The Construction Education and Training Authority (CETA) exists in terms of the Skills Development Act and is a Schedule 3A public entity in terms of the Public Finance Management Act. Its mandate includes: Developing and implementing a sector skills plan Promoting learning programmes Registering learning programme agreements Serving as an Education and Training Quality Authority Collecting and disbursing skills development levies Liaising with the National Skills Authority Reporting to the Director-General of the Department of Higher Education and Training on its activities The CETA would like to make the following appointments on fixed-term contracts up to 31 March 2016, renewable at its discretion: PROJECTS MANAGER REPORTING TO THE CORE BUSINESS EXECUTIVE BASED AT HEAD OFFICE IN GAUTENG ALL- INCLUSIVE SALARY PACKAGE NEGOTIABLE Job Profile The overall responsibility of a Project Manager is to manage the Projects Management Unit. The Projects Manager will be responsible for the effective and efficient management of CETA Projects and its core functional areas, namely the contract management, date management, project implementation, customer relations management and invoice processing. Minimum Requirements for the Position A three year university degree or equivalent qualification, preferably in monitoring and evaluation, quality assurance, or related field

A relevant postgraduate qualification, or evidence of study towards one, would be an added advantage At least 5 years proven experience in a project management capacity SETA-related project management experience may count in the applicants favour At least two years demonstrable experience in a supervisory capacity Above average understanding of SETA business Understanding of the PFMA Understanding of corporate management Above average understanding of the South African skills development environment Training as an assessor and/or moderator will be an added advantage Training and/or experience in the Construction Industry will count in the applicants favour Duties and Responsibilities Development of the Unit s Business Plan Ensuring the operationalisation and the implementation of the Unit s Business Plan Ensuring the successful implementation of projects happens within allocated time and budget Contributing towards the agendas for the Unit s meetings Reporting to Management on Progress of Project Implementation Development of weekly and monthly plans and reports Contribution to the development of the CETA s Strategic Plan Contribution to the management and review of the Management and Information System (MIS) 2

Development of relevant process flows and dependencies for all activities of the Unit Development and review of policies, processes and procedures pertaining to project management in the CETA Contribute towards the development of project management templates Contribution to the contracting of project applicants Establish Project Teams Monitoring of project implementation Evaluation of project implementation Recommendation of special projects Provision of advisory services to M&E Reporting to Auditor General on core business performance Ensuring the provision of relevant information and support to stakeholders Reporting to statutory bodies on the statutory obligations of the Unit 3

MANAGER: SUPPLY CHAIN MANAGEMENT REPORTING TO THE CHIEF FINANCIAL OFFICER BASED AT HEAD OFFICE IN GAUTENG ALL- INCLUSIVE SALARY PACKAGE NEGOTIABLE Job Profile To develop and maintain an effective and efficient Supply Chain Management system for the Construction SETA. Minimum Requirements for the Position A three year qualification in Supply Chain Management or related field University degree in Accounting, commerce would be an advantage Seven years experience in a management position Experience with an electronic procurement system is compulsory Strategic thinking, analytical & planning ability is compulsory Advanced planning & organisational skills is compulsory Decision-making & negotiation skills is compulsory Extensive knowledge of the PFMA, Treasury Regulations and Guidelines is advantageous Extensive knowledge of SCM Regulations, practice notes, circulars & policy frameworks is advantageous Understanding of the SETA environment and related legislation is advantageous In-depth understanding of the public sector and its supply chain environment would be advantageous 4

Duties and Responsibilities Development of the Unit s Business Plan Ensure the operationalisation and the implementation of the Unit s Business Plan Reporting to Management on the activities of the Unit Development of relevant process flows for all activities of the Unit Development and review of policies, processes and procedures pertaining to skills planning and reporting Development and review of policies, processes and procedures pertaining to project management Support proper execution of Supply Chain processes and policies with strict compliance to the MFMA in all Procurement processes of the CETA Assess the organisation s supply chain risk and performance matters Advising internal Clients and Management on SCM processes in relation to their requests Support training of project managers, SCM internal staff and other departmental staff in implementation and ongoing use of SCM Procedures and Processes. Reporting to statutory bodies on the statutory obligations of the CETA Manage the SCM unit and implement prescribed processes in terms of legislation and Treasury Regulations Ensure that all Bid committee are appropriately formed and functioning Establish SCM systems compliant to SCM laws and regulations Develop operational budget and risk management plans for the unit Assist and guide CETA in developing demand plan(procurement plan) in line organisational strategy and budget 5

Ensure effective and efficient demand, acquisition and logistics management function Implementation of systems and processes to manage the performance of service providers; and the SCM unit Develop effective and efficient contract management and in compliance with stipulation of the respective framework and legislation Ensure that the organisation procures in a cost effective manner Continually improve systems and processes of internal controls Develop and maintain supplier database and ensuring effective and efficient use of supplier database Report on the Unit s monthly activities to the CFO Attending to and resolving all internal and external audit queries and providing input into management comments Perform other duties as assigned 6

SUPPLY CHAIN MANAGEMENT: SPECIALIST ACQUISITION REPORTING TO THE SCM MANAGER BASED AT HEAD OFFICE IN GAUTENG ALL- INCLUSIVE SALARY PACKAGE NEGOTIABLE Job Profile To ensure compliance with the PFMA, national treasury regulations and other relevant legislation in managing procurement of goods and services of the CETA Minimum Requirements for the Position 3 year Tertiary Qualification in SCM/Logistics/Financial Management/ Accounting; Knowledge of tendering/bid processes is essential; At least three years experience in supply chain management at middle management level is essential; Proven management skills, applicable regulatory frameworks and public sector experience; Knowledge of application of SCM best practices Duties and Responsibilities Manage human, financial and asset resources in the organisation as well as meet reporting requirements; Manage procurement of goods and services, assets, resources acquisition and optimisation in the organisation; Manage the SCM unit and implement prescribed processes in terms of legislation and Treasury Regulations 7

Provide appropriate support, advice and secretariat services to bid committees; Establish SCM systems compliant to SCM laws; Develop organisational policies, procedures and guidelines in applicable legal frameworks; Develop operational budget and risk management plans for the unit; Ensure effective and efficient demand, acquisition and logistics management function; Develop an SCM demand plan(procurement plan) and strategy aligned to organisational strategy and budget; Manage the performance of SCM and service providers; Provide effective and efficient contract management and manage performance of providers in compliance with stipulation of the respective framework and legislation; Continually improve systems and processes of internal controls; Liaise with internal and external stakeholders; 8

SPECIALIST: DEMAND AND CONTRACT MANAGEMENT REPORTING TO THE SCM MANAGER BASED AT HEAD OFFICE IN GAUTENG ALL- INCLUSIVE SALARY PACKAGE NEGOTIABLE Job Profile To ensure procurement of goods and services done in line with PFMA and relevant regulations, on behalf of the CETA Minimum Requirements for the Position A three year qualification in procurement or supply chain management; At least three years sound knowledge of and experience in supply chain management process, systems and procedures within the public service sector; High attention to detail and ability to multi task many things from many people; Proven ability to prioritize workloads; Ability to work independently; Ability to establish and maintain effective working relationship with individuals from diverse backgrounds; High ethical standards; Ability to confidentially interact at all levels within and outside the CETA; Proactive, trustworthy and high output-driven individual. 9

Duties and Responsibilities Plan, organise and manage the ETA procurement processes, which include: - Bid and Bid Administration; - Contract Management; - Development and maintenance of the CETA supplier database; - Acquisition and logistics Management, including the generation of orders and timely payment for goods and services Advise on the review of the CETA s supply chain management or procurement policies, processes, systems and procedures; Keep adequate and appropriate records; Ensure compliance by CETA staff to applicable procurement laws, regulations and policies; Train the CETA staff on procurement; In addition to these typical duties, may perform other duties as assigned and required. 10

SUPPLY CHAIN MANAGEMENT ADMINISTRATOR : 2 POSITIONS REPORTING TO THE SUPPLY CHAIN MANAGEMENT OFFICER BASED AT HEAD OFFICE IN GAUTENG ALL-INCLUSIVE PACKAGE NEGOTIABLE Minimum Requirements for the Position Grade 12 Certificate and a post-school qualification in Procurement, Supply Chain Management/Administration or related discipline At least two years experience in supply chain administration, procurement or related function Job Description The Supply Chain Management Administrator of the CETA provides administrative support for the organisation s procurement of goods and services Duties and Responsibilities In terms of duties and responsibilities the Supply Chain Management Administrator must: Handle correspondence and enquiries relating to the Supply Chain Management Unit Maintain the Unit s records and files Produce the Unit s reports Prepare the Unit s meeting agendas and take minutes Assist in database development and maintenance Work hand in hand with corporate services on administrative issues pertaining to the Unit Organise workshops and other events and functions of the Supply Chain Management Unit Provide administrative support for the implementation of bid processes and procedures, including the development, evaluation and adjudication of bids; and contract management 11

Handle invitations and logistics of supply chain management committee meetings Handle quantity management aspects pertaining to the receipt of goods procured by the organisation Handle the receipt and recording of invoices and other documents by the Supply Chain Management Unit Maintain records of relevant declarations and conflicts of interest Work hand in hand with the Projects Unit on administrative aspects of projects-related procurement Perform all functions as delegated by the Supply Chain Management Officer from time to time PLEASE NOTE: The closing date for all applications is Friday 28 November 2014.
