1 MEMORANDUM TO: Netball WA Member Regions and Associations FROM: Simon Taylor CEO Netball WA RE: Non-Playing and Volunteer Categories DATE: 6 February 2015 Netball WA has recently received feedback from a small number of Associations and Clubs in relation to the Non-Playing membership category and fee. The purpose of this communication is to provide further clarity and information regarding this membership fee. In the 2015 Netball WA Affiliation and Membership Fees memo dated 15 October 2014 (circulated to all Regions and Associations), the Board of Netball WA mandated that the Non-Playing membership fee for 2015 would remain at $45.00 (GST inclusive). The memo also reinforced that the fee for all membership categories would be compulsory, including the Non-Playing membership fee, which, until this year, had not been enforced. Non-Playing Membership Whom it applies to and Purpose In order to clarify which particular cohort are to be classified as Non-Playing Members, the 2015 Netball WA Affiliation and Membership Fees memo sought to outline the distinction between the Non-Playing and Volunteer categories. Based on member feedback to date, Netball WA has further clarified the definitions in order to assist Regions, Associations and Clubs to understand whom this membership type applies to. For the purpose of this document, Entity Teams and School Teams are considered Clubs. Any Non-Playing member who holds a position of significant responsibility, as detailed in Table 1, must be a registered financial member of Netball WA. To ensure compliance with all relevant member related policy (e.g. Member Protection Policy, Anti-Doping Policy, Codes of Conduct etc.), Netball WA provides an ever increasing level of education and support services to this important cohort to mitigate their risk including the administration of the National Risk Protection Program. In addition, all Non-Playing members are required to be registered through MyNetball. The definition of a Volunteer role has been outlined in Table 2 and captures those individuals at the community level that do not have a level of significant responsibility (notwithstanding the collective obligations of the Member Protection Policy) and therefore no member fee is paid. The recording of these individuals in MyNetball is however still a prerequisite and administrators at all levels must ensure this information is uploaded thus ensuring potential risks are mitigated under the National Risk Protection Program. In light of questions raised regarding which specific Committee members are required to be registered annually as Non-Playing members, this is generally determined by each individual Region, Association or Clubs Constitution. For those entities i.e. Clubs, Schools, Entity Teams operating with a Committee but without a Constitution, the following key individuals are regarded to hold positions of significant responsibility and are therefore required to be registered as Non-Playing members: President, Vice-President, Secretary/Administrator/Club Coordinator Treasurer, Member Protection Information Officer (MPIO)
3 Examples have been provided to Netball WA where Clubs have between individuals recognised on their Committees. Whilst many of these positions fulfil vital roles within the club environment, not all would necessarily be considered roles of significant responsibility or be included under a Constitution. Therefore, as previously advised, we encourage Regions and Associations to continue educating their Clubs in revisiting their Constitution to ensure that only those roles listed within their Committees are registered. Similarly several Clubs queried whether club or community teams that had multiple coaches across a season (i.e. stand-in coaches ) were required to be registered as Non-Playing members. Netball WA advises that in this case the Coach nominated as the official Team Coach prior to the start of a given season is to be subsequently registered as the Non-Playing member. Questions were also raised as to whether it was compulsory for Coaches, Umpires and Score Bench officials affiliated under the Non-Playing membership category to undertake National Coaching or Officiating Accreditation Courses as a condition of their membership. Netball WA advises that whilst the National Coaching and Officiating Accreditation Scheme is not compulsory for this membership category, the provision of ongoing education and accreditation is encouraged at all levels of the sport. Therefore this Non-Playing member grouping will still have access to the National Risk Protection Program regardless of their accreditation level. History of the Non-Playing Membership The Non-Playing membership category has been an existing Netball WA membership type since 2012 (prior to this, it was known as the Officials membership category) Netball WA Board s decision to re-categorise was in line with changes to Netball Australia s membership categories. Throughout 2013 and 2014, Netball WA provided information to all Regions and Associations regarding how and why the collection of a Non-Playing membership fee was to be mandated. It does appear however that not all Regions, Associations (and subsequently Clubs) have been fully aware of the fee s key features and benefits and therefore have not enforced the payment of the fee. Notwithstanding the afore mentioned information provided to Regions and Associations, the payment of the fee for the Non-Playing membership category has not, to date, been enforced by Netball WA. From 2015 onwards, all the identified Coaches, Umpires, Officials and Committee Members as outlined in Table 1, and those Volunteers, outlined in Table 2 are recognised, have the appropriate level of protection and access to the sport s development and education opportunities and services, thus providing an investment into the sport s future.
4 Benefits of the Non-Playing Membership Whilst some of the key services are more Club / Association / Region oriented the individual members get benefit from the fact that their Club / Association / Region are able to operate more efficiently and effectively through the use of these services. Some of the key benefits of the Non-Playing membership include but are not limited to the following services: Member Services: includes governance reviews, administration support for membership procedures, MyNetball training/support, complaint handling guidance and support, administration support for development programs, provide advice/assistance in relation to current best practice, Volunteer Management assistance and the delivery/training for Top Club Planning Tool; access to sport service organisations such as the Department of Sport and Recreation and the WA Sports Federation, grant applications and funding, facility management and development support and access to the sport of Netball; Development and Elite Pathways: includes Player, Coach and Officials education and development programs, resources, National Coaching Accreditation Scheme (NCAS), National Officiating Accreditation Scheme (NOAS), professional development opportunities, establishment and implementation of NetSetGO, Dare to Develop a Diamond Program (11-13 year olds and year olds aimed at Club Coaches and Players), Regional Talent Development Programs, Develop a Diamond Academy (Regional Academy), Fever in Time (State Academy), State Teams and advice/assistance in relation to current best practice; Community Development: includes programs aimed at increasing participation, diversity and growth within our sport. These programs include ScoolNet, - NetSetGO and Step-Up Clinics, West Coast Fever Cup, Fever Fastball, Specialist Schools, National Schools Ambassador Program and all Inclusion Programs (Multicultural, Aboriginal and Torres Strait Islander and Disability); Insurance: all Netball WA affiliated members and appropriately recorded Volunteers are protected by Willis Insurance. In line with the National Risk Protection Program (NRPP) the following coverage is provided for Non-Playing Members and Volunteers:! NON-PLAYING MEMBER Personal Accident Public Liability Professional Indemnity! VOLUNTEERS Personal Accident Public Liability
5 A significant point of difference in relation to insurance is that registered Non-Playing members are also covered by Professional Indemnity (also known as Association Liability insurance). This provides cover in five distinct areas as follows: Directors and Officers Liability; Professional Liability; Employment Practices Liability; Crime; and Statutory Liability Further information is provided on the Willis Netball website Non-Playing Membership Breakdown The breakdown of all Netball WA membership fees is communicated through the Netball WA Member Handbook which is distributed to all Regions and Associations annually and accessible to all members via the Netball WA website. A significant portion of the Non-Playing membership fee contributes to the ongoing servicing and education of the Non-Playing member cohort. Examples of this over the past two years has seen Netball WA: Engage in over 600 hours of face to face training and many other hours providing support to Non-Playing members using the MyNetball national data base system; Involved in the development of the MyNetball NetSetGO module, which will provide an online registration process for all ANZ NetSetGO Centres and participants. Again this will require a significant investment in training and development. Establish a Member Services Unit within the Netball WA Community Netball Department, to specifically meet the needs of a significant proportion of Non- Playing members. Previously there was only one resource dedicated to the Member Services Unit and currently there are four, servicing member protection, governance, facility development, policy development, Top Club and MyNetball training, education and development; A significant growth in its Coach, Umpire and Officials programs, resources and Regional/Association opportunities. Development of a Strategic Facilities Plan that will assist Associations, Regions and local government authorities with the development of new and upgrading of existing facilities ensuring this part off the netball experience is the best it can be. An end of year audit conducted in 2014 demonstrated that a total of 1,299 Non- Playing members were currently registered with Netball WA. These Non-Playing members were captured from 11 Regions (out of a possible 11), 56 Associations (out of a possible 73) and 206 Clubs (out of a possible 1200).
6 Whilst these statistics are encouraging and shows a level of intent, it is evident that there are still a significant number of Non-Playing members who have not previously been registered. In order to rectify this, Netball WA will continue to work with Regions, Associations and where appropriate directly with Clubs to identify strategies to manage the registration of Non-Playing members. In addition, Netball WA will also be conducting audits throughout 2015 to ensure Regions, Associations and Clubs are compliant with their obligations. Non-Playing Membership Categories in Other Member Organisations Member Organisations including Netball NSW, Netball Victoria, Netball NT, Netball Tasmania and Netball Queensland all mandate a Non-Playing member category. The respective membership fee ranges from $26.00 to $67.00 annually. Specifically, Netball Victoria requires all Coaches, Umpires and Bench Officials to be registered under either a Senior or Junior Playing Category, with all other Volunteers, Committee Members and spectators being asked to pay an Off the Court membership annually. Key Outcomes Netball WA is committed to achieving our stated outcomes within our Strategic Plan and central to this delivery is the role of our Regions, Associations and Clubs in developing strong governance processes, empowering our collective members to build capacity and increase the level of engagement and participation at all levels within our sport. Earmarked for 2015 is the commencement of a Membership Review, endorsed by the Netball WA Board. Feedback and comments will be collated from all levels of membership across various aspects of the business and further commentary in relation to the Non-Playing membership fee will be considered during this process. Netball WA will continue to work with Regions, Associations and Clubs to determine the most effective way to apply this fee across their respective membership.
