Critical to the success of MNIT is working closely with clinical and support staff from across our MNHHS facilities and services to ensure services remain responsive, relevant and aligned with business priorities. Strategic Sourcing Strategic Sourcing, works with MNHHS business units to purchase ICT goods and services that support clinical and non-clinical service delivery. Our services include ICT procurement consulting, ICT tender development, negotiations and Contract management.

About the Role Context The position reports to the Contracts and Vendor, Strategic Sourcing, MNIT and is part of a team involved in the co-ordination and management of processes involved in the procurement of Information, Communication and Technology (ICT) goods and services and on-going management of ICT Contracts. Purpose To manage the planning, development and negotiation of ICT Contracts, including but not limited to procurement of goods and services, for consumables, equipment, ICT and others which are negotiated with external vendors for MNHHS to deliver required business outcomes according to whole-of-government Policies. Ensure all Legislative and organisational mandates are complied with during the management of end to end procurement and on-going contract management requirements within MNHHS. Key Accountabilities Manage the planning and development of ICT procurement plans for medium to high cost/risk ICT procurement activities to enhance strategic focus and ensure probity and accountability of the process aligns with Procurement Policy and Legislative requirements. Work with relevant Queensland Health Agencies to manage and implement various Consumable and Equipment contracts. Negotiate and consult with internal and external stakeholders regarding procurement and contract related issues to identify specific business needs and to facilitate compliance within the required timeframes. Create opportunities to rationalise contracts and thereby achieving a value for money outcome. Undertake interpretation, evaluation and analysis of data, employ approved procurement processes and operationally manage contracts for goods and services to achieve optimal cost-effective utilisation. Develop and maintain collaborative relationships and undertake negotiations with clients, key stakeholders and other MNIT staff to effect the optimal management of contracts for goods and services. Responsible for the day to day management of various contracts and managing the reporting requirements for Key Performance Indicators identified in each contract. Draft and negotiate Government Information Technology Contracting (GITC) Contracts for goods and services in conjunction with Legal Services, stakeholders and suppliers. Identify and respond to internal stakeholder needs regarding procurement and ongoing contract management requirements and ensure that project outcomes are achieved within agreed timeframes. Manage the documentation requirements for procurement and on-going contract management within the Q Contracts database. Actively promote and communicate the Agency s procurement and on-going contract management strategies to staff and implement processes that promote efficiencies and adherence to Organisational and State Government policies and procedures. Prepare high level submissions and approvals ensuring compliance with HHS & QH Policies and procedures. Mandatory qualifications/professional registration/other requirements Procurement Certification preferably Level 3 or above, and relevant knowledge and experience in both procurement and on-going contract management would be well regarded. Within the context of the responsibilities described above under Key Accountabilities, the ideal applicant will be someone who can demonstrate the following: Demonstrated experience in a procurement and on-going contract management role, ideally from within ICT and Health context. (SFIA Skill: ITCM: Level 5) Ability to provide procurement and on-going contract management advice to key stakeholders including senior management along with knowledge and the practical application of Procurement and contract management. Ability to acquire and apply knowledge of procurement, contractual and legislative requirements relating to the HHS and State Procurement Policy. Demonstrated abilities in data collection, interpretation and analysis of data relevant to procurement and ongoing contract management of goods and services.
