POSITION ANNOUNCEMENT MARKETING COORDINATOR Agency Background Information The San Joaquin Regional Rail Commission manages the Altamont Corridor Express (ACE) passenger rail service in Northern California between the Central Valley and Silicon Valley. The ACE service consists of four weekday round-trips operated during the commute period. The tracks are owned primarily by Union Pacific Railroad, with a short segment owned by the Peninsula Joint Powers Board in the vicinity of San Jose. The Rail Commission s Operating Budget for 2013/2014 totals just over $18 Million and the Capital Program has ranged between $20 Million and $50 Million annually. The Rail Commission has 40 employees and contracts with a third party contractor to provide the rail operation and maintenance of equipment. POSITION PROPOSED SALARY RANGE OVERVIEW STATUS Marketing Coordinator $22 - $29 PER HOUR ($45,760 - $60,320 ANNUALLY) Manages the daily operation and budgeting of marketing and advertising for the Altamont Corridor Express (ACE) rail service and the San Joaquin Regional Rail Commission (SJRRC). Currently supervises 1 part-time employee and may supervise more staff in the future. Non-Exempt Position Description With direction from the Manager of Public Affairs and Community Relations, the Marketing Coordinator is responsible for several aspects of the Strategic Development and Communications department, including Marketing and Advertising. Marketing The marketing program includes developing the agency advertising policies, creating and buying and selling advertising; special train events, including San Francisco 49er games and special trips to California s Great America; communication and technology tools, including agency websites and social media venues; promotional events and transit fairs; and other creative projects, that include videography, photography, and specific adherence to the agency s brand guidelines. Position Duties Writes/edits articles and posts for the various online and hard copy agency communication tools, such as blogs, newsletters, and social media sites. Coordinates writing, editing and production of assigned print and online marketing communication materials including flyers, brochures, signage, photography, etc., and acts as a key liaison to advertising contractors.
Assists in planning public relations events such as public forums and hearings for agency projects (refreshments, speakers, programs, media involvement, handouts, surveys, advertising, etc.) and passenger appreciation events. Coordinate media relations, including writing news releases and media advisories, and planning and tracking media coverage. Solicits stakeholder involvement and feedback for agency projects. Supports development of marketing plans and advertising campaigns. Implements clipping and cataloging system for all media which relates to the agency. Assists business development with agency outreach efforts to employers, and acts as a liaison to agency Outreach Representatives throughout the ACE route. Maintains database of employer contacts, transportation coordinators, partner marketing agents, and other stakeholders. Tracks and measures various agency marketing tools against ridership and other economic indicators. Assists various departments with assessment and procurement of collateral materials. Assists in planning, budgeting, staff recruitment and execution of various weekends ACE Special Event Trains. Communicates internally and externally to encourage participation in various agency initiatives. Collaborates on creative project design and planning. Creates timelines, budgets, and action items for assigned marketing projects. Plan and coordinate employee and contractor work flow Interpret policies and procedures Directly manage 1 Marketing Communications Specialist; support a staff of 3 consultant Outreach Representatives Conduct meetings and make written and verbal presentations Analyze overall marketing program for improvement Minimum Qualifications Education and Experience Candidates must possess a Bachelor of Arts/Science degree in Marketing or related field. 5 7 years of increasingly responsible relevant experience, 3 of which are in a supervisory role. Knowledge of Candidate will have a proficient knowledge of: Graphic design production including knowledge of basic print production Graphic design software, such as Adobe Photoshop, Adobe Illustrator, etc. Event planning and logistics including audio/visual equipment, photography/video needs, site plans, props, special transportation and signage Project management and project delivery Effective people management strategies Efficient time management and identifying priorities Working toward goals and objectives Budgeting for multiple projects Identifying proper English and grammar based on a given audience
