1.8 REPRESENTATIVE UMPIRING Nominations are called for umpires that are interested in representing Cairns in an Officiating capacity at intercity competitions and State Championships. Each representative team is required to supply an umpire to for intercity competitions and State Championships. These arrangements are organised by the CHA Umpires Association. 2. REPRESENTATIVE PAYMENTS Payment for Representative duties must be finalised before participating in the selected Championships. Payment can be made in a number of different formats ie cash, direct debit or EFTPOS through the CHA Administration Office. COST EQUALISATION POLICY Understanding Cost Equalisation Cairns Hockey has for some time now used cost equalisation for all representative teams as a way of attempting to ensure that all representative costs are shared equally across all teams. The structuring of the cost sharing is broken down into age group representative teams (13, 15 & 18) and the Open and Super League teams. Men s and Women s Masters are not included in the process for a number of reasons. CHA is primarily concerned with the Age groups as the Open and Super League teams, whilst being cost equalised in a similar fashion, are the responsibility of Hockey Queensland. Costs that are included in the CE process are: Travel (Flights, Charter Coach, Team Self Drive Hire Cars and Buses)** Accommodation (must have 1 bed per player) Coaches and Managers costs (Travel and Accommodation only) Team Umpire costs (Travel and Accommodation only must contribute to kitty) Charter coach driver accommodation and meals (if used) Uniform Recovery costs (a static cost for all players therefore not equalised) HQ Team Nomination fees (a static cost for all teams therefore not equalised) Costs that are not included but not limited to: Team kitty Umpire meal costs Once team numbers are known (e.g. 2 x Under 13 Boys, 3 x Under 13 Girls etc.) travel and accommodation arrangements are made to suit the numbers of athletes travelling and the destinations being travelled to. CHA pre-determines the number of athletes to be used in Page 6 of 11 Cairns Hockey Association Representative Booklet

each team based upon anticipated championship demands. When these total costs are accepted and collated they are then divided by the total number of players participating to arrive at the Cost Equalised amount. As most Championships are currently of three days duration we generally include an extra day for travel prior to the commencement of a championship. Should any extra days be required the costs are the responsibility of the travelling group that requires them and are not Cost Equalised. ** When determining modes of travel it really comes down to a cost versus overall benefit. A couple of examples would be: 1. For a Championship being held in Ipswich we would organise travel to be by flight to Brisbane and then collect self drive min-buses with trailers for travel to Ipswich as this has proven to be the most flexible and cost effective for this location. We have utilised this method to centres between Tweed and Bundaberg with flights direct to the Gold Coast for Tweed/Gold Coast areas. 2. For a Championship in Mackay, Rockhampton, Gladstone we currently utilise Charter Coach which once again has proven to be the most cost effective. 3. GRANT ASSISTANCE Parents/Guardians and teams are encouraged to submit for Grants to relieve the cost of representative trips & the cost of playing. Some grants available Queensland Government Department of National Parks, Recreation, Sport and Racing http://www.nprsr.qld.gov.au/funding/getinthegame/index.html http://www.nprsr.qld.gov.au/funding/overview/young-athlete.html Cairns City Council http://www.cairns.qld.gov.au/community-information/community-grants 4.
