1 NETWORK SYSTEMS ENGINEER II DEFINITION Under direction, provides technical support for the County s infrastructure of Local Area Networks (LANs), Wide Area Network (WAN) and other related data network telecommunications equipment, including: Routers, Switches, Virtual Private Networks (VPNs) and Firewalls; performs complex network trouble-shooting tasks utilizing high level network trouble-shooting tools; responsible for all aspects of network data communications equipment and services; evaluates and tests new technology related to data communications and its associated Operating System (IOS) levels; and other duties as assigned. DISTINGUISHING CHARACTERISTICS Network Systems Engineer II is the fully experienced journey-level in the series, performing complex network trouble-shooting tasks utilizing high level network troubleshooting tools such Network Protocol Analyzers, PING and Trace routes utilities. Incumbents at this level are responsible for all aspects of network data communications equipment and services, i.e. Domain Name Services, Remote Access, Dynamic Addressing, Directory Services, Authentication, Repudiation, Logging, monitoring Intrusion Detection Systems (IDS), Local area networks, Cisco Routers, and LAN Switching configurations, communications with remote access including VPN, Frame Relay, T1, E1, DS-3 connectivity, problem solving, technical training and network security. Network Systems Engineer II works closely with vendors and technical personnel from other County departments and may act as the technical lead in IT-related project teams. Network Systems Engineer II has the primary responsibility for evaluating and testing new technology related to data communications and its associated Operating System (IOS) levels. Network Systems Engineer II is distinguished from Network Systems Engineer I in that the latter is the entry level of the series responsible for first-level problem resolution and performance of some of the Network Systems Engineer II tasks in a learning/training capacity, particularly related to network services. Network Systems Engineer I performs network trouble-shooting and implements network equipment configuration and installation, and is responsible for first and second-level network problem resolution and performance of site surveys for new LAN installations and upgrades for sites. Network Systems Engineer II is distinguished from Network Systems Engineer III in that the latter performs the most complex LAN/WAN technical tasks to develop and maintain the County s network infrastructure, manages complex and large technical projects, mentors and develops staff skills, formulates network integration solutions, designs network integrity, reliability, and availability into the infrastructure, participates in standards organizations, develops standards specifications for use throughout the network, conducts research and development into new technologies, advances the state of the county network services, and facilitates communication among all stakeholders to define project scope, set priorities, sequence implementation, and ensure appropriate monitoring of technology solutions.
2 The Network Systems Engineer series is distinguished from other professional Information Technology positions in that this position is focused on network data communications technologies, and LAN/WAN infrastructure design, configuration, installation, maintenance, network capacity planning and other data network specific functions. The Network Systems Engineer series is distinguished from the Information Technology Support Technician series in that the former is focused on the practical application of network engineering and design and the latter is focused on data networks hardware integration and interconnectivity EXAMPLES OF DUTIES The duties and responsibilities listed below are illustrative only. They are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the classification. 1. Installs, configures and maintains the County s advanced Cisco-based networks Local and Wide Area Network systems, and client server hardware and software maintained in ITD s Data Center. 2. Maintains and administers Cisco PIX-525 and Net screen Firewalls, Cisco VPN with RSA Secure ID, Citrix Meta Frame and Active Directory Services including DNS, DHCP, WINS, OUs, Global Catalog, ISA and Web-based Servers. 3. Proactively manages and monitors the County s LAN/WAN using performance monitoring tools and alerts, such HP Open View, Solar Winds, Cisco Works, Multi Router Traffic Grapher, Network Protocol Analyzers and Fiber Optic Network Diagnostic tools. 4. Conducts network traffic & capacity studies/analysis. 5. Maintains efficient and trouble-free operation of all County Local and Wide Area data communications networks. 6. Creates and maintains troubleshooting guidelines and associated support documentation on problem identification, fault isolation, estimation of effort hours required to complete problem resolution, and systems restore in the event of a critical system failure. 7. Develops network management and monitoring criteria for system utilization and capacity management. 8. Maintains up-to-date documentation of network design, operations and procedure manuals and other technical documentation. 9. Participates in the evaluation and selection of infrastructure technology.
3 10. Assists in providing troubleshooting and/or disaster recovery services to client remote networks as needed. 11. Conducts portions of and/or assists other Telecom personnel in preparing materials for technical presentations made to clients and data center personnel. 12. May assist in training less experienced personnel as assigned and required. 13. Performs other tasks as assigned (which may include Network Systems Engineer I duties). QUALIFICATIONS A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities: Knowledge and Skills: In addition to the knowledge, skills and abilities referenced in the Network Systems Engineer I job specification, incumbents must possess the following: Working Knowledge of: 1. Various VPN and Firewalls Architectures, Intrusion Detection Systems (IDS), Secure ID, IPSec, and Token Authentication-based technologies 2. Multi-layer switching, Optical Network Systems (ONS) integration, configuration and troubleshooting in an enterprise LAN/WAN environment 3. UNIX, LINUX, and Windows NT and 2000 hardware/software enterprise architectures, including Sun Microsystems, Blade Servers, SAN and NAS 4. WAN Communications Protocols (Frame Relay, ISDN, ATM), IP Routing Protocols (IGRP, OSPF, EIGRP, BGP) 5. ATM and Voice Technologies, IP Telephony, DSL, VHDSL 6. Public infrastructure connections and interconnections to LANs and WANs 7. Standard Telecommunications Circuit designations such as DS-0, T-1, DS-3, OC-3, and OC Client Server and Web-based architectures, software licensing rules and regulations and MS Exchange 5.5 and 2003 in a large NT multi-domain environment
4 Skill and ability to: 1. Incorporate security requirements into network architecture 2. Design and integrate multiple platforms and protocols including Intel, Solaris, HP- UX, Linux, Voice Over IP, LAN and WAN networking environments, both for SNA and TCP/IP applications 3. Work with applications development teams/vendors to identify and mitigate network impacts of application changes upgrades and implementations 4. Work with IT Business Managers and County Department leaders to understand business requirements and help them understand how technology tradeoffs influence strategy 5. Learn and apply new technologies to County network infrastructure 6. Communicate effectively both orally and in writing with technical and non-technical audiences 7. Maintain strict confidentiality of data and information processed 8. Work independently at remote sites throughout the County REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: 1. Successfully pass a background investigation 2. Possess a valid California Class C driver s license with a satisfactory driving record or be able to provide suitable transportation that is approved by the appointing authority 3. Work occasional nights and weekends in a facility open 24 hours per day/7 days per week 4. Occasionally work under adverse conditions, such as inclement or hot weather EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING The knowledge, skills, and abilities listed above may be acquired through various types of experience, education, or training, typically: Four (4) years working on general LAN support, desktop support, file server installation, administration and support which includes: Three (3) years experience with installation, configuration and programming of routers and switches, and
5 Three (3) years of experience working with network management and monitoring tools, such as: HP Open View, Cisco Works, Network Observer, Solar Winds, Sniffer Protocol LAN/WAN Analyzer, and SNMP. Extensive experience in LAN/WAN integration, maintenance and troubleshooting, and extensive experience configuring and maintaining routing protocols, such as EIGRP, BGP, OSPF and RIP. Proven experience in supporting data communications environments including configuration and administration of Virtual Private Networks (VPNs), Firewalls, and security policy management. Two (2) or more certifications from Cisco, such as CCNA, CCDA, CCNP, CCDP and Microsoft, such as MCSE for Windows 2000, or certifications in UNIX or Linux are desirable. PHYSICAL AND SENSORY REQUIREMENTS The physical and sensory abilities required for this classification include: 1. Sight in order to read computer screens and standard computer printouts 2. Strength to lift a 50-pound object, without assistance, and items weighing up to 150 pounds with assistance 3. Coordination and equilibrium sufficient to climb a ladder and maintain balance while pulling cable 4. Visual color discrimination sufficient to distinguish the color codes of wire and schematic drawings 5. Manual and finger dexterity sufficient to work with hands in close tolerances and to work with extremely small electronic components
