1 NETWORK SYSTEMS ENGINEER III DEFINITION Under direction, provides technical support for the County s infrastructure of Local Area Networks (LANs), Wide Area Network (WAN) and other related data network telecommunications equipment, including: Routers, Switches, Virtual Private Networks (VPNs) and Firewalls; performs complex LAN/WAN technical tasks to develop and maintain the County s network infrastructure; manages complex and large technical projects; assigns work and trains assigned staff; formulates network integration solutions; facilitates communication among all stakeholders to define project scope, set priorities, sequence implementation, and ensure appropriate monitoring of technology solutions. DISTINGUISHING CHARACTERISTICS Network Systems Engineer III is the advanced level of the series. This level performs complex LAN/WAN technical tasks to develop and maintain the County s network infrastructure to achieve high network availability and ensure that it is consistently measured and monitored to minimize administrative costs. Network Systems Engineer III designs network integrity, reliability, and availability into the infrastructure, participates in standards organizations, develops standards specifications for use throughout the network, conducts research and development into new technologies, advances the state of the county network services, actively manages complex and large technical projects, and mentors and develops staff skills to successfully complete projects. This level is responsible for gathering information from technical reference manuals, hardware specifications and trouble-shooting guides to formulate network integration solutions, and understand and carry out complicated written and oral instructions. Network Systems Engineer III serves as project coordinator to ensure that the Data Networks Team works with internal customers to develop network solution requirements during the scope definition phase of projects; works with the IT Network Manager, Communications Engineer, and the County Chief Security and Privacy Officer or designee to understand project priorities and help sequence network engineering components accordingly; and coordinates with Network Operations Center to ensure appropriate monitoring of new network solution is included as part of the implementation and roll out. Network Systems Engineer III is distinguished from Network Systems Engineer II in that the latter is the journey level of the series with responsibility for complex network trouble-shooting tasks utilizing high level network trouble-shooting tools such as Network Protocol Analyzers, PING and Trace routes utilities and for all aspects of network data communications equipment and services, and primary responsibility for evaluating and testing new technology related to data communications and its associated Operating System (IOS) levels. The Network Systems Engineer series is distinguished from other professional Information Technology positions in that this position is focused on network data communications technologies, and LAN/WAN infrastructure design, configuration, installation, maintenance, network capacity planning and other data network specific functions.
2 The Network Systems Engineer series is distinguished from the Information Technology Support Technician series in that the former is focused on the practical application of network engineering and design and the latter is focused on data networks hardware integration and interconnectivity. EXAMPLES OF DUTIES The duties and responsibilities listed below are illustrative only. They are not meant to be a full and exhaustive listing of all of the duties and responsibilities of the classification. 1. Configures, installs and programs Enterprise Routers, Switches, Firewalls, VPNs, IDS, and integrates network devices into existing infrastructure. Limited responsibilities for setting up enterprise file servers and other peripheral equipment for ITD Data Center and client sites. 2. Under the direction of the IT Manager and Communications Engineer, provides indepth, detailed design, implementation and support of LAN/WAN network architecture, including all related network hardware and software. Implements new designs and performs modifications to existing infrastructure. 3. Responds to escalations, work orders, and alerts from the Network Operations Center, Call Center and CIRT issued to data networks. Provides resolution information and works with other teams to complete impact analysis where appropriate. 4. Leads projects internal to Data Networks Team to improve performance of network and participates in the review of network maintenance plans prior to submittal to the IT Manager and Communications Engineer. Provides regular status and project information to the IT Manager as required. 5. Develops correct engineering, installation, maintenance techniques, methods, and specifications. 6. Researches and analyzes new tools and technologies to improve existing solutions. Participates in cost/benefit analysis process. 7. Communicates within project teams to set network engineering deliverables and expectations (time/resource requirements). Effectively participates in the identification and evaluation of risk following approved ITD Risk Analysis process during the course of projects. 8. Reviews Data Networks Team deliverables to ensure defined business technical requirements are met. 9. Coordinates with intra- and interdepartmental personnel and related countywide administration on technical aspects of network operations, integration of new sites
3 into the infrastructure, system availability (uptime), systems capabilities and bandwidth utilization. 10. Performs other tasks as assigned (which may include Network Systems Engineer I and/or II duties). QUALIFICATIONS A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills, and abilities: Knowledge and Skills: In addition to the knowledge, skills and abilities referenced in the Network Systems Engineer I/II job specifications, incumbents must possess the following: Thorough Knowledge of: 1. Administration of (multi-platform) departmental servers, network systems, upgrades, installs, and remote access 2. Advanced principles and methodology of data network planning and implementation 3. TCP/IP addressing and subnets, WINS and DNS, Wireless Technologies, Linux expertise, firewalls and VPN Technologies, Intrusion Detection Systems (IDS) design, configuration, implementation and operation 4. Various LAN/WAN network routing and routed protocols, devices and commonly used tools, transmission mediums including CAT5, and CAT6 wiring specifications and jack terminations, single and multi-mode fiber, cross-connects cables/jumpers specs, various GBICs including GLC-LH-SM, GLC-SX-MM, GLC-ZX-SM, SFP, GigaStack 5. High performance, multi-layer switching, VLAN and VTP implementation, enterprise-based routers IOS and technical specifications, SNA internetworking, and Frame Relay interconnectivity 6. LAN/WAN Protocol Analyzers for Frame Relay, Land and Microwave based E1/T1, and DS-3 Skill and ability to: 1. Identify tasks which may benefit from automation and analyze and develop the technology plan 2. Identify functions that can be improved by process development and implementation and develop the technology plan
4 3. Implement firewalls security policy management, variable length subnet mask (VLSM), classless inter-domain routing (CIDR), Network Address Translation (NAT) and Port Address Translation (PAT) 4. Train, guide, and advise lower-level Network Systems Engineers on the appropriate course of action during the identification and troubleshooting of complex LAN/WAN technical issues to minimize network down time 5. Learn and apply new technologies to County network infrastructure 6. Communicate effectively both orally and in writing with technical and non-technical audiences 7. Maintain strict confidentiality of data and information processed 8. Work independently at remote sites throughout the County REQUIRED CONDITIONS OF EMPLOYMENT As a condition of employment, the incumbent will be required to: 1. Successfully pass a background investigation 2. Possess a valid California Class C driver s license with a satisfactory driving record or be able to provide suitable transportation that is approved by the appointing authority 3. Work occasional nights and weekends in a facility open 24 hours per day/7 days per week 4. Occasionally work under adverse conditions, such as inclement or hot weather EXAMPLES OF EXPERIENCE/EDUCATION/TRAINING The knowledge, skills, and abilities listed above may be acquired through various types of experiences, education, or training, typically: Three (3) years working as Network Systems Engineer II with the County of Monterey OR Equivalent experience that includes, seven (7) years of combined telecommunications and network engineering experience, which includes: Four (4) or more years designing networks and working with routing protocols in a multi-area distributed environment utilizing Cisco technologies including highend routing, switching, firewalls, VPN, Optical Networks Systems (ONS) design and Intrusion Detection Systems (IDS), and
5 Three (3) years working on a Microsoft Active Directory Services environment including AD architecture design, configuration and implementation of the following network architecture components: DNS, DHCP, WINS, Domain Security, AD migration paths, Exchange 5.5 and Exchange 2003 design and implementation on Active Directory structure. Four (4) or more certifications from Cisco, Microsoft, UNIX, and Linux, such as CCNA, CCDA, CCDP, CCNP, CCS1, CCIE and or MCSE, MCP, CNE are desirable. PHYSICAL AND SENSORY REQUIREMENTS The physical and sensory abilities required for this classification include: 1. Sight in order to read computer screens and standard computer printouts 2. Strength to lift a 50-pound object, without assistance, and items weighing up to 150 pounds with assistance 3. Coordination and equilibrium sufficient to climb a ladder and maintain balance while pulling cable 4. Visual color discrimination sufficient to distinguish the color codes of wire and schematic drawings 5.
