csts. Internatinal travel This budget categry cvers travel csts fr internatinal wrkshp participants travelling t the cuntry where the wrkshp takes place. The internatinal travel grant cntributin is calculated using unit csts crrespnding t 1 wrkshp participant and it is based n the travel rate stated fr the cuntry where the wrkshp takes place. This als cvers the csts fr lcal transprt n the day f travel internatinal participants, visa csts and travel insurance 5. Wrkshp crdinatrs and wrkshp participants shuld take ut adequate insurance as the British Cuncil cannt take respnsibility fr any prblems which may ccur when the participants are in-cuntry. Internatinal (ecnmy return) airfares shuld be bked by the wrkshp crdinatrs as far in advance as pssible t minimise csts. Dmestic travel This budget categry cvers travel csts fr lcal wrkshp participants based in the cuntries 5 Please nte that all lcal travel during the wrkshp fr internatinal and dmestic participants shuld be cvered using the subsistence budget. 6
where the wrkshp takes place. Partner cuntry participants might nt be based in the lcatin where the wrkshp takes place, and this budget categry will cver the csts f their dmestic travel. The dmestic travel cntributin is calculated using unit csts crrespnding t 1 wrkshp participant and is specific t the cuntry where the wrkshp takes place. Subsistence This budget categry cvers the csts fr accmmdatin, medical insurance and daily expenses such as phne and lcal transprts. Hwever, wrkshp crdinatrs might als want t use part f the subsistence budget t cver sme netwrking r scial activities. Subsistence is calculated using unit csts fr each wrkshp participant and is specific t the cuntry where the wrkshp takes place. Event rate This budget categry cvers the csts fr the venue hire and meals. The event rate grant cntributin is calculated using unit csts crrespnding t 1 wrkshp participant and is specific t the cuntry where the wrkshp takes place. Cntributin fr additinal csts Wrkshp crdinatrs can request a lump sum f 200 t cver additinal csts nt already cvered, e.g. prjectr, flip charts and ther materials needed fr the rganisatin f the wrkshps (including netwrking and scial activities). Administrative csts Wrkshp crdinatrs can request a lump sum f 2,000 t cver administrative csts such as telephne bills, printing csts and statinery. Payment f the grant If the wrkshp is supprted by the British Cuncil, payment f the grants fr the grant cntributin t Researcher Links wrkshps will be prcessed in 2 instalments: pre-financing payment, and pst-wrkshp payment r recvery f the balance. If the wrkshp is supprted by CONACYT the disbursement will be made in ne instalment and will be subject t the terms and cnditins f the Mexican agency. Pre-financing A pre-financing payment equivalent t 90% f the apprved budget request will be transferred within 30 days f the grant agreement having been signed by the wrkshp crdinatrs hme institutin. This nly will apply t wrkshps funded directly by the British Cuncil. Pst-wrkshp payment r recvery f the balance The amunt f the final payment t be made t the wrkshp crdinatr will be established n the basis f a final reprt t be submitted within 30 days after the wrkshp. If the wrkshp has nt been delivered as planned, r if fewer participants attended than riginally envisaged, resulting in a reductin in csts, the final payment may be withheld and if necessary a prprtin f the grant recvered. If the wrkshp is supprted by CONACYT and there is a reductin f the final csts resulting in spare funds available, the remaining mney will have t be returned t the Mexican agency under their terms and cnditins. Reprting Wrkshp crdinatrs are requested t submit a final reprt within 30 days after the wrkshp. The final reprt template will be sent t successful applicants and will include a financial and a 7
narrative part alng with a sectin requesting infrmatin n the wrkshp participants. As the Researcher Links grant fr wrkshps is calculated using flat rates, wrkshp crdinatrs will nt need t submit detailed receipts fr each expenditure but nly prf that the activities tk place (e.g. barding cards, invice fr the venue hire indicating the number f days fr which the venue has been hired and prf f dmestic travels fr the lcal participants details n the exact requirements will be prvided t successful applicants). If there is insufficient evidence in the final reprt that the wrkshp tk place as prpsed in the applicatin, then additinal infrmatin may be requested prir t the final balance payment. In Mexic wrkshps directly funded by CONACYT will be subject t their terms and reference 11. Applicatin prcess Applicants must submit a cmpleted nline applicatin frm. This can be fund n the British Cuncil Researcher Links webpage (www.britishcuncil.rg/sciety/science/fundingpprtunities/researcher-links-wrkshps-call). This applicatin frm must be cmpleted nline email submissins will nt be accepted. The nline frm allws applicants t enter infrmatin and save it fr a later date until final submissin. There are strict character limits fr each sectin which cannt be exceeded. Any prblems with the nline submissin system shuld be reprted t the fllwing email address: UK-ResearcherLinks@britishcuncil.rg. Prir t submissin, applicants must btain permissin t submit the applicatin n behalf f their institutins. Fr cuntries where wrkshps are nt rganised by the British Cuncil, applicants must als slicit frm ne f the tw crdinatrs institutins (usually the UK institutin but in sme cases the partner cuntry institutin) their willingness t receive the funds and t sign a grant agreement with the British Cuncil and / r CONACYT. Befre the cmpleted nline applicatin frm can be submitted t the system, applicants will be asked t cnfirm the abve by checking a tick bx. Once the nline applicatin is submitted, applicants will receive a cnfirmatin email cntaining the applicatin ID number. This reference number shuld be used in all cmmunicatins with the British Cuncil. Applicants wh have nt received an autmated email cnfirmatin shuld cntact the British Cuncil at UK-ResearcherLinks@britishcuncil.rg. 12. Applicatin assessment and ntificatin f results After the deadline fr submissin f applicatins the British Cuncil will send acknwledgment f receipt by email. Applicatins will then be assessed against the eligibility and quality criteria (Annex 2 and 3). Applicants whse applicatin is rejected at the eligibility stage will have 1 week t appeal against the decisin. Successful applicants will be ntified apprximately 10 weeks after the call deadline. Please take this int cnsideratin when planning yur wrkshp. 13. Selectin Prcess There will be a tw-step selectin prcess, with initial scring f prpsals taking place in the UK fllwed by further selectin in partner cuntries. The UK scre will infrm the final selectin decisin made in-cuntry in cllabratin with natinal stakehlders and partner funding rganisatins. Eligible wrkshp prpsals will be assessed in the UK by ne f five Selectin Panels: Arts and Humanities Bilgical and Medical Sciences Engineering, Physical and Space Sciences Envirnment, Agriculture and Fd Sciences 8
Scial Sciences Wrkshp crdinatrs shuld indicate in their nline applicatin frm which Selectin Panel their prpsal shuld be assessed by, and the subject(s) their research cvers. Up t 3 subject areas can be selected in pririty rder, but the applicant shuld select nly ne Selectin Panel. Wrkshp prpsals will be assessed in the UK against the criteria stated in Annex 3. The ratings f the applicatin against the quality criteria result in a ttal scre between 0 and 60. Applicatins will be assessed by tw reviewers and the final scre will be the average f the tw individual scres. Applicatins scring less than 25 pints will be cnsidered nt fundable. Hwever, please nte that achieving an average scre f 25 r abve des nt imply that the prpsal will be funded. Natinal and partner research pririties will be cnsidered in the final decisin in additin t the general assessment criteria under this prgramme. Please see Annex 1 fr pririty areas by cuntry. As detailed in sectin 7 f this guideline, nly prpsals which have clearly articulated relevance (direct r indirect) t internatinal develpment will be cnsidered fr funding. Please nte that this des nt apply t prpsals frm Qatar r Russia. The final funding recmmendatin by the Selectin Panel will be based n the utcme f the panel discussin n the day, taking int cnsideratin the average scre and the develpment relevance f individual prpsals. 14. Call deadline The submissin deadline is 23:59 BST n the 9 th f June 2014. Prpsals submitted after the deadline will nt be cnsidered fr funding. 15. Data prtectin As part f the nline applicatin frm, the British Cuncil will ask applicants permissin t: Use the infrmatin prvided in the applicatin fr prcessing the applicatin, making any cnsequential award, fr the award payment, mnitring, maintenance and review f the award. In sme cases infrmatin will be shared with natinal prgramme partners fr the purpse f selectin and mnitring f the award.
