JOB DESCRIPTION TITLE OF POST : Senior Human Resources Officer (Band 6) Medical HR. LOCATION : Human Resources Department (Initially based at Musgrave Park Hospital) REPORTS TO : Senior HR Manager, Medical HR RESPONSIBLE TO : Co-Director JOB SUMMARY The post-holder will be responsible for assisting in the provision of an efficient and effective Medical HR service to the Trust. He/she will be responsible for ensuring that key objectives, relating to Medical HR issues, are achieved. He/she will also liaise with the Medical Director s Office, Associate Medical Directors/Clinical Directors and Medical Workforce staff in the Service Groups on matters of common interest. The post-holder will also carry a lead strategic and operational role on a specific aspect of the Human Resources Function within Medical HR. MAIN DUTIES AND RESPONSIBILITES 1. Provide resolved advice and guidance to Service Directors, Associate Medical Directors/Clinical Directors, Senior Managers and Medical staff on all aspects of the Human Resources function relating to medical workforce issues and associated terms and conditions. 2. Monitor Junior Doctor s hours, in accordance with Medical and Dental Terms and Conditions of Service, and forward appropriate Returns to DHSSPS and ISG. 3. Analyse the Junior Doctor Monitoring Returns and work with Trust Management and Regional ISG to attain New Deal compliance and EWTD compliance. 4. Assist the Medical Director s Office, Associate Medical Directors/Clinical Directors, other Consultants and Senior Managers, to review existing working patterns to ensure they meet, and continue to meet, New Deal and EWTD compliance. 5. Contribute to the smooth implementation of Junior Doctors Rotations by working in partnership with all other stakeholders.

6. Ensure that Clinical Excellence Awards for Consultants, Discretionary Points for Associate Specialists and Staff Grade Optional Points are processed on an annual basis and update databases as appropriate. 7. Assist with the implementation of the new Speciality Doctor Contract of Employment. 8. Attend Medical Workforce Steering Group meetings and undertake any associated responsibilities. 9. Represent the Trust at Regional meetings and take forward actions as required. 10. Take forward actions arising out of local negotiation processes with LNC representatives (BMA) and other trade unions. 11. Liaise with the Payroll Services Department to ensure appropriate notification of all changes and amendments impacting on medical workforce e salaries. 12. Contribute to the implementation of HRPTS within HR and across the Trust. 13. Participate in disciplinary and grievance procedures as appropriate. 14. Participate in the selection and appointment of staff. 15. Keep abreast of current developments within the HR function. 16. Organise and participate in briefings and training events as appropriate to the postholders areas of responsibility. 17. Undertake specific projects within the HR function as required. 18. Contribute to the development of a medical workforce strategy that will improve the utilisation of the medical workforce. QUALITY Contribute with other Medical HR staff to support the achievement of relevant Controls Assurance Standards for Human Resources. Contribute to the Trust s overall corporate and integrated governance processes to ensure its compliance with Public Sector values and Codes of Conduct, operations and accountability.

FINANCE Work within the allocated HR budgetary constraints. PEOPLE MANAGEMENT Delegate appropriate responsibility and authority to the level of staff within his/her control, consistent with effective decision making, whilst retaining responsibility and accountability for results. Contribute as an effective member of the Medical HR and Corporate HR team. Take responsibility for his/her own performance and take action to identify personal development areas. Participate in the Trust Personal Contribution Framework (PCF) Maintain good staff relationships and morale amongst the staff for whom he/she has responsibility. Promote the corporate values and culture of the Trust through the development and implementation of relevant policies and procedures, and appropriate personal behaviour. Promote the Trust s policies on equality of opportunity and the promotion of good relations through his/her own actions, and ensure that these policies are adhered to by staff for whom he/she has responsibility. RISK MANAGEMENT Assist in the identification and management of all risks within Medical HR and wider Corporate HR. Records Management All employees of Belfast Health & Social Care Trust are legally responsible for all records held, created or used as part of their business within the Belfast Health and Social Care Trust, including patient/client, corporate and administrative records whether paper based or electronic and also including e-mails. All such records are public records and are accessible to the general public, with limited exceptions, under the Freedom of Information Act 2000, the Environment Regulations 2004 and Data Protection Act 1998. Employees are required to be conversant with the Belfast Health and Social Care Trust policy and procedure on records management and to seek advice if in doubt. Environmental Cleaning Strategy The Trusts Environmental Cleaning Strategy recognizes the key principle that Cleanliness matters is everyone s responsibility, not just the cleaners Whilst there are staff employed who are responsible for cleaning services, all Trust staff have a responsibility to ensure a clean, comfortable, safe environment for patients, clients, residents, visitors, staff and members of the general public. Infection Prevention and Control The Belfast Trust is committed to reducing Healthcare associated infections (HCAIs) and all staff have a part to play in making this happen. Staff must comply with all policies in relation to Infection Prevention and Control and with ongoing reduction strategies. Standard Infection Prevention and Control Precautions must be used at all times to ensure the safety of patients and staff. This includes:- Cleaning hands either with soap and water or a hand sanitiser at the appropriate times (WHO 5 moments ); Using the correct 7 step hand hygiene technique; Being bare below the elbows when in a clinical environment; Following Trust policies and the Regional Infection Control Manual (found on intranet); Wearing the correct Personal Protective Equipment (PPE); Ensuring correct handling and disposal of waste (including sharps) and laundry; Ensuring all medical devices (equipment) are decontaminated appropriately ie cleaned, disinfected and/or sterilised; Ensuring compliance with High Impact Interventions.

Must be a current employee of BHSCT Human Resources Department 2. Have a relevant University Degree or equivalent professional qualification plus three years experience working in a Human Resources Department at a minimum level of Band 4 or above; OR Five years experience working in a Human Resources Department, three of which should be at a minimum level of Band 4 or above. 3. Demonstrate an ability to establish and maintain effective working relationships with a diverse range of stakeholders; 4. Have experience of using computerised information systems, including spreadsheets and databases, within a Human Resources Department. 5. Demonstrate knowledge of HPSS Terms and Conditions, particularly those relating to the Medical and Dental Workforce. 6. Demonstrate knowledge of HPSS Human Resources Policies and Procedures. 7.
