ENTRY RULES: Age Categries Junir Athletes: Athletes aged 18 r 19 years n 31 December 2013, (i.e. brn in 1994 r 1995), may cmpete in any event except the Marathn and 50km Race Walk. Yuth Athletes: Athletes aged 16 r 17 years n 31 December 2013 (brn in 1996 r 1997), may cmpete in any event except the thrwing events (male athletes), Decathln, 10,000m, Marathn and the Race Walks. Athletes yunger than 16: N athlete yunger than 16 years f age n 31 December 2013 (brn in 1998 r later) may be entered. 1
Each Member is entitled t enter up t fur athletes per event (see belw fr Marathn and Relays), as fllws: 1, 2, 3 r 4 athletes with the "A" standard; 1 athlete with the B and 1, 2 r 3 athletes with the A standard. In bth cases a maximum f three athletes will be allwed t cmpete. Each Member is entitled t enter tw athletes per event wh have bth reached the "B" standard fr that event but nly ne will be allwed t cmpete. Unqualified athletes: Members wh have n male and/r n female qualified athletes whm they wish t enter in any event may enter ne unqualified male athlete OR ne unqualified female athlete in ne individual event except the 10,000m, 3000m Steeplechase and the Cmbined Events The acceptance f unqualified entries in the Field Events, in the Marathn and in the Race Walks, is at the discretin f the Technical Delegates, based n the technical level f the athlete and n the number f entries in the specific event. Entries fr unqualified athletes must be submitted by 15 July 2013. If anther athlete then achieves the entry standard befre the end f the qualificatin perid, it will be pssible t change the entry accrdingly. If Russia, as hst cuntry, has n qualified athlete (r relay team) in any event f the Champinships, it is entitled t enter ne athlete (r ne relay team) regardless f the entry standard, with the exceptin f the Cmbined Events and Field Events where the abve clause shall apply. The Area Champins in all the individual events (except the Marathns) autmatically qualify fr the Wrld Champinships and will be cnsidered as having achieved the A standard (see specific Regulatins in M-Circular Letter). In the Relays, Member Federatins can enter up t 6 athletes; these must include all athletes (up t the 4 th reserve) eventually entered in the respective individual events (100m and 400m). Any fur athletes amng thse entered fr the cmpetitin, whether fr the relay r fr any ther event, may then be used in the cmpsitin f the team fr the first rund. In the Marathn a maximum f six athletes may be entered but n mre than five will be allwed t start. The reigning Wrld Outdr Champin may als cmpete if entered by his Federatin, but he must be within the five. Please be reminded that the Wrld Marathn Cup team event has been discntinued. 10,000m The Tp 15 athletes finishing in the senir Men s and senir Wmen s races at the 2013 IAAF Wrld Crss Cuntry Champinships are cnsidered t have achieved the A Standard fr the Wrld Champinships. Cmbined Events The Tp three in the 2012 Men s and Wmen s IAAF Cmbined Events Challenge are cnsidered t have achieved the A Standard fr the Wrld Champinships. 20km Race Walk The Tp three in the 2012 Men s and Wmen s IAAF Wrld Race Walking Challenge Final are cnsidered t have achieved the A Standard fr the Wrld Champinships. 2
Reigning Wrld Champin / Diamnd League and Hammer Thrw Challenge Winner In additin t the abve regulatins and the maximum f three athletes cmpeting frm each cuntry, the IAAF will accept the participatin f the current Wrld Outdr Champin and that f the Winner f the 2012 IAAF Diamnd League (in the crrespnding Wrld Champinships events) and 2012 Hammer Thrw Challenge as wild cards, n the cnditin that the athlete in questin is entered by his Federatin. If bth are frm the same cuntry, nly ne f the tw can be entered with this wild card. If a Federatin has fur athletes in ne event as a result f this regulatin, all fur will be permitted t cmpete fr the Marathn see specific case abve. CONDITIONS FOR THE VALIDITY OF PERFORMANCES: Perfrmances must be achieved in the fllwing qualificatin perids: 1 January 2012 t 29 July 2013 fr the 10,000m, Marathn, Race Walks, Relays and Cmbined Events 1 Octber 2012 t 29 July 2013 fr all ther events Perfrmances must be achieved during cmpetitins rganised r authrised by the IAAF, its Area Assciatins r its Member Federatins. Thus, results achieved at university r schl cmpetitins must be certified by the Member Federatin f the cuntry in which the cmpetitin was rganised (fr Race Walks, Marathns and Relays, see hereunder). Perfrmances must be achieved during an fficial cmpetitin rganised in cnfrmity with IAAF Rules. Perfrmances achieved in mixed events between male and female participants (see Rule 147) will nly be accepted under the fllwing circumstances: Fr all field events and races f 5000m and ver held cmpletely in the stadium the results will be: Autmatically accepted if achieved at Natinal Permit cmpetitins Accepted nly with the Area Assciatin's apprval if achieved at cmpetitins under IAAF Rule 1.1 (i) and (j) Never accepted if achieved at cmpetitins cnducted under IAAF Rule 1.1 (a) t (h) Fr rad races (marathns and race walks) the results will always be accepted Wind-assisted perfrmances shall nt be accepted. Hand-timed perfrmances in 100m, 200m, 400m, 800m, 110m/100m Hurdles, 400m Hurdles and 4x100m relay shall nt be accepted. Indr perfrmances fr all field events and fr races f 200m and lnger, shall be accepted. Fr the running events f 200m and lnger, perfrmances achieved n versized tracks shall nt be accepted. In the case f race walks, track perfrmances (20,000m r 50,000m) shall be accepted. 3
Marathns a) Only perfrmances achieved at Marathn Races that respect the fllwing criteria are valid twards the achievement f the Entry Standards: the curse is (r will be) measured prir t the race by an IAAF/AIMS Grade A r B Internatinal Rad Race Curse Measurer the measurement certificate must have been established n mre than 5 years befre the date f the race; the verall decrease in elevatin between the start and finish shall nt exceed 1:1000, i.e. 1m per km. The 2012 list f qualifying marathn curses can be fund n the IAAF website hwever, starting 1 Octber 2012, this will be replaced by a permanent list which shall be updated as new infrmatin n crrectly measured curses is received by the IAAF. Please therefre nte that, fr a marathn curse t be published n the list, it will n lnger be necessary fr the IAAF t receive an applicatin befre a given deadline but Member Federatins and Organisers must still make sure that a prper measurement is cnducted by an IAAF/AIMS apprved Grade A r B Internatinal Measurer and that the measurement reprt is sent t the relevant Area Measurement Administratr fr the certificate t be issued, befre the race is cnducted. b) Marathn races cnducted at cmpetitins held under IAAF Rule 1.1 a), b), c), f) and g) will nt be listed, hwever the results will be valid fr the purpse f entry standards. c) In additin, the tp 10 finishers at the IAAF Gld Label Marathns (in 2012 and in 2013) held within the qualificatin perid will als be cnsidered as having achieved the A Standard (the list f the Gld Label Marathns fr 2012 and 2013 is published n the IAAF Website). The applicatin letter, indicating the date, venue and prgramme f events f the Cmpetitin, must cnfirm that the abve cnditins will be respected. The 2012 list f current qualifying race walk cmpetitins can be fund n the IAAF website. Relays Results f relay races shall cunt twards the achievement f the Entry Standards n cnditin that they are part f a cmpetitin staged in cmpliance with IAAF Rules and that at least three different internatinal teams, representing at least three cuntries, cmpete in the race. AREA CHAMPIONS: Regulatins fr Autmatic Qualificatin t the IAAF Wrld Champinships in Athletics (des nt apply fr relays and marathn) 1. The Area Champin (in each individual event t be cntested at the Wrld Champinships) autmatically qualifies fr the Wrld Champinships, irrespective f whether his perfrmance has reached the A r B standard. 2. The Area Champin shall be the ne wh has achieved the title either in 2012 r 2013. If an Area des nt have Area Champinships in that perid, then the Area may rganise an alternate event t select the Area Champin. 3. The Member Federatin f the Area Champin will have the ultimate authrity t enter the athlete r nt, based n its wn dmestic standard r qualificatin system. 4. If the Member Federatin f the Area Champin enters the athlete, he will be cnsidered as having achieved the A standard. 5. If the Area Champin, fr whatever reasn, is nt entered, his quta will nt be delegated t the secnd placed athlete and the nrmal entry rules and cnditins apply. 6. Fr thse Area Champinships that d nt have certain events, the Area Assciatins can rganise alternate Area specific event Champinships with cnditins cnfrming t Area Champinships Regulatins. 7. Fr an Area having restricted Area Champinships (where the participatin is nt pen t all athletes), the Area Assciatin may specify an existing cmpetitin f a suitable standard fr the purpse f identifying the Area Champin. In such cases, it is necessary that all Member Federatins within the Area be invited t cmpete in this Cmpetitin. 5
