PORTO ALEGRE MUNICIPALITY MUNICIPAL SECRETARIAT OF CULTURE 1st DEMOCRACINE Porto Alegre International Film Festival BY-LAWS CHAPTER I ORGANIZATION Article 1: 1st DEMOCRACINE - Porto Alegre International Film Festival is an event to disseminate audiovisual productions related to participatory democracy and the deepening of citizenship, promoted by Porto Alegre Municipality (PMPA) and the International Observatory of Participatory Democracy (OIDP) in partnership with the Center of Social Studies at the University of Coimbra, which aims to promote democratic actions of diverse social actors. The first edition of Democracine will be held in the City of Porto Alegre, from the 13 th to 16 th of June, 2012, and it will be organized and coordinated by an Executive Committee to be identified and appointed by the Mayor of the City of Porto Alegre. First Paragraph: 1st Democracine Porto Alegre International Film Festival is designed from a OIDP Working Group proposal The image as a communicative and participatory tool, which was coordinated by Giovanni Allegretti, Professor at the Centre for Social Studies at the University of Coimbra. Since its genesis in 2008, this Working Group has been encouraging reflection upon the role of images, audiovisual-generated interactions, and the vindication of rights and citizenship, either through public management actions or social movements, NGOs and similar organizations; in 2008, within the 8th OIDP Conference held in La Paz (Bolívia), the idea of a Film Festival was debated and approved as a way to stimulate and distribute these productions and to build a space for meetings and acknowledgement of questions related to civil society, cultural industries and public administrations. Democracine is the result of this proposal. Second Paragraph: 1st Democracine Porto Alegre International Film Festival is an event designed to promote audiovisual work related to 6 basic thematic axes: a) Insurgent Citizenships and collective action in everyday practice of democracy; b) Election Processes; c) Revolutions; d) Democracy and work;

e) The environment as a battle field for democracy; f) Memoirs of fights, great fighters and unsung heroes. Third Paragraph: 1st Democracine Porto Alegre International Film Festival will have its program organized as a competitive selection for short and medium-length films, and an informative non-competitive selection of short, medium-length and feature (long-length) films. Fourth Paragraph: 1st Democracine Porto Alegre International Film Festival will observe the Federal Law 8666/93. CHAPTER II EXECUTIVE COMMITTEE Article 2: The Executive Committee of 1st Democracine Porto Alegre International Film Festival will be appointed by an Ordinance of the Municipal Mayor to be published at DOPA which will select the Executive Committee President and a Program Trusteeship that will be in charge of the selection and the program to be included in the event. CHAPTER III FILMS Article 3: There can only be shown in the competitive selection of 1st Democracine Porto Alegre International Film Festival films completed since December 31 st, 2009. The non-competitive selection has no restriction regarding the dates of production. Article 4: Once the films are confirmed in the competitive selection of the 1st Democracine Porto Alegre International Film Festival, the selected films make the commitment to ensure the presence of at least one member of their team during the event. The persons appointed will have their expenses regarding airplane tickets, accommodation and meals covered by the Porto Alegre International Film Festival organization. CHAPTER IV COMPETITIVE SELECTION Article 5: Twenty-five (25) short and medium-length films, completed since December 31 st, 2009, will be selected for the competitive program. The short films may be up to 20 minutes in length. The medium-length films must be between 20 to 50 minutes, including the credits.

First Paragraph: When a film is in another language (not Portuguese), it must have subtitles in Portuguese or the producer must send a Word file with the dialogue in English so the organization can have the subtitling done. Second Paragraph: The short and medium-length films of the competitive program will be digital copies, DVD support. The films for the non-competitive program, if there are copies available, can also be exhibited in 35mm. Third Paragraph: The copies of the selected films must be kept at the address specified in Article 17 until twenty (20) days after the release of results. Fourth Paragraph: The films selected for the competitive program will compete for awards provided in Article 24. CHAPTER V INFORMATIVE PROGRAM Article 6: 1st Democracine Porto Alegre International Film Festival will promote an informative non-competitive program of short, medium-length, and long-length (feature) fiction and documentary films, both Brazilian and foreign. Single Paragraph: The Informative Program aims to exhibit relevant films which debate the Festival themes, regardless of date or format, or if it is a national or international production, taking into account their historical, social and aesthetics value. Article 7: The informative Program will be selected by one or more invited trustees from among registered films that were not selected for the Competitive Program or films especially invited to be part of the program due to their thematic and aesthetics value. Single Paragraph: The Informative Section of the 1st Democracine Porto Alegre International Film Festival is a non-competitive program. The selected films will not be part of the awards referred to in Article 24 of the present document. CHAPTER VI REGISTRATION Article 8: Registration and the shipping of the film copies that will compete for selection at the 1st Democracine Porto Alegre International Film Festival will be done as follows: I On-line registration forms will be filled and submitted between January 16 th and March 20 th, 2012, through the website: www.democracine.com.br II Two (2) DVD copies of each film must be provided for the selection and must be delivered or shipped together with the material requested in Article 9.

III Democracine will not be responsible for mailing expenses. IV Fiction, documentaries, animation and experimental films will be accepted regardless of date of release or format. Nevertheless, the exhibitions will only occur with DVD-supported copies. V Only DVD copies in high definition and in working order will be accepted. Files such as Quicktime (.mov) and/or Microsoft (.avi) will not be accepted. VI The films sent must be labeled with the title, duration and contact information (including name of the person in charge, address, telephone number and e-mail address). VII The registered films must have subtitles in Portuguese, English, Spanish or French. VIII The registration at Democracine will automatically authorize the use of the images and excerpts up to 3 (three) minutes for promotion purposes, including media like Internet and TV. Single Paragraph: Each registered film must send two identical DVD copies. These copies will be used for the work of the selection committee only. Article 9: For registration purposes, the copies must be accompanied by the following materials: I Registration form completed and printed (available at www.democracine.com.br). II From 3 (three) to 5 (five) original photos in digital files (CD with TIFF or JPEG files) with minimum resolution of 300 DPI, subtitles indicating the actors and technical staff portrayed. If there is a still photograph, the name of the photographer must be indicated. Article 10: The DVDs received for registration will not be returned and will remain as part of the Democracine collection, available for consulting and research. Article 11: Productions licensed as creative commons copyright will be accepted. The copyright is not mandatory to submit the materials, although if it is not registered, the person must complete and sign the form work non-registered neither protected under copyright. Article 12: Documentaries and films with which distribution is in the hands of commercial distributors and producers can be part of the Festival only if their form of assignment of rights to display includes the signatures of the author(s) of the Works or their legal representatives (model available at www.democracine.com.br). This declaration must be accompanied by a copy of an official document from the right s holder (passport or ID officially recognized).

Article 13: The presentation of materials before Democracine implies acceptance of its terms and By-Laws. Article 14: Each participant can present more than one work to the Selection Committee. Nevertheless, the official selection will have just one work per author. It is not mandatory for the work to be exclusive or unpublished; it can even have received awards in other Festivals. Article 15: The written documentation must be presented in Portuguese, Spanish, English or French. CHAPTER VII SELECTED FILMS Article 16: 1st Democracine Porto Alegre International Film Festival will publish the list of chosen films to be exhibited at both its competitive and informative programs on April 16th, 2012, in the Porto Alegre Municipality Official Journal and, at least, in another newspaper of massive circulation. First Paragraph: The selected films must send the final copy to be exhibited in the Festival within 10 days after the results are published. Second Paragraph: If desired, the filmmaker can send promotional material, including the film s posters and press material, among other items. The promotional material will not be returned and will remain part of Democracine s collection. CHAPTER VIII MATERIALS, FILMS AND DOCUMENTS DISPATCH Article 17: The copies for selection and the copies for exhibition, promotion and press material must be sent to the following address:

The foreign films should be sent through services such as FedEx, DHL or other courier services. Registrations will be accepted if posted at the latest March 30 th, 2012. The organizers will not be responsible for taking on site films sent through regular order (EN). Article 18: The organizers take no responsibility in case of loss or deterioration of the materials sent. CHAPTER IX SELECTION COMMITTEE Article 19: The selection of the films for the Competitive Program will be done by a committee of experts on audiovisual arts and/or on participatory democracy who are not connected in any way to the films submitted. This committee has the freedom to define its own evaluation criteria, linked to the profile and guidelines previously established by the Democracine Executive Committee. Single Paragraph: The members of the selection committee will not receive any fees. Article 20: The selection of films for the Informative Program will be done by a guest trustee, and will also count on collaboration with other experts. CHAPTER X JURY Article 21: The Jury will have international members and it will have a maximum of five members. First Paragraph: The Jury will take into account criteria such as format and theme, originality, technical quality, and artistic quality of the films in competition. Second Paragraph: The members of Jury will not receive any fees.

CHAPTER XI AWARDS Article 22: The Jury will choose the winners according to its evaluation criteria and its decisions are irrevocable. Article 23: The awards and trophies for short and medium-length films will be delivered on the closing night of the Festival. Article 24: The Jury of the 1st Democracine Porto Alegre International Film Festival shall assign the following prize to the competing films: I Democracine Award First Paragraph: In addition to the award, Special Mentions may be granted by the Jury. Second Paragraph: The People s Choice award will occur through a voting process with ballots during the films exhibition. The winner will be granted the Democracine People s Award. Third Paragraph: The winners of both Official Jury and People s Choice Awards will receive a trophy, but no prize money. Article 25 : The Executive Committee may grant parallel awards offered by independent organizations or film critic groups. CHAPTER XII GENERAL PROVISIONS Article 26: The Executive Committee has the autonomy to extend or not the application deadline in accordance with the need of the event, as well as to authorize or not the receipt of films after the deadline. If extended, this information must be published in DOPA and in the same major newspaper in which the By-Laws were originally published. Article 27: In the case of rejected applications, there will be a 5 (five) working days period in which to appeal, which will begin from the first working day after the publication in DOPA and in another major newspaper. Article 28: The Selection and Award Committees are sovereign in their decisions and no appeals will be accepted in reference to the merits of their judgment. Article 29: The Executive Committee reserves the right to disclose all of the films selected for both Competitive and Informative Programs within fifteen (15) days before the Festival begins in DOPA and at least one newspaper of major circulation.

Article 30: No film selected or invited to the 1st Democracine Porto Alegre International Film Festival may be withdrawn after announcement of the Schedule except by decision of the Executive Committee. Article 31: Any omissions in these Regulations shall be resolved by the Executive Committee of the 1st Democracine International Film Festival of Porto Alegre. Article 32: The City of Porto Alegre is responsible for the costs of participation in the 1 st Democracine - International Film Festival of Porto Alegre which will run for the budget allocation nº 1003.2572.339031 and/or nº 1003.2572.339039.
