From the FPHA President Welcome to the 2015 FPHA Annual Education Conference. Following a year when there have been new concerns about emerging diseases such as Ebola and MERS, as well as perennial concerns about other natural disasters such as hurricanes, this year s theme is A Prepared Florida: What Does It Mean For Public Health?. Preparedness issues aren t the only topics being discussed however, and I invite you to take advantage of the broad variety of other subjects that will be covered during the conference. In addition to the oral presentations, we are continuing our tradition of holding poster sessions; please be sure to visit with the authors and discuss their latest research with them during the networking breaks. Also be sure to visit our exhibitors. We are delighted that they re taking the time to join us, and to help host the conference. Health disparities persist in many communities in Florida. To affect change in public health, multi-pronged initiatives are necessary. Community based participatory approaches in public health interventions give opportunity and voice to the marginalized; and endeavor to impact the social and cultural norms to improve health outcomes. In this presentation participants will learn some of the key components of basic process management through discussion, examples and hands on activities. At the end of this session each learner will be familiar enough with these concepts to: identify key service delivery and support processes in the work setting, understand four kinds of indicators that can be used to monitor and manage these processes, and recognize various process improvement strategies/methodologies available to improve results. Kent, MPH Administrator, Florida Department of Health in Bay County In 2012, the Bay County Community Health Task Force conducted a comprehensive community needs assessment which resulted in the very first Bay County Community Health Improvement Plan. Diverse sectors of the community including representatives from education, government, health care, business, not-for-profit agencies and citizens came together to identify three priorty health issues to address. Of those three priority health issues, two were Diabetes and Obesity; closely related health conditions for which the improvement interventions were very similar and sometimes referred to as one condition, Diabesity. Diabetes accounts for one out of every 10 dollars spent on health care in the U.S. The Centers for Disease Control and Prevention estimates that 1 of every 3 U.S. adults has prediabetes. In Bay County, FL this translates to approximately 59,000 people. The Diabesity Action Team s Diabetes Prevention and Education Initiative will be discussed during this session. Key components of program development and sustainability will also be discussed. Primary partners in the Diabesity Action Team included representatives from the Florida Department of Health-Bay County, Gulf Coast State College and Bay Medical Center-Sacred Heart Health System. Track Four: Legacy South 1 How Quality improvement Helps Food Borne Investigation: a FDACS and DOH Prospective Patricia Hanson, Florida Department of Agriculture & Consumer Services, Division Food Safety, Bureau of Food Laboratories Dean Bodager, RS,DAAS, MPA, Florida Department of Health, Food & Waterborne Disease Program The Integrated Food Safety Center of Excellence (CoE) in Florida is working closely with local health departments to provide knowledge, assistance and training on investigations of food borne illness outbreaks. A Florida Department of Health representative will share their experience of working with the CoE and their review of CIFOR guidelines tool kit, specifically highlighting areas they identified through the selfassessment where they could improve. A Florida Department of Agriculture and Consumer Services representative will discuss the importance of laboratory accreditation and how it enhances food borne outbreak investigations. The development and release of the HHS recommendation for Fluoride Concentration in Drinking Water for Prevention of Dental Caries will be reviewed in context of the current state and federal environment. The need for dental services among older adults is increasing even more rapidly due to their retaining more of their natural dentition. Access to oral health services has not kept pace with the demand for services. Policy makers demand evidence-based programs and strategies to maximize investment and reach as many older adults as possible. This seminar will highlight the MMA expanded 17

benefits for adult dental services in Florida. Two programs will highlight their efforts: Oral Health America s Wisdom Tooth Project and another program serving older adults in Florida.
