3 1 About the service we inspected Inspection report The Care Inspectorate regulates care services in Scotland. Information in relation to all care services is available on our website at We have decided to inspect this service as a "Validation Inspection" as part of a test of change as the service has been operating at a very good or excellent level with positive outcomes for children attending. Tests of change are about implementing new ideas on a small-scale, quickly and effectively. The results are then measured and any adjustments made before rolling out the tried and tested change. The Care Inspectorate will undertake a full evaluation of the "Validation Inspections" and other Tests of Change. Further information can be found on our website This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it Right for Every Child (also known as GIRFEC). Set up by the Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. GIRFEC is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of GIRFEC. They are: safe, healthy, achieving, nurtured, active, respected, responsible and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. Craigour Park Primary School Nursery Class is an integral part of Craigour Park page 3 of 13
4 Primary School in Edinburgh. The nursery serves residents of the Moredun area of Edinburgh. The nursery has its own entrance and outdoor play area and also has access to the school's gymnasium when required. The nursery consists of two large playrooms which are spacious and bright. Each playroom has a kitchen and toilet area and they are connected by a small corridor. Craigour Park Primary School Nursery Class is registered to provide a care service to a maximum number of 50 children at any one time aged from three years to primary school entry. The nursery is administered by the City of Edinburgh Council's Children and Families Department. The head teacher has overall responsibility for the management of the service with day-to-day management responsibility given to the depute head teacher. An early years officer and five early years practitioners make up the staff team. What we did during the inspection We wrote this report following an unannounced inspection which took place on Monday 8 February 2016 between the hours of 9.00am and 2.15pm. We completed the inspection and informed the depute head teacher and early years officer, referred to as the management team throughout this report, of our findings during the inspection on the same day. As part of the inspection, we took account of the completed annual return that we asked the service to complete and submit to us. We sent 35 Care Inspectorate care standards questionnaires to the service to distribute to parents. Parents returned 16 completed questionnaires before the inspection. During this inspection process, we gathered evidence from various sources, including the following: page 4 of 13
5 We looked at: - children's Personal Learning Plans (PLPs) - newsletters - the service's annual return - a sample of the service's policies and procedures - medication recording system - accidents/incidents recording system - planning sheets and evaluations - staff's interaction with the children - the resources, toys and environment. We spoke with: - the depute head teacher - early years officer - early years practitioners - some parents - children. All of the above information was taken into account and reported on under the relevant Quality Themes and Statements within this report. Taking the views of people using the care service into account We observed the children to be happy and engaged during their play. They appeared confident in their interaction with staff and their peers. Staff were seen supporting the children appropriately throughout the sessions. Children told us what they liked about the nursery and the different activities they could choose from and they were happy to show us around the playrooms. Taking carers' views into account In a review of the sixteen returned Care Inspectorate care standards questionnaires nine parents indicated 'strongly agree', six indicated 'agree' and one indicated 'don't know' with the following statement: - Overall, I am happy with the quality of care my child receives in this service. page 5 of 13
6 We received the following written comments: 'I am very grateful for the staff at Craigour for being such a great help with my son. At first my son found it very difficult to settle due to me leaving him until the teachers took over and within a couple of days my boy was settled and never looked back. Thanks to the teachers I can now leave my boy and enjoy my couple of hours without worrying.' 'Staff don't really tell me anything about activities or when photos are. They are not very good at communicating with me.' '(Name of child) loves her nursery and teachers.' Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. The Care Inspectorate did not receive a completed self assessment from the service. We discussed this with the management team during the inspection. page 6 of 13
7 2 The grades we awarded Inspection report We grade the quality of care and support, quality of the environment, quality of staffing and quality of management and leadership. In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent. Quality of care and support Quality of environment Quality of staffing Quality of management and leadership 5 - Very Good 5 - Very Good 5 - Very Good 5 - Very Good 3 Quality of care and support Findings from the inspection Craigour Park Primary School Nursery Class had sustained their very good practice for this theme. We looked at this theme using GIRFEC and SHANARRI and focused on the wellbeing indicator of achieving. We talked to children, parents and staff and observed the quality of interaction between staff and children. We concluded from this that staff had maintained and improved their practice in the care and support of children. The information gathered about the children allowed staff to offer quality play experiences which supported the children's learning and development. The learning environment created by staff enabled children to take the lead in their play and allowed them to engage in activities which were stimulating and challenging. Children were listened to by staff and they were included in decision-making about the nursery. We saw their input reflected in the planning. Children's achievements were celebrated and included in their e-learning journals. Parents were encouraged by staff to read and comment in the journals and to share their child's current interests and new experiences. Children were encouraged by staff to be independent and they were supported to develop self-help skills, such as putting on their coat, helping with snack and tidying page 7 of 13
8 up after their play. We saw that staff were kind, caring and nurturing in their interactions with the children. Grade The quality of care and support is graded 5 - Very Good Requirements Number of requirements - 0 Recommendations Number of recommendations - 0 Inspection report 4 Quality of environment Findings from the inspection Craigour Park Primary School Nursery Class had sustained their very good practice for this theme. We looked at this theme using GIRFEC and SHANARRI and focused on the wellbeing indicator of achieving. We observed that the standard of resources, safety and cleanliness which was identified during the previous inspection had been maintained and developed. The layout of the playroom allowed children to move around freely and make choices as to where they wished to play. Children had access to a stimulating and challenging environment which constantly evolved as children's interests were responded to by staff. The playrooms were well resourced and were an exciting space for children to experience positive outcomes and staff supported them to use their imagination and experiment. Parents we spoke with said they were happy with the range of different activities on offer for their children. Children were kept healthy and active as they had daily access to the outdoor area and we saw children engaging with the resources available. Staff were always on outdoor duties which meant there were no restrictions on where children chose to play with helped to support their decision making skills and independence. We looked at this theme using GIRFEC and SHANARRI and focused on the wellbeing indicator of achieving. Staff discussed the interests and needs of the children and the ways they worked to support them. We saw that they were skilled at knowing when to intervene in children's play and when to stand back. Staff had an understanding of GIRFEC and how the SHANARRI principles could be used to support children's wellbeing. They worked as a team and showed that they respected and supported each other whilst recognising their different strengths. Staff told us about the areas they had developed and taken forward such as working with the parents group to make crafts to help raise funds at a Christmas Fair and taking the lead on a bedtime story initiative. Staff spoke positively about the support they received from the management team and the training opportunities they were able to access. Recent training had included autism awareness, GIRFEC and first aid. The range of training opportunities had a positive impact on children's experiences. 10 Recommendations Number of recommendations Quality of management and leadership Findings from the inspection Craigour Park Primary School Nursery Class had sustained their very good practice for this theme. We looked at this theme using GIRFEC and SHANARRI and focused on the wellbeing indicator of achieving. We spoke with parents, children and the management team and concluded that the service had maintained and continued to improve the quality of management and leadership within the service The management team and staff were fully committed to the on-going development of the service and providing positive outcomes for children. The depute head teacher spent time in the nursery and was informed about staff's skills and practice. She delegated tasks and told us that she played to staff's strengths. Staff were involved in the development of the service's Standards and Quality Improvement Plan (SQIP) and it was displayed for parents to read. The SQIP is a tool used by the local authority to enable services to sets out the targets the service has identified for improvement over the coming year. Parents were encouraged to be involved in the life of the nursery and had opportunities to influence what happened with the service and to comment on the quality of the experiences offered to their child. 11 7 What the service has done to meet any requirements we made at our last inspection Previous requirements There are no outstanding requirements. Inspection report 8 What the service has done to meet any recommendations we made at our last inspection Previous recommendations 1. It is recommended that a monitoring system is developed to ensure that all information held on children, such as their PLPs, contain the same information. This is to ensure there is a consistency for all children. National Care Standards early education and childcare up to the age of 16 Standard 4: Engaging with children Standard 14: Well-managed service. This recommendation was made on 24 January 2013 The service has implemented a system to ensure all e-learning journals are in the same format and the information contained is consistent. This is monitored by the management team. Therefore this recommendation has been met. 2. It is recommended that system is developed to record when parents should be informed that medication held for their child is due to expire and that a replacement is required. This is to ensure that the medication held by the nursery can be used. National Care Standards early education and childcare up to the age of 16 Standard 3: Health and wellbeing Standard 14: Well-managed service. This recommendation was made on 24 January 2013 A note of when medication is due to expire is kept in the nursery diary and inside the first aid cupboard. This is regularly checked and parents are informed before page 11 of 13
12 medication is due to expire to enable them to get a replacement.
