1 JOB DESCRIPTION TITLE: SPECIALTY: BASE: RESPONSIBLE TO: Speciality Doctor Haematology/Oncology The South Eastern Health and Social Care Trust Consultant Haematologists & Dr W R McKane, Associate Clinical Director (Medical Specialties) JOB SUMMARY The South Eastern Trust is a combined Trust providing a wide range of health and social care. The Trust is excellently placed to offer integrated health and social services which are accessible, appropriate and of the highest quality. This post will provide Haematology/Clinical/Medical Oncology inpatient, outpatient and day case services within the South Eastern Health & Social Care Trust. The post holder will be based at the Ulster Hospital, Dundonald with haematology outpatient sessions at the Trust Hospitals as required. It is essential for the employee to have served a minimum of 3 years full time hospital service as a Senior House Officer or higher grade and have medical experience in the management of Haematology and Oncology patients. The employee should have experience in the prescription and administration of cytotoxic chemotherapy, management of toxicity and in particular the recognition and treatment of neutropenic sepsis. PROFILE OF HOSPITAL The South Eastern Health & Social Care Trust was established on 1 April 2007 as a result of the Review of Public Administration. The restructure saw the merge of the former Down Lisburn Trust with Ulster Community & Hospitals Trust to create the South Eastern Health & Social Care Trust. This Trust incorporates a mix of acute hospital services and community health and social services across its main sites of Ards Community Hospital, Bangor Community Hospital, Downe Hospital, Lagan Valley Hospital and The Ulster Hospital as well as across the Down, Newtownards and Lisburn areas. The new Trust will serve a population of approximately 440,000 and have a staff of around 10,000. In addition to its geographical spread, there is also a noticeable diversity in its population characteristics, embracing areas of relative wealth and prosperity, as well as pockets of considerable deprivation and need. 1

2 WORK OF DEPARTMENT The Ulster Hospital is part of the South Eastern Trust. It is a major teaching hospital, associated with Queens University of Belfast. It provides inpatient and outpatient facilities for the catchment population of approximately 440,000. Medicine at the Ulster Hospital comprises of 116 general medical beds and 32 cardiology beds. The MacDermott Unit provides a day hospital facility for administration of IV Chemotherapy for solid and haematological malignancy and assessment of patients with post-chemotherapy complications. The haematology / oncology ward houses 10 inpatients. 3 KEY DUTIES / RESPONSIBILITIES 1. The post is a Specialty Doctor whole time appointment for 10 sessions with the South Eastern Health & Social Care Trust based at The Ulster Hospital. The work pattern will be on the basis of a 9.00 a.m p.m. working day Monday to Friday and clinical practice will be supervised by Drs Ong/Bowers/Hamilton and El-Agnaf. 2. Core duties will consist of the assessment and management of acute Haematology patients admitted to the Haematology/Oncology ward, and provide continuing care of inpatients. 3. Attending Consultants at ward rounds. 4. Taking part in outpatient haematology and clinical oncology day case clinics. 5. Participating in the administration of IV Chemotherapy clinics. 6. Supporting the Consultant Haematologists and Clinical Oncologists to provide a full clinical service within the Trust. 7. Training and supervising junior and senior house officers in both inpatients and outpatient settings. 8. There will be opportunities to assist in under and postgraduate teaching and to join in research projects 9. The appointee will be liable to deputise as far as is practicable for absent colleagues of the same grade. 10. The Specialty Doctor will be expected to participate in multi-professional audit. 11. Any changes in the working arrangements will be by means of discussion and agreement (which should not be unreasonably withheld) with the postholder. GP calls, inpatient referrals and direct admissions should be discussed with consultant on-call. CONTINUING PROFESSIONAL DEVELOPMENT The successful applicant will be encouraged to attend post-graduate education sessions within the Trust. One session per week will be devoted to continuing medical education. Study leave will be available at the discretion of the Clinical Director and career guidance and advice on further medical education will also be available via discussion with the Clinical Director and other Consultants within the Directorate. A post-graduate department and a medical library exist on The Ulster Hospital site. 5

There is no on-call commitment associated with this post. JOB PLAN REVIEW The Job Plan should be reviewed annually, but can be reviewed earlier at the request of either the doctor or the Clinical Manager. If it is not possible to agree a Job Plan, either initially or at an annual review, there are agreed procedures for facilitation and appeal with the final decision being binding on both the doctor and the Trust. EMPLOYING AUTHORITY South & East Health and Social Care Trust. TERMS AND CONDITIONS The National Terms and Conditions of Service for Speciality Doctors will apply. As per the current salary scale under National Terms and Conditions of Service for Hospital staff as updated via DHSSPS circular on rates of pay, the most recent HSS (TC8) 3/2008, with effect from 1 April 2008 to 31 March 2009 and all uplifts thereafter. The full-time appointment will be for 10 PAs per week. 6

7 The successful applicant will normally be appointed to the grade for a one year probationary period which, if confirmed, will be extended without term and held until retirement under the terms and conditions of service. The appointee will maintain registration with the General Medical Council (London). Annual leave entitlement is 5 weeks (25 days) per year until 2 year service have been completed in the grade and 6 weeks (30 days) thereafter for practitioners remaining in the grade. Where the appointee in his/her immediate previous regular appointment attracted the 6 weeks annual leave per annum, this entitlement would remain. You are required to live within a distance of 30 minutes or 10 miles by road from your base place of work unless the employing organisation agrees that they may reside at a greater distance. Your private residence shall be maintained in contact with the public telephone service. He/she will be expected to be flexible and to co-operate with reasonable requests to cover for their colleague s absences where they are safe and competent and where it is practicable to do so. Where doctors undertake duties in accordance with this paragraph and such duties take place outside of their contracted hours, they will receive either an equivalent off duty period or remuneration. The post will be subject to termination at any time, by three months notice in writing given on either side. GENERAL REQUIRMENTS The post holder must: Carry out his/he duties with full regard to the Trust s Equal Opportunities Policy. Co-operate fully with all policies and procedures relating to Infection Control. Accept individual responsibility for ensuring a suitable, clean, uncluttered and safe environment for members of the public, staff, patients/clients and their relatives. Comply with the Trust s Smoke Free Policy. Treat those whom he/she comes into contact with in the course of work, in a courteous manner. Accept that this job description will be subject to review in the light of changing circumstances and should be regarded as providing guidance within the individual works rather than something which is rigid and inflexible. ADDITIONAL POINTS From 1 January 1990, medical staff have not been required to subscribe to a Medical Defence organisation. It should be noted, however, that the Trust s indemnity only covers the Trust s responsibilities and therefore, the appointee is advised to maintain a membership of a recognized professional defence organisation for any work which does not fall within the scope of the Indemnity Scheme. 9 EMPLOYEE PROFILE FACTOR QUALIFICATIONS & EXPERIENCE POST: SPECIALTY DOCTOR - HAEMATOLOGY MINIMUM CRITERIA ESSENTIAL Candidates must possess: ELIGIBILITY FITNESS TO PRACTICE LANGUAGE SKILLS HEALTH Hold Full Registration with the GMC (London). Have at least 4 years full-time postgraduate training (or its equivalent gained on a part-time or flexible basis), at least 2 years in the specialty training programme or as a fixed term specialty trainee in general medical posts. OR Have equivalent experience and competencies. DESIRABLE (Examples given) MRCP part 1, MRCPI part 1, MRCGP At least 1 years experience in Haematology. Ability to perform Bone Marrow biopsies. Eligibility to work in the UK. Is up to date and fit to practice safely. All applicants to have demonstrable skills in written and spoken English that are adequate to enable effective communication about medical topics with patients and colleagues which could be demonstrated by one of the following: That applicants have undertaken undergraduate medical training in English; OR Have the following scores in the academic International English Language Testing System (IELTS) Overall 7, Speaking 7, Listening 6, Reading 6, Writing 6. However, if applicants believe that they have adequate communication skills but do not fit into one of the examples they need to provide evidence. Meets professional health requirements (in line with GMC Standards/Good Medical Practice). CLINICAL SKILLS Appropriate knowledge base and ability to apply sound clinical judgement to problems. Demonstrate a knowledge of current developments in Haematology. Demonstrate a knowledge of current trends in HPSS and within Haematology. ACADEMIC / RESEARCH SKILLS OTHER WORK RELATED REQUIREMENTS Demonstrate understanding of the importance of audit and research. Either a full current driving licence and access to a car or access to a form of transport which will permit the full requirements of the post to be met.
