2 Your employer Cairns and Hinterland Hospital and Health Service The Cairns and Hinterland Hospital and Health Service (CHHHS) has the responsibility of providing public hospital and health services to a population of approximately 250,000 people. The primary catchment of the CHHHS covers an area of square kilometres from Tully in the south, Cow Bay in the north and Croydon in the west. The outer western region of our Service encompasses extremely remote communities. The position will provide high level, strategic and operational leadership for the management and planning of nursing and midwifery services for Rural and Remote Services for the Cairns and Hinterland Hospital and Health Service. Your role Fulfil the responsibilities of this role in accordance with QPS values as outlined above. Follow defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces Implement and monitor the organisation s quality standards, occupational health and safety policies, procedures and programs and provide clinical governance in the relevant work area. The Director of Nursing and Midwifery (DONM) Rural and Remote services is accountable for nursing and midwifery practice within the Rural and Remote services and leadership of the nursing and midwifery services. This includes but not limited to effective coordination of resources, development of health strategies, clinical governance, patient safety and professional issues related to nursing and midwifery staff, Rural and Remote services in collaboration with the CHHHS Executive Director of Nursing and Midwifery (EDONM), Division 4 Director, Rural and Health Support Services and other senior staff

3 The DONM Rural and Remote Services will provide authoritative council in relation to the Rural and Remote nursing services and participate in the development and implementation of service plans and governance systems, working closely with other Operational and Clinical Directors and the Chief Operating Officer to achieve planned service outcomes within Rural and Remote Services. Leading and oversighting the devolution and implementation of the multiple frameworks and processes for clinical and corporate governance and effective and safe service delivery. The DONM Rural and Remote Services is accountable for Patient Flow across rural facilities within the Cairns and Hinterland Hospital and Health Services. Lead the Business Planning Framework (BPF) processes and requirements for nursing within Rural and Remote Services. Develop, coordinate, implement, manage and maintain, key strategic operational and HHHS wide functions specific to clinical engagement within the HHS under the operational direction of the Division 4 Director, Rural and Health Support Services and professional direction of the EDONM. Lead the identification, evaluation and implementation of strategic initiatives to enhance the attainment of the HHHS objectives including identifying the need for change and effectively managing it. Collaborate with the CHHHS EDONM, Directors of Nursing and Midwifery, Rural Facilities and others, in leading a strategic approach to the integration, standardisation and coordination of policy development on nursing practice and patient care issues that is evidence based for the CHHHS. Lead nursing workforce planning through the utilisation of the Business Planning Framework: Nursing Resources (BPF), to develop and monitor yearly nursing operational budgets and nursing and midwifery workloads for Rural and Remote services in collaboration with the CHHHS EDONM. In conjunction with CHHHS management team members oversee and assist with the preparation of submissions, business cases and resource management plans relating to nursing and midwifery. Implement strategies, policies and procedures on workforce, nursing/patient care and related service delivery strategies specific to Rural and Remote services. Actively contribute to the leadership and strategic management of nursing services by building a positive culture of safety, collaboration, accountability and performance, and organisational learning. Monitor professional and clinical governance of nursing and midwifery across Rural and Remote facilities and assigned portfolios including reporting frameworks, and ensure clinical and corporate governance requirements are met for nursing in Rural and Remote services. Implement priorities for quality improvement that establishes a quality framework which supports the nursing and midwifery service direction for Rural and Remote Services at CHHHS. Provide effective communication, consultation and negotiation through all levels of Rural and Remote facilities. Facilitate and contribute to the integration of and cooperation between medical, nursing, allied health streams to promote seamless care and quality patient outcomes across the rural facilities. Represent the CHHHS Rural and Remote services in relevant stakeholder working groups and committees, high level meetings and negotiations as required to articulate and interpret legal, evidentiary, award, enterprise agreements as it relates to nursing and other issues by successfully negotiating and achieving the best possible outcomes for nursing in the interest of current and future needs in accordance with the organisations future direction. To be cognisant of the impact other awards and service provision by other professionals can have on nursing. Implement a Human Resource Framework across the Rural and Remote services to ensure an environment that enhances recruitment and retention of nurses and midwives, enhances performance and facilitate succession planning for nursing staff within Rural and Remote services

4 Provide expert leadership and management of patient flow across Rural and Remote Services in collaboration with CHHHS Patient Flow Unit. Actively drive and coordinate continuous improvements through monitoring and analysing service delivery processes and outcomes in order to achieve accordance with the EquiP National Standards, clinical governance, regulatory and other accreditation requirements. Work collaboratively with the Directors of Nursing and Midwifery, Rural Facilities to manage nursing budgets in line with financial and procurement delegations as detailed in the CHHHS delegations manual. Implement and monitor the rural and remote facilities quality standards, occupational health and safety policies, procedures and programs and provide clinical governance in the relevant work area (for clinical management). Provide effective and efficient management of service in collaboration with the Operations/Service Manager, Directors of Nursing and Senior Management Team, clinical and non-clinical staff to facilitate the provision of quality services. The position works in a collaborative partnership with the Rural Hub Director of Medical Services. Provide strategic leadership to Directors of Nursing and Midwifery, Rural Facilities and evaluate nursing service delivery across the Rural and Remote service ensuring appropriate, effective, integrated and safe services. Effectively manage self and in collaboration with Nurse Educators/Staff Development Officers and other Senior Managers, develop staff to enable/support fulfilment of role responsibilities. Provide effective communication, consultation and negotiation through all levels of the organisation to ensure the involvement of stakeholders in a dynamic and complex system. Lead and coordinate quality improvement and evidence-based practice activities to ensure the provision of quality, cost-effective nursing services. Accountable for the implementation of contemporary human resource management principles to ensure a work environment meets legislative standards and CHHHS policies and procedures. Mandatory qualifications/professional registration/other requirements Appointment to this position requires proof of qualification and/or registration with the appropriate registration authority or association. Certified copies of the required information must be provided to the appropriate supervisor/ manager, prior to the commencement of clinical duties. Current registration or eligibility to register as a nurse with the Nursing and Midwifery Board of Australia / Australian Health Practitioner Registration Authority (AHPRA) is mandatory. This position requires the incumbent to operate a class C motor vehicle and an appropriate licence endorsement to operate this type of vehicle is required. Proof of this endorsement must be provided before commencement of duty. A Post Graduate qualification at Masters level in Nursing Management/Leadership is expected.
