3 1 About the service we inspected The Care Inspectorate regulates care services in Scotland. Information about all care services is available on our website at This service was previously registered with the Care Commission and transferred its registration to the Care Inspectorate on 1 April The Care Inspectorate is committed to improving the health and wellbeing of all children receiving a care service. We want to ensure they have the best start in life, are ready to succeed and live longer, healthier lives. We check services are meeting the principles of Getting it right for every child (also known as GIRFEC). Set up by Scottish Government, GIRFEC is a national approach to working in a consistent way with all children and young people. It is underpinned by the principles of prevention and early intervention. The approach helps services focus on what makes a positive difference for children and young people - and what they can do to improve. Getting it right for every child is being woven into all policy, practice, strategy and legislation that affect children, young people and their families. There are eight wellbeing indicators at the heart of Getting it right for every child. They are: safe; healthy; achieving; nurtured; active; respected; responsible; and included. They are often referred to as the SHANARRI indicators. We use these indicators at inspection, to assess how services are making a positive difference for children. Queen Street Nursery School is a service run by Falkirk Council Education Services to provide care and education for children aged from two to those not yet attending school. The service is provided within a self-contained building near the centre of Falkirk. There is no specific catchment area. The service operates Monday to Friday from 8am to 6pm all year round. The service is registered to care for a maximum of 103 children. Twenty-three will be aged two to under three years and a maximum of 80 children aged three years to those not yet attending primary school. page 3 of 9

4 Staff sickness, in particular within the senior management team, had impacted on the delivery of the service with a temporary manager in place for a short period of time. However, experiences for children continued to be very good. The aims and objectives of the service are linked to the four capacities of a Curriculum for Excellence in aiming to give children opportunities to become; Successful Learners, Confident Individuals, Responsible Citizens and Effective Contributors. What we did during the inspection We wrote this report following an unannounced inspection that took place at the service over a three day period. Two inspectors visited on Monday 30 May 2016 between 8.30am and 4.45pm. One inspector visited on Tuesday 31 May 2016 between 8.30am and 4pm. We provided feedback to the service on Wednesday 1 June 2016 between 10.45am and 1pm. During this inspection we gathered evidence from various sources including: - We sampled seven children's personal plans - We checked records of the administration of medication to children - We observed the environment and how it was used to support children with additional support needs - We checked staff continued professional development records - We checked the improvement plan - Practitioners' meeting notes - Staff supervision records - Storage and administration of medication records - Volunteer policy. 5 Taking the views of people using the care service into account We spoke with a number of children during our visit and observed them in the service enjoying the range of activities and experiences available. Children told us they enjoyed playing outside, about their visits to their new school and about other activities they enjoyed including painting, building spaceships and singing. Taking carers' views into account We spoke with six parents and carers during our visit and received 15 completed care standards questionnaires as part of the inspection process. Positive feedback was given about the service delivery and families experiences. Parents said staff were; "welcoming and kind", "... staff have been fantastic and always answer my questions...", "... staff have provided me with good advice and support...", "staff always friendly and approachable..." and "... staff at Queen Street are polite, well mannered..." They said that children loved going to nursery and that they were really happy with the care they received. Some parents highlighted that they felt cuts to the service by the local authority and staff sickness had impacted negatively on the level of effective communication and opportunities to meet to discuss their children's progress and learning. Comments on Self Assessment Every year all care services must complete a 'self assessment' form telling us how their service is performing. We check to make sure this assessment is accurate. We received a fully completed self-assessment from the provider. This provided us with information about what the service thought they did well and some areas for development. page 5 of 9

In each case, we award a grade on a scale from 1 to 6, where 1 is unsatisfactory and 6 is excellent.
