CHEROKEE COUNTY POSITION DESCRIPTION TITLE: Network Security-Mail Administrator GRADE: 141 DEPT: Information Technology Services DIVISION: Network Systems PREPARED BY: ITS CLASS: EXEMPT DATE: 09/02/08 GENERAL STATEMENT OF DUTIES: The Network Security-Mail Administrator is primarily responsible for the security of county network resources and the management of the email systems. He or she is secondarily responsible for the operation of the County's computer network including software and hardware linking of computer systems in various departments and divisions. The person in this position may supervise the technical support staff and ensure that high quality support and services are provided to County employees using the network and desktop computers. The Network Security- Mail Administrator may provide assistance to County staff with desktop computer problems requiring expert troubleshooting and problem analysis skills. SUPERVISION RECEIVED: Receives directions from the Director of Information Technology Services. SUPERVISION EXERCISED: Provides direction to Workstation Systems Analysts and other technical professionals and user professionals assigned to a specific project. DISTINGUISHING FEATURES: This is a senior position within Information Technology. It is distinguished by the requirement to work independently with greater responsibility and expertise in assessing needs. EXAMPLES OF DUTIES: The following duty statements are illustrative of the essential functions of the job and do not include other non-essential or marginal duties that may be required. The County reserves the right to modify or change the duties or essential functions of this job at any time. Responsible for maintaining the overall health of the County's computer network system. Troubleshoots and resolves problems within the County computer network. Designs and implements solutions to ensure a minimum of delay for employees using the network.

Supervises the technical support staff including the Help Desk function. Provides direction, training, and assistance with problems encountered by staff. Ensures that quality service with an emphasis on customer satisfaction is provided to County employees using the network and desktop computers. Performs performance appraisals and investigates and resolves personnel problems. Researches and maintains knowledge of current network computing technologies to ensure the County's awareness of state-of the art software and hardware. Assists the IT Director with planning for future acquisitions and upgrades to equipment and software. Configures, orders, receives all computer hardware and software for county including desktops, servers, networking devices, operating systems and productivity software. Provides Blackberry Cellular user, server, desktop and handheld support. Maintains Microsoft, Symantec/Webroot, VMWARE and other County Enterprise Software Licensing Acts as a technical expert to assist County employees with complex desktop computer hardware and software problems. Handles difficult and complex network and desktop computer and software problems that cannot be resolved by the technical support staff. Reviews, tests, and determines whether desktop computers and various hardware components meet County standards for quality and network compatibility. Recommends items for purchase or to be placed on approved purchase lists for departments. Develops and utilizes systems to monitor and maintain the computer network. Develops technical specifications and system requirements for Requests for Information (RFI) and Request for Proposals (RFP's). Reviews bids and proposals and makes recommendation for vendor selection. Maintains documentation of the network system including installations, problems, fixes and upgrades. Installs and maintains network software and hardware linking County employees and departments. Provides training to other Department staff and County employees on the network system and how to use the various capabilities of the software. Works with other Department staff to implement and resolve problems associated with communications methods and protocols used between various County computer systems. ADDITIONAL WORK PERFORMED: Moves computers from one location to another. Sets up and tests new computer hardware configurations, performs diagnostics on desktop and network systems, connects cables, disassembles and replaces parts as needed. Inspects network cables. Uses computer diagnostic equipment. Performs other duties as required within the scope of the position. REQUIRED KNOWLEDGE, ABILITIES, AND SKILLS: Excellent knowledge of Microsoft Windows (2000, XP, 2003, VISTA, 2008).

Excellent knowledge of network operating systems capabilities, and functions. Excellent interpersonal skills for establishing and maintaining effective working relationships with employees, other Department staff, contractors and vendors. Strong written communication skills for corresponding with County employees, vendors and contractors. Some supervisory skills including planning and organizing, interpersonal sensitivity, problem-solving, decision-making, flexibility, and time management skills. Ability to develop, update and implement a desktop computer related training plan using a variety of methods and media, e.g., publications, lectures, audio-visuals and individualized instruction. Comprehensive working knowledge of the operation of desktop computers, related data communications, and local area networks. Ability to effectively use a variety of hand tools, test equipment, and diagnostic software for assembling and evaluating and repairing systems. Knowledge of the functions of the County departments, standard County office operations and procedures, interdepartmental working relationships, and County and state law governing work performed. Ability and willingness to maintain the absolute confidentiality of all sensitive files and materials accessed, discussed or observed while in the performance of duties. Willingness and ability to respond to call outs in the evening and on weekends. Physical ability to perform the essential functions of the position. Maintain the county electronic mail delivery (exchange) and transfer systems and ensure that mail can be delivered effectively and efficiently, both locally and remotely. Establish mechanisms to limit unsolicited emails. Takes a pro-active approach to network security and establishes/implements preventative measures. Configure and maintain firewalls. Ensure that the county is in compliance with policies, procedures and guidelines. REQUIRED LICENSES AND CERTIFICATES: Valid Georgia Driver's License. EDUCATION & EXPERIENCE: Bachelor of Arts or Science degree with primary emphasis in information systems management, business computer programming, mathematics or related field required. A minimum of 4 years of experience working with computer software applications, including network software and hardware troubleshooting and repair is required. NECESSARY SPECIAL REQUIREMENTS:

Due to access to privileged information contained in the County's computer system, applicants must pass a criminal convictions records check prior to hire. Experience using a protocol analyzer and experience with open system interconnections (OSI) and Transmission Control Protocol/Internet Protocol packages (TCP/IP) required. MCSE certification is required CCNA certification a plus Microsoft Exchange 2003/2007 certifications a plus Cisco and 3COM training a plus IT Project Management skills is a plus COMPLEXITY/RESPONSIBILITY: Work in this position is characterized by working autonomously, originality in logical thinking, decision-making abilities, good interpersonal skills, and effective capacity for giving and receiving instruction and training. It requires considerable analysis of complex facts as well as the ability to assimilate and develop applications for specific needs. It also requires the ability to assimilate new information rapidly. SCOPE OF INTERPERSONAL CONTACTS: Contacts include management, fellow workers, consultants and inside and outside users. Information given and received ranges from simple to complex, and requires the ability to understand and translate technical concepts. WORKING ENVIRONMENT: Works extensively at a computer terminal. The work performed is in an office environment with frequent visits to customers worksites. The work involves occasionally inspecting cables in floors and ceilings to identify and solve problems. Work with a variety of hand tools and computer diagnostic equipment to identify, repair and solve problems. PHYSICAL DEMANDS: The following are some of the physical demands commonly associated with this position. Spends 50% of the time sitting, and 50% of the time either standing or walking while in the office or in County facilities.

Oral and auditory capacity enabling interpersonal communication as well as communication through automated devices such as the telephone.
