Organiser Clipit 2014: A Student-created Film Competition Regulations and Conditions The Clipit competition is organised by the Native-speaking English Teacher (NET) Section, Curriculum Development Institute (CDI), Education Bureau (EDB). 2. Aims of the Competition The aims of the Clipit competition are to: 1. develop secondary students English language proficiency through a competition which requires them to respond in English; 2. enhance students awareness and appreciation of English; 3. give students an opportunity to use English in a creative way involving multimodal technology; 4. promote the use of English language to discuss social issues via Liberal Studies topics; and 5. support the learning and teaching of the Elective Modules in the Three-year Senior Secondary English Language Curriculum. 3. Description of the Event Clipit is a student-created film competition open to students from secondary schools in Hong Kong offering the Three-year Senior Secondary English Language Curriculum. The competition has two sections: Clipit and Liberal Studies Film-it. The competition requires students to work in groups to plan and storyboard a narrative or documentary. More specifically, in the Clipit section, students select and edit out unwanted footage from a NET Section-provided clip. In the Liberal Studies Film-it section, students create a storyboard using the NET Section-provided topics/images and then film their own footage. In both sections, students then add a voice-over commentary from a written script, subtitles, a title, credits and special effects. 3.1 Foci The NET Section will provide video clips for the section entitled Clipit. Using the resources provided, students may focus their storyboard on one of the modules in the Elective Part of the Three-year Senior Secondary English Language Curriculum: - Learning English through Drama; - Learning English through Short Stories; - Learning English through Poems and Songs; - Learning English through Popular Culture; - Learning English through Sports Communication; - Learning English through Debating; - Learning English through Social Issues; and - Learning English through Workplace Communication. 2 The NET Section will provide topics/images for the section Liberal Studies Film-it. 3.2 Process To participate in the competition, students will work in teams to: - decide if they will enter the Clipit section or Liberal Studies Film-it section. If students choose to enter the Clipit section, they will: - select a video clip provided by the NET Section; - determine their film s theme (or Elective Module focus); - draft a film storyboard either in the style of a news report/mini-documentary or a narrative; - include evidence of research for a news report/mini-documentary storyboard or a clear plot structure for a narrative; - film additional video footage to complement the NET Section provided video (optional); - edit out unwanted images using film editing software; - sequence the remaining images as per their storyboard into a 4-5 minute film; - conduct more research for the news report/mini-documentary and then write an appropriate commentary with a clear point of view; or redraft the narrative and then write a narrative script for the storyboard; - use the written commentary or narrative script to add an English voice-over to the clips; - add matching English subtitles; - add special effects; - create a title frame and end credits including school, student names and roles; and - create a frame showing research references (references must be valid research sources). If students choose to enter the Liberal Studies Film-it section, they will: - use a topic/image provided by the NET Section and Liberal Studies to trigger ideas for a storyboard in which certain social issues are in play; - film situations in which the topic/social issue is described and explored ; - upload their film footage to a computer (using software such as Windows Movie Maker); - edit unwanted images and sequence remaining storyboard images into 4-5 minute film; - write an appropriate commentary or narrative for the selected clips which provides a discussion on the Liberal Studies/social issues topic being explored; - use the written narrative to add an English voice-over to the clips; - add matching English subtitles; - add transition and other effects; and - create a title frame, end credits and acknowledgements including school, student names and roles. For Liberal Studies Film-it, students are encouraged to seek advice from their Liberal Studies teachers and English teachers. RNCT, NET Section, CDI, EDB, HKSAR 2

Schedule of Events Schedule Event Related Document 15 February 2014 Film-it: From Film Appreciation to the Making and Production of Short Films (New) 24 February 2014 Film Editing Workshop for Clipit 2014: A Student-created Film Competition (Re-run) EDB TCS on-line application, course ID: CDI EDB TCS on-line application, course ID: CDI May 2014 Deadline for submission of entries Clipit Competition Entry Form (Appendix 2) Clipit Competition Pledge Form (Appendix 3) June/July 2014 Awards Ceremony Invitation letters and reply forms 4.1 Workshops for Teachers (optional) Film-it: From Film Appreciation to the Making and Production of Short Films is an optional workshop for teachers (and students) that will be conducted on 15 February from 9:30am to 4:30pm at the Kowloon Tong Education Services Centre (Rm E-419), 19 Suffolk Road, Kowloon Tong, Kowloon. Please refer to the TCS for on-line application for the training workshop (CDI )*. * Please note this workshop allows teachers to take and involve one or two students! This is an opportunity for teachers and students to learn about films and filmmaking and to have the input of an award-winning local filmmaker! Film Editing Workshop for Clipit 2014: A Student-created Film Competition, a workshop on video editing using Windows Movie Maker software, will be conducted on 24 February from 14:00 to 17:00 at the Kowloon Tong Education Services Centre (Rm E-419), 19 Suffolk Road, Kowloon Tong, Kowloon. Please refer to the TCS for on-line application for the training workshop (CDI ). In both of the above workshops, participants will receive information about: - the Clipit Competition 2014; - the video clips for the Clipit section; and - the topics/images for the Liberal Studies Film-it section. 4 5. Conditions of Entry Schools can submit a maximum of five entries. Each entry will be classified as one of the following: Clipit Junior Secondary: S1, 2 and 3 students Senior Secondary: S4, 5 and 6 students Liberal Studies Film-it Junior Secondary: S1, 2 and 3 students Senior Secondary: S4, 5 and 6 students Teachers must ensure that their students are aware of and comply with the following conditions: - Each entry must be returned in AVI format on CD-ROM or DVD as a single data file with a completed Clipit Competition 2014 Entry Form (Appendix 2) and Clipit Competition 2014 Pledge Form (Appendix 3); - Entries must be original with the script, voice-over and subtitles created wholly by the students; - The video clips provided by the NET Section and any additional student-filmed video footage must be edited to approximately 4-5 minutes and may be edited for sequencing; - An original soundtrack may be added and acknowledged in the credits, though this is not essential; - A title frame and end credits must be added, detailing the name of the school and listing the students involved in the project and their area(s) of responsibility; and - Evidence of research for a news report/mini-documentary must be included within the language of the narration and subtitles (e.g. according to ) and sources of information (e.g. facts and figures) must be included at the end of the film within the body of the reference frame. Please note: Care must be taken not to include any copyright protected material in the entry, as clips will remain the property of the EDB and may be used in future resources. This includes any music soundtrack or published text. 6. Adjudication Judging panels may include representatives from the NET Section, the Liberal Studies Section (for Liberal Studies Film-it), other Sections of the EDB, media professionals and NETs. Entries will be assessed on originality, content, use of language and technical quality. The assessment criteria will include, though are not limited to: Content - The commentary is informative. - There is a creative and imaginative selection of storyboard images. - The information provided is current and relevant to the Hong Kong context. - The information includes some evidence of research (for a news report/mini - documentary) that is acknowledged and referenced in the credits at the end of the film. - The film is approximately 4-5 minutes in length. 5 Use of language voice-over - The voice-over narration is intelligible. - The voice-over narration is fluent. - The voice-over narration includes appropriate stress and intonation. Use of language subtitles - The subtitles are legible and understandable. - The subtitles are grammatically correct. - The subtitles are in sequence with the voice-over. Use of camera (for Liberal Studies Film-it films) - The composition of shots (long shot, medium shot, close-up, extreme close-up, point of view etc.) is well-considered and effective. - The camera movements (arc, pan, tracking, zoom, tilt) are appropriate and interesting. - The angles (eye level, low, high, bird s eye) are appropriate and interesting. - The images are well-framed, clear, in-focus and the quality of shots suits their intended purpose. Note: The decision of the judging panel will be considered final and no correspondence will be entered into after the results are announced. 7.
