1 SUBMISSION REGULATIONS 49th edition October 7-16th, 2016 a) To submit a film to the Festival and simplify its viewing by the Program Committee, it is important to follow the instructions below: -Submit the short or feature length film via the platform -Short films must be submitted as: Live action short film, animated short film or Brigadoon section (short film). It must only be submitted in one of the three categories. -Feature length films must be submitted as: Feature length film or Brigadoon section (feature length). It must only be submitted in one of the two categories. -DVD/Blu-Ray or viewing links will not be accepted. b) The Festival will charge a submission fee*: SHORT FILMS- 10 euros FEATURE LENGTH FILMS- 45 euros *This fee does not include any submission taxes that Festhome might apply. Payment will be carried out at the time that submission is done via the platform c) The submission deadline is: SHORT FILMS- 31st July FEATURE FILMS- 31st July d) In the event that it is selected, the Program Committee will designate the section to include the feature length and/ or short film. e) The Festival will only contact the producers/distributors of the selected films, who will receive an additional form to be able to formalize their participation in the Festival. This first communication may take place up until mid September (lineup deadline). Notes to keep in mind for submitting SHORT FILMS to the Festival The Program Committee will only take into consideration short films satisfying the following conditions: All short films must be fantastic genre with a 2015/2016 production date. The maximum runtime for short films, in all sections, will be 30 minutes. The short films may be included in the following sections: Official Fantàstic Section Shorts previously unreleased in Spain. The winning short in this section will automatically be taken into consideration by the Hollywood Academy Awards selection committee. Noves Visions One / Plus Section Shorts previously unreleased in Spain. Pieces with an experimental or avant-garde orientation. Anima t Section Animation shorts previously unreleased in Catalonia. The winning short in this section will automatically be taken into consideration by the Hollywood Academy Awards selection committee. Nova Autoria Section Short films by Catalan film school students. Directly contact the Barcelona SGAE office through your film school. Please do not send materials to the Festival or to the platform. Brigadoon Section Independently produced shorts. Not necessarily previously unreleased in Spain. However, pieces that have been shown on Internet will not be taken into consideration. Please read the Festival s complete rules and regulations (see below). The Festival is acknowledged by The International Federation of Film Producers Associations (FIAPF).
2 2016 RULES & REGULATIONS I)The Sitges - International Fantastic Film Festival of Catalonia is a specialized, competitive fantastic genre festival in accordance with the regulations established by the FIAPF (International Federation of Film Producers Associations). The Festival has also been declared a Qualified Festival by the Academy of Motion Picture Arts and Sciences in the United States. This means that those shorts winning the awards for Best Short Film in the Official Fantàstic Selection and Best Short Film in the Anima t section will automatically be taken into consideration by the Hollywood Academy Awards selection committee. II) The Festival consists of the following sections: - Official Fantàstic In Competition / Out-of-Competition / Special Screenings - Òrbita - Noves Visions One / Plus - Panorama Fantàstic / Documenta - Anima t - Seven Chances - Midnight X-Treme - Brigadoon - Sitges Classics - Serial Sitges II.1. Official Fantàstic Section In Competition Feature length films of all nationalities, previously unreleased in Spain and produced in 2015/2016. Fantasythemed, interpreting this concept in a wide sense, while bearing in mind at all times that quality and the creation of tendencies are a priority. An international jury, named by the Festival s management, will present the following awards: -Best Feature Film -Best Director -Best Actor -Best Actress -Best Screenplay -Best Fantastic Genre Short Film (this short will automatically be taken into consideration by the Hollywood Academy Awards selection committee). If considered convenient, the jury will reserve the possibility of awarding up to a maximum of three special mentions. By popular vote, the audience will decide on the Grand Audience Award for best fantastic genre feature film. The José Luis Guarner Critics Award will be presented by the Associació Catalana de Crítics i Escriptors Cinematogràfics (Catalan Association of Film Critics and Writers) to the best feature film included in the Official Fantastic In Competition Section. This organization will also present the Citizen Kane Award for the Best New Director for which all filmmakers presenting their debut film in the Festival s Official Fantàstic Section are eligible. In addition, the Carnet Jove jury, made up of young men and women between the ages of 18 and 30, will present the Carnet Jove Award for best fantasy genre feature film. This section includes a section for short films produced in 2015/2016, with a maximum runtime of 30 minutes and previously unreleased in Spain. Out-of-Competition Feature length films of all nationalities, previously unreleased in Spain and produced in 2015/2016. Primarily fantasy-themed and which, for different reasons, are not included in Official Fantàstic In Competition. Shorts can be included here that haven t been selected for official competition, due to the regulations or to assessment reasons, but that are considered to be interesting for the Festival s lineup. On an exceptional basis, the Festival reserves the right to program films previously screened out of official competition at another Spanish Film festival Special Screenings Films programmed as a tribute, for their suitability or other justified reasons, which don t necessarily have to be a premiere in Spain.
3 II.2 Òrbita Section Feature length films of all nationalities, previously unreleased in Spain and produced in 2015/2016. Genres closely related to fantasy like thrillers, action movies, adventure or black comedy. A jury formed by the audience will present the award for best feature film. II.3. Noves Visions One / Plus Section Films of all nationalities, previously unreleased in Spain and produced in 2015/2016. Fantasy-themed, with a commitment to experimentation, new languages and formats and generic hybridization. The selection committee will decide whether to include the different selected films in the One category, dedicated to fiction, or in Plus, revolving around non-fiction or low cost proposals with strictly experimental content. An international jury will present the award for Best feature film, Best Director and up to three special mentions. These awards will be cross-sectional within this section. On an exceptional basis, the Festival reserves the right to program films previously screened out of official competition at another Spanish Film festival. This section contains a category for short films by Catalan film school students, grouped together under the name Nova Autoria (based on a pre-selection performed by the participating schools). The selected shorts, in collaboration with the SGAE, compete for the following awards: best screenplay, best director and best music. II.4. Panorama Fantàstic Section Films of all nationalities, previously unreleased in Spain and produced in 2015/2016. Fantasy and horror themes with an independent inclination. On an exceptional basis, the Festival reserves the right to program films previously screened out of official competition at another Spanish Film festival. This section will have a subdivision dedicated to non-fiction revolving around genre and its creators under the title Panorama Documenta. By popular vote, the audience will present an award to the best fictional feature film and Panorama Documenta award to the Best Documentary in this section. II.5. Anima t Section Includes animated feature films produced in 2015/2016, previously unreleased in Spain. This section includes a category for short films produced in 2015/2016 with a maximum runtime of 30 minutes. The selected shorts must be previously unreleased in Catalonia. The Selection Committee reserves the possibility of selecting advertising, promo or music video pieces that it considers to have sufficient artistic and cinematic value as short films, as long as they are thematically related to the Festival s area of specialization. An international jury will present awards for: best animated short film (this short will automatically be taken into consideration by the Hollywood Academy Awards selection committee) and best animated feature film. II.6. Seven Chances Section Seven feature films, related to the Festival s thematic specialty, selected in collaboration with the Associació Catalana de Crítics i Escriptors Cinematogràfics (Catalan Association of Film Critics and Writers). They must all be previously unreleased in Catalonia and have no commercial distribution in Spain at the time of their selection. II.7. Midnight X-treme Section A selection of the best independent horror movies. The films in this section are eligible for the Midnight X-treme Award, presented by the Carnet Jove Jury. This competition is limited to films produced in 2015/2016 and previously unreleased in Spain. II.8. Brigadoon Section A selection of fantastic and horror themed feature length films and documentaries, made up of premieres, retrospectives, tributes and/or cult movies. A jury will present the Paul Naschy Brigadoon Award for the best fantastic genre short film. II. 9. Sitges Classics Section Encompasses the Festival s retrospective, particular tributes, anniversaries and collaborations. II.10. Serial Sitges A selection of genre TV series, TV movies, web series and other similar formats.
4 III) CROSS-SECTIONAL AWARDS/LABELS III. 1. Focus Àsia Award All films produced by Asian production companies included in any of the Festival s sections, as long as their subject matter falls within the context of the popular genres (thriller, action, fantastic), are eligible for this award. Animation is excluded. All films must be previously unreleased in Spain. The Festival s Selection Committee reserves the right to assess these criteria. III.2. Méliès d Argent Award Awards presented to the best European fantastic genre feature film and short film included in any of the Festival s sections and according to the Selection Committee s nomination. The winning feature film and short film will be eligible to win the Méliès d Or Awards, organized by the EFFFF (European Fantastic Film Festivals Federation). III.3. Blood Window Award All films produced by Latin American production companies included in any of the Festival s sections, as long as their subject matter falls within the context of the fantastic genre, are eligible for this award. The Festival s Selection Committee reserves the right to assess these criteria. III.4. Sitges Family Label Encompasses all films for children and young people, intended to be seen with family, included in the Festival. III.5. Catalan Focus Label Encompasses all Catalan productions included in the Festival. IV) PROCEDURE IV.1. The production company or distributor of the selected films will receive the entry form and a proposal from Management regarding section, day and time of screening for their approval. The production company or distributor will then commit to filling in and sending the entry form back to the Festival at least 40 days before the start of the Festival. In the event that the Festival has to share the print with other festivals, it must be specified on the entry form, indicating the print s availability during our Festival s dates. IV.2. The company loaning the film must provide the Festival with high quality advertising material: stills, posters, press-books, trailers, etc., so the Festival can promote the film adequately. The Festival reserves the right to not return this material. IV.3. In the event that it is necessary to subtitle the film, the company lending it must also provide the appropriate material: download link, DVD or Blu-ray and dialogue and/or subtitle list. The Festival will not return this material, which will be destroyed following the Festival. If the film has distribution in Spain, the distribution company must provide the Festival with a screening print in O.V. with subtitles IV.4. The screening formats for the selected films will be: Feature length films included in the Official Fantàstic, Òrbita, Noves Visions One / Plus, Panorama Fantàstic / Documenta, Anima t, Seven Chances, Midnight X-Treme and Sitges Clàssics sections: -35 mm -DCP (DCI compliant). In the event that they are encrypted, the Festival will not cover the charges derived from generating the DKDMs or KDMs. -HDCam (except SR) -Betacam (digital and SP) Short films included in the Official Fantàstic, Anima t, Noves Visions One / Plus and Nova Autoria sections: -Non-encrypted DCP -HD quality digital file (.mov) Feature length and short films included in the Brigadoon section: -HD quality digital file (.mov) -Blu-Ray
5 IV.5. The Festival will cover shipping expenses generated by the shipping of prints to be screened, except in the event that the print needs to be sent to another Festival. In this case, the other Festival will pay for shipping costs from our address to theirs. IV.6. The Festival is committed to returning the print as soon as possible, not more than 20 days after the end of the Festival. IV.7. In the event that the print gets damaged as a consequence of its screening at the Festival, the owner must inform the Festival within one month s time, starting from the date the print was returned. The Festival s responsibility will not exceed the cost specified on the entry form by the company lending the film. IV.8. The Festival organization will decide each film s screening dates and times. No film included in any of the Festival s sections will be screened more than 5 times, including press screenings, without the owner s previous consent. IV.9. As regards the recording of film clips for use on television programs, the Festival will comply with the rules established in the FIAPF regulations for specialized competitive festivals. IV.10. The Festival accepts all FIAPF rules & regulations for specialized competitive festivals. IV.11. Participation in the Festival implies acceptance of the Rules & Regulations herein. IV.12. Any matter arising during the Festival that is not covered by these Rules & Regulations, will be decided on by the Festival organization in accordance with international rules.
