Summary This report and grades represent our assessment of the quality of the areas of performance which were examined during this inspection. Grades for this care service may change after this inspection following other regulatory activity. For example, if we have to take enforcement action to make the service improve, or if we investigate and agree with a complaint someone makes about the service. We gave the service these grades Quality of Care and Support 5 Very Good Quality of Environment 5 Very Good Quality of Staffing 5 Very Good Quality of Management and Leadership 5 Very Good What the service does well Gylemuir After School Club (Gylemuir ASC) provides a caring and flexible service for children and their families. They provide a wide variety of activities for children to choose from on a daily basis. Staff interaction with the children is of high quality and this had a positive impact on children's experiences and care and support needs being met while at the service. This was confirmed through observation, discussion and information gathered as part of the inspection process. Systems are in place for families to give their views about the service and to gather information from parents about their children's needs. The staff team have continued to develop their knowledge of child protection with a designated child protection officer for the service. What the service could do better Gylemuir ASC should continue to promote the participation opportunities for all parents and children to be able to give feedback about the service. They should take action to address the areas for improvement identified in the report. This includes ensuring that all children's personal plans are reviewed a minimum of once every six months in line with new legislation. Care plan information should also be developed to clearly outline any medical needs and instructions/permission from parents about any medication that may need to be administered. What the service has done since the last inspection Inspection report continued Gylemuir ASC has continued to seek families views about the service and shared the action taken as a result of such feedback. They have also reviewed some of their policies to ensure that procedures are clearer for staff and parents. The staff team had continued to be committed to attending training courses to further support the delivery of the service and to meet their registration criteria with the Scottish Social Services Council (SSSC). Conclusion Gylemuir ASC provides children with a very good standard of care and support with a professional, caring and welcoming approach. The Manager and staff team were enthusiastic and committed to continue to maintain and improve upon the quality of the service. 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at www.careinspectorate.com. The service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April 2011. Requirements and recommendations If we are concerned about some aspect of a service, or think it could do more to improve, we may make a recommendation or requirement. *A recommendation is a statement that sets out actions the care service provider should take to improve or develop the quality of the service but where failure to do so will not directly result in enforcement. Recommendations are based on the National Care Standards, relevant codes of practice and recognised good practice. *A requirement is a statement which sets out what is required of a care service to comply with the Public services Reform (Scotland) Act 2010 and Regulations or Orders made under the Act or a condition of registration. Where there are breaches of the Regulations, Orders or conditions, a requirement must be made. Requirements are legally enforceable at the discretion of the Care Inspectorate. The service is provided by a parent led committee and a Manager has day-to-day management responsibility for the service. The service is registered to provide a care service to a maximum of 43 children of primary school age. The service operates from a building located within the grounds of Gylemuir Primary School in Edinburgh. It is close to local amenities in the Corstorphine area of Edinburgh. The accommodation consists of designated use of one playroom, toilets and a separate entrance area to the building. Children also have access to the school playground for supervised outdoor play. On the day of the inspection, 41 children attended the service with six members of staff. The aims of the service include:- 'To provide a reliable service of care for children of working parents, or parents returning to education and training, after normal school hours; To provide a safe, pleasant and stimulating environment; Gylemuir After School Club, page 5 of 28

To provide a challenging and intensive programme which will broaden the range of experience of the children involved.' 2 How we inspected this service The level of inspection we carried out In this service we carried out a low intensity inspection. We carry out these inspections when we are satisfied that services are working hard to provide consistently high standards of care. What we did during the inspection We wrote this report following an unannounced inspection. This was carried out by Inspector, Sonia Priest. The inspection took place on Thursday 7 November 2013 between 12 noon and 5.35 pm We gave feedback to the Manager about our findings along with the proposed grades to be awarded in the report. As part of the inspection, we took account of the completed annual return and selfassessment forms that we asked the provider to complete and submit to us. We sent 15 care standards questionnaires to the service for them to give to parents to complete. We received thirteen completed questionnaires from parents before the inspection visit. During this inspection process, we gathered evidence from various sources, including the following:- We looked at: the service's participation strategy. This is the service's plan for how they involve services users. the 13 care standards questionnaires we received from parents the environment, equipment and toys children's files and records kept policies and procedures training records staff appraisal information certificate of registration records of attendance public liability insurance certificate evidence from the service's self assessment the medication recording system the accident and incident recording system staff practice during the inspection. the Manager the staff team some of the children who attended the service a parent Grading the service against quality themes and statements We inspect and grade elements of care that we call 'quality themes'. For example, one of the quality themes we might look at is 'Quality of care and support'. Under each quality theme are 'quality statements' which describe what a service should be doing well for that theme. We grade how the service performs against the quality themes and statements. Details of what we found are in Section 3: The inspection Inspection Focus Areas (IFAs) In any year we may decide on specific aspects of care to focus on during our inspections. These are extra checks we make on top of all the normal ones we make during inspection. We do this to gather information about the quality of these aspects of care on a national basis. Where we have examined an inspection focus area we will clearly identify it under the relevant quality statement. Fire safety issues We do not regulate fire safety. Local fire and rescue services are responsible for checking services. However, where significant fire safety issues become apparent, we will alert the relevant fire and rescue services so they may consider what action to take. The annual return Every year all care services must complete an 'annual return' form to make sure the information we hold is up to date. We also use annual returns to decide how we will inspect the service. Annual Return Received: Yes - Electronic Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate received a fully completed self-assessment document from the Manager. We were satisfied with the way they had completed this and with the relevant information included for each heading that we grade services under. The Manager identified what they thought the service did well, some areas for development and any changes they had planned. The Manager told us how people who had used the care service had taken part in the self-assessment process. Taking the views of people using the care service into account We observed the children enjoying their play and they appeared to be confident in their interaction with staff. The children we spoke to were very positive about their experiences at the club. Some children told us about the types of activities they could do and what they liked about coming. Children told us that they liked having a 'Theme day' every Friday and that they were involved in the chosen themes. For example 'chocolate day'. Children told us about their art folders where they could keep colouring in sheets and drawings they had started. This helped towards reducing the amount of paper used at the club and meant that children could finish off art work the next time they attended. Taking carers' views into account Thirteen parents returned completed care standards questionnaires. All parents indicated 'Strongly agree' or 'Agree' to the statement 'Overall, I am happy with the quality of care my child receives in this service'. Parents' feedback from our questionnaires are included throughout the report. Parents' comments included:- Gylemuir After School Club, page 9 of 28

'My children absolutely love GASC. The staff are caring, friendly and fun and the rapport they have with children and parents is excellent. My children enjoy an excellent relationship with other children of all ages within the school thanks to the friends they meet at GASC. Activities and trips are thoughtfully organised, always with input from the children. The staff foster a very caring attitude within the club, something which is extremely clear when you watch the children (from p1-p7) together. I cannot rate GASC highly enough'. 'I am absolutely sure the children are well treated, fairly treated and are very happy there'. 'The Club has supported me and my son... They have spent time developing his social interaction skills with his fellow pupils and improving his confidence in dealing with different situations. The Club offers a range of activities but does not put any pressure on the children to participate if the do not want to. They have clear guidelines and these are set out for all to see. They take the time to encourage the children to act responsibly towards each other. They also arrange outings during the school holidays and take the children's views into account. I cannot praise them highly enough for their efforts over the last year'. 'My child enjoys the after school club, he only comes for 2 days a week but if he had his way he would come full-time which he has asked me! He enjoys the different range of activities and outings that the club organises and he is always asked for his opinion on outings and activities. He really enjoys suggestions week for snack where they try to get the most 'yummy' snacks. If the club could cover some in-service days it would cater for all my needs but my child is happy and this is my main priority' 'I did not need to use the after school club for childcare. I put my daughter in because she ws very shy and to see if she would mix better with other children. The club encouraged her to come out her shell and she became more confident. She has stayed at the club as she enjoys it so much. She likes all the crafts the club offers and has formed new friendships. My daughter enjoys being asked what new things the club can buy. The staff and young helpers do a great job, well done'. 'My child and I are very happy with the club'. Inspection report continued 'I think the consistency and dedication of the staff at GASC provides a friendly, supportive environment for my son. It is testimony to the service that my son asks to go to the club during the summer holidays. I feel I am leaving my son with people who care about his and his friends well-being'. 'Very happy with the club, my child gets to do a wide range of activities and crafts. she loves coming on a Friday afternoon when the club has theme days e.g. cupcake day or beach day. The club hand out questionnaires to get feedback from the children, and always listen to what they say and try to implement their suggestions'. Gylemuir After School Club, page 10 of 28

'Gylemuir Afterschool club in my children's own words are a 'Fun place to go' Very friendly staff who are flexible when working arrangements can change quickly. I feel happy my kids are in a safe environment while I'm working'. 'I have two little girls who attend afterschool club. They both love going. For my little girl (child's name given) it has changed her world... I have never come across such a fantastic, supportive, loving and caring team. They include (child's name given) in everything and nothing is ever too much bother. She just loves going and I don't know what we would do without the team at Gylemuir After School Club. They are all FANTASTIC. We also spoke with one parent during the inspection. They were very complimentary about the staff team and delighted with the support and activities their child experienced at the club. Gylemuir After School Club, page 11 of 28

3 The inspection We looked at how the service performs against the following quality themes and statements. Here are the details of what we found. Quality Theme 1: Quality of Care and Support Grade awarded for this theme: 5 - Very Good Statement 1 We ensure that service users and carers participate in assessing and improving the quality of the care and support provided by the service. Service strengths At this inspection, we found that the performance of the service was excellent for this statement. We looked at information displayed for families, communication methods between the service, parents and children. We also spoke with staff and children and observed staff practice. We found that families were consulted, informed and asked to give feedback about the service through having: * policies about 'Involving and Consulting Children' and working in 'Partnership with Parents'. * regular news shared by text or e-mail to parents that included information about staff changes and training. *information displayed about the service including activities to be provided *parental and child evaluation forms to seek their views about the general service. Feedback results were displayed including the action that had then been taken * a suggestions box * asking for suggestions for trips and menus a well as requesting feedback from the primary 7 children leaving the service about their thoughts and how to improve * website with information about the service and parents facebook page * opportunities to share information about children's care and support with their parents by phone or when they arrive to collect their child * a membership pack for families about the service including a welcome book * daily registration time to discuss what is happening each day and the chance for children to give any comments or ask questions about the service Gylemuir After School Club, page 12 of 28

* children being involved in giving their ideas about the activities that were to be planned * children being able to request additional resources throughout the session * information about the regulatory body displayed at the door * some photos of children taking part in activities and some art work was displayed. This meant that parents and children could see what opportunities were available to children * testimonials available to view from previous parents and children who had used the service * feedback from parents through the Annual General Meeting. We saw staff asking children about their chosen activities and consulting them about what they wanted to take part in. This meant that children's interests and needs were met throughout the session. In the 13 care standards questionnaires returned to us, all parents indicated 'Strongly agree' or 'Agree' to the following statements:- * The service has involved me and my child in developing the service, for example asking for ideas and feedback. * I am kept informed about what is happening in the service, for example through newsletters and information boards. Areas for improvement In their self assessment, the service told us about the areas of improvement they had actioned since the last inspection. This included the introduction of an activity report folder and taking photos of any activities or changes to the environment. The service told us that they no longer did regular newsletters due to using e-mail for more regular communication. The Manager advised that the need for this would be monitored as we discussed that a newsletter displayed may also be beneficial to outline key communication reminders. The service should continue to monitor and maintain the very high standards of quality. They should ensure they are rigorous in identifying any areas for improvement and implementing action plans to address these. Service strengths Inspection report continued At this inspection, we found that the performance of the service was good for this statement. We looked at information including children's records, the medication system and accident reporting system. Policies and procedures were in place to support this statement and inform staff work practice. Some of the strengths under Quality Theme one, Statement one also apply to this Quality Statement. Effective systems were in place to support the gathering of information about children's needs. Enrolment forms were completed when children started the service and included a record of children's name, date of birth and emergency contacts. These were renewed on an annual basis with families. Allergy and dietary information was also sought along with parental consent for outings and photographs. On receipt of this information, sheets were developed for children to record known allergies and parental consent for outings and photographs to be taken. The medication system in place included seeking written parental permission and instructions prior to administering regular medication that was to be given to a child every time they attended. Systems were in place to record any accidents and this information was shared with parents. This meant that parents were informed of anything that had happened to or involved their child during their time at the service. Planning was carried out weekly and staff described how children were involved in this process. They evaluated activities each day and took a photograph of children taking part in specific activities. Staff engaged positively with the children and took part alongside them with the activities to support them as appropriate. For example making bracelets and pom poms. Staff monitored children's experiences and intervened appropriately to develop their experience and maintain safety. Staff used positive behaviour strategies and discussion to further support children's time at the service which included reminding them of the rules and boundaries of their play. We observed the children to be enjoying the available activities and interaction with their peers and staff. We saw that children had access to drinks during snack and a water machine was available throughout the session so that children could help themselves. Children were involved in the planning of the snack menus and fruit was provided to promote healthy eating. By parental request, some children left the service without staff supervision to attend activity clubs or go home. Written parental permission was recorded. Through discussion with staff, it was clear that they knew the children in their care well. They described how they met the children's individual needs and interests. It was clear that Gylemuir After School Club, page 14 of 28

children's individual needs had been shared appropriately with all staff to ensure continuity of care and support for children. A member of staff was the designated Child Protection Officer and all staff had been training in Child Protection. Staff clearly understood their roles and responsibilities to safeguard children in their care and liaise with other agencies as appropriate. In the 13 care standards questionnaires all parents indicated 'Strongly agree' or Agree' to the following statements:- * My child regularly gets fresh air and energetic physical play. * My child can experience and choose from a balanced range of activities. * The service has a clear code of behaviour for children, and works with the children to make sure they understand it. * The service makes good use of resources in the community for example library and parks. Areas for improvement Inspection report continued In their self assessment, the service told us that following feedback from the children, they hoped be able to access the school gym hall if this became available in the future. On viewing the enrolment forms, we saw that the service did not ask parents for their child's General Practitioner's name and address and telephone number. This information must be kept and is outlined in the document 'Records that all registered care services (except childminding) must keep and guidance on notification reporting' available on our website www.careinspectorate.com. The Manager told us that the enrolment form had been updated and that this information request must have been omitted in error. The Manager agreed to take action to address this. (See recommendation one). We saw that parents had provided medication to be used for their child as and when required due to allergies or medical conditions. We were told they had not had to administer any of this medication. The service had not used their medication system to record permission and instructions from parents about this. We directed the Manager to the good practice document 'The Management of Medication in Daycare and Childminding Services' and 'Infection Prevention and Control in Childcare Settings (Daycare and Childminding Settings), available on our website www.careinspectorate.com. The Manager agreed to access this document and take action to ensure that medication records are kept in line with this. (See recommendation one). Although there was an accident book, staff noted any accidents in the communication diary to show that parents had been informed. We advised that all accidents should be recorded in the accident book which parents should then Gylemuir After School Club, page 15 of 28

countersign to demonstrate they have been informed. This system would also help staff to monitor the number and type of accidents of accidents taking place for audit purposes. (See recommendation one). Although staff knew children in their care well, information was not recorded about children who had any additional support or medication needs. The Manager agreed to update children's files as appropriate in consultation with parents to ensure all information was up to date and demonstrate how their individual needs had been taken into account. (See recommendation one). Discussion took place with the Manager about children's 'personal plans' which includes information gathered at the time of their annual enrolment, through care plans or any changes throughout the year. The service were now aware that in line with SSI 2011/210 (5) (2) (b) every child's 'personal plan' must be reviewed either when requested by parents, when there were any changes or at least every six months. We were told that the annual enrolment process had taken place for the new school year and systems would be put in place to review this information within the next six months. This will be followed up at the next inspection. Grade awarded for this statement: 4 - Good Number of requirements: 0 Number of recommendations: 1 Recommendations Inspection report continued 1. Action should be taken to review and expand on the information gathered and recorded about children's care needs in line with good practice and legislation. This should include improving the medication system, accident reporting system and developing and reviewing care plans for children. Service strengths The strengths under Quality Theme one, Statement one also apply to this Quality Statement. Areas for improvement In their self assessment, the service told us that they were introducing a recycling area for the children. The information under Quality Theme one, Statement one, also applies to this Quality Statement. Grade awarded for this statement: 6 - Excellent Number of requirements: 0 Number of recommendations: 0 Statement 2 We make sure that the environment is safe and service users are protected. Service strengths At this inspection, we found that the performance of the service was very good for this statement. The evidence we viewed demonstrated how the service ensured that the environment was safe and service users were protected. There were various policies and procedures in place to support this statement such health and safety, risk assessments and evacuation plans. We found the areas used by the service to be suitably ventilated, lit and well maintained. Any maintenance issues were reported to the school. This demonstrated that the service took responsibility and made a commitment to the upkeep of the areas they used. Daily risk assessments were carried out to assess the environment and any outings. Public Liability Insurance was in place and displayed for information. Emergency Evacuation procedures were displayed. This demonstrated that the service was committed to ensuring that staff and children were aware of what to do in the event of an emergency. There was a secure entry system in place at the main entrance door. Parents and visitors had to be given access to the building by staff. Visitors' details were recorded on entering and leaving the building and visitor badges were used. This helped ensure that no one entered the building without the knowledge of staff. The play areas allowed children to be involved in a variety of activities either on their own or in small groups. There was an extensive selection of resources available for the children including a role play home corner. These were set up to make the best use of the available space and were well used by children. We saw that the children enjoyed using the floor space for a number of resources including the train set, small world toys and construction model making. There was sufficient storage for the resources and children could select toys from shelves and trays within the room. In the 13 care standards questionnaires all parents indicated 'Strongly agree' or 'Agree' to the following statements:- * The staff ask for my child's views and about the activities and outings, and use them to plan future activities. * The service is a safe, secure, hygienic, smoke free, pleasant and stimulating environment. * There is enough space for the children to play and get involved in a range of activities. * The service has a suitable range of equipment, toys and materials for the children. Areas for improvement Inspection report continued In their self assessment form, the service told us that they were reviewing their play environment to try to create more space. We agreed with this area for improvement. We saw that children enjoyed playing on the floor with some of the resources but that the floor space was limited due to the location of the tables. This made it difficult for children to then move about freely and safely in some parts of the room. Although staff risk assessed the general environment daily, written risk assessment for the premises should be further developed to outline the any potential hazards and the action taken to address these or minimise risk. Grade awarded for this statement: 6 - Excellent Number of requirements: 0 Number of recommendations: 0 Statement 3 We have a professional, trained and motivated workforce which operates to National Care Standards, legislation and best practice. Service strengths At this inspection, we found that the performance of the service was good for this statement. We looked at training plans, appraisal forms and induction information. There was also a range of policies and procedures to support and inform practice including whistle-blowing, staff development and training and staff recruitment. We found that staff were professional, caring and committed to providing quality care for the children and attending training to further support children's needs and the delivery of the service. Staff worked well together as a team. A staff handbook and an induction programme were in place for all new staff which ensured they were aware of the service's policies and procedures and their role about health and safety, child protection, child safety, interaction with parents. The Manager and staff team members were registered with the Scottish Social Service's Council (SSSC). The SSSC are the body who regulate care staff and decide on the level of qualification for each post. Staff registered with the SSSC had a certain length of time to gain a qualification suitable for the position they held in order to meet their registration criteria. This was to ensure that registered staff would have a recognised qualification and the skills to meet the needs of the children in their care. A training and development folder had been developed and staff had to sign this information to demonstrate that they had read information about the relevant policies and procedures to inform their practice. There was a record of training attended by staff as well as future training booked and planned for. All staff had attending child protection training and held first aid certificates. There was an annual appraisal and performance review for staff. This helped identify staff members' individual needs and any areas for development or support they needed throughout the year. The Manager worked alongside the staff team to deliver the service each day. This meant that the Manager could view staff practice and any issues, information or new ideas could be communicated with staff either on an individual basis or through the team meetings. Staff contributed to the weekly team meetings through giving their ideas and suggestions. We saw examples of this through viewing the written notes from the meetings. A staff survey asked staff for feedback about their team, management, training and development, the best thing about working there, any improvements and space for general comments. This information gathered from this process demonstrated that staff were committed to continue to improve upon their skills and the service. In the 13 care standards questionnaires, all parents indicated either 'Strongly agree' or 'Agree' with the following statements:- * I am confident that the staff have the skills and experience to care for my child and support their learning and development. * I am confident that there are always enough staff in the service to provide a good quality of care. * My child appears happy and confident with the staff. * The staff treat my child fairly and with respect. Areas for improvement In their self assessment, the service told us that they would continue with staff training. One new member of staff was still to receive their SSSC certificate of registration. We were told this was due to be issued. On receipt of this information, this would be Gylemuir After School Club, page 21 of 28

recorded in their staff file including their registration number and any conditions to their registration about training. We will follow this up at the next inspection. We saw that only one reference was in a staff member's recruitment file. The Manager told us two had been sought and it was thought this information was held by the committee. The Manager agreed to locate this for the file. On viewing staff files, we saw that a staff member had been employed prior to their Protection of Vulnerable Groups (PVG) scheme update being received. We directed the Manager to documents about safer recruitment practice 'Safer Recruitment Update' and 'Protection of Vulnerable Groups (PVG): Guidance for regulators and Providers which were available on our website www. careinspectorate.com. We were told that the staff member had already had a PVG check carried out through their college and had been on placement at the service. The service had not been aware that they had to await the updated document before they were then employed. We have made a requirement about this. (See requirement one). Grade awarded for this statement: 6 - Excellent Number of requirements: 0 Number of recommendations: 0 Statement 4 We use quality assurance systems and processes which involve service users, carers, staff and stakeholders to assess the quality of service we provide Service strengths At this inspection, we found that the performance of the service was good for this statement. We looked at evidence about the systems used to assess the quality of the service provided. A complaints procedure was in place and was shared with parents. This meant that parents were informed about who to contact in the event of any concerns. The Manager described and demonstrated the quality assurance systems and processes that were used to monitor, maintain and improve the quality of the service. about record keeping, policies, staff skills and practice and the experiences provided for children attending the service. These systems and processes included:- daily discussions with staff at the start and end of the day to share any relevant information or observations. evaluating planning including areas/resources with the children. questionnaires given to parents, children and staff. annual appraisals for staff. reviewing and updating their policies annually regular parental committee meetings which the Manager and some staff from the service normally attended parental feedback also sought about the service at the Annual General Meeting. developing an operational plan each year for the service with key development areas to be progressed. This had included the promotion of the primary one club and communication with parents. The plan outlined the steps to be taken, resources needed, timescales and evaluation of the plan. having weekly staff meetings that were recorded. On viewing the records we saw that staff contributed to these meetings and the decisions made. having links with other services to share best practice through discussion and visits by staff. Areas for improvement In their self-assessment, the service told us that they were looking for more ways to encourage feedback from families. The Manager agreed to update the Complaints policy to include the Care Inspectorate's telephone number. The service should develop quality assurance systems and processes to help assess and improve the delivery of the service. (See recommendation one). The Manager told us that they also operated in the school holidays and that this had taken place for a number of years. The service was not registered to do this as it was not on their Certificate of Registration. To address this, the Manager submitted a variation application form to the Care Inspectorate to request a change to their operating hours. The Manager is aware that the service must adhere to their conditions of registration at all times.
