Since 1980s Some local authorities started to invest in planning, designing and building cycling infrastructures 1989 FIAB was founded as an umbrella organization for local cycling groups. 1998 Law 366/98 on how to fund cycling infrastructure (Norme per il finanziamento della mobilità ciclistica) Written by FIAB, influenced by the culture of devolution: Regions will develop planning of route networks and fund projects proposed by local authorities, who will invest for cycling 20% of fines from road regulations contraventions. Additional national yearly funding of 6 bln Lire ( 4 mln today) for 15 years, but 2 days after Government Prodi fell 2 months later the Parliament canceled the 20% of fines, and only less than 1 mln/year was disposed up to 2004 and without continuity. 8 Giulia Cortesi FIAB Stockholm 27.5.2016

1994-2015 Ministry of the Environment disposed 550 mln for cycling infrastructures, services, incentives, of which 9mln for infrastructures in the years 2006-2009 (out of 239 mln for sustainable mobility in metropolitan areas) 2014 The Economic and finance planning document by the Ministry of Economics defines culture and tourism as an engine for Italy and invite to improve sustainable tourism like cycle-tourism and trekking. 10 Giulia Cortesi FIAB Stockholm 27.5.2016
