STRATEGIC PLAN TORINO METROPOLI 2025 In July 2012, Mayor Fassno launched Torno s thrd Strategc Plannng effort. After a perod of noperatveness the organsaton Torno Internazonale Strategca was re born wth Mayor Fassno as presdent, former Mayor Castellan as vce presdent, and Anna Prat as Drector. The frst task was a broad and comprehensve outreach to key stakeholders and consttuents n order to collect feedback on ntal concerns and prortes and gauge enthusasm for a new process. Followng consultaton wth the admnstratons of surroundng muncpaltes and wth dstngushed youth representatves, t became clear that the man focus of any new strategc plannng effort would need to be on local economc development to overcome the fnancal crss. The second crtcal consderaton was that, gven the lack of publc resources to stmulate economc growth, the regonal nature of the fnancal crss, and growng nternatonal competton for foregn markets, nether the Cty of Torno nor much less any of the surroundng smaller towns, could be able to compete at an nternatonal level alone. It became evdent that the scope of a new plan would necessarly be metropoltan n reach, and that a plannng process for economc development would need to nclude the coordnaton of physcal and nfrastructure nvestments. The Torno 2025 metropoltan plannng area therefore comprses the 38 muncpaltes that make up the urban center and nner and outer rng ctes. The Torno Metropol 2025 plan s beng artculated n two man strategc drectons, economc development and spatal ntegraton, and Torno Strategca has convened a Commsson for each drecton, each lead by a commtted and hghly sklled coordnator. The Local economc development Commsson s composed of publc agences, enttes and prvate sector actors and stakeholders whle the Terrtoral Commsson s composed of Mayors and Deputy Mayors from the 38 muncpaltes. In naugural meetngs n July 2013 both Commssons gave ntal approval to the msson of the project and the overall process n the comng year, one n whch the Commssons would approve the prmary focus areas of each strategc drecton and gve lfe to techncal workng groups that wll develop strategc objectves. In the Fall 2013, each Commsson convened agan to select the prmary focus areas and approve the selecton of coordnators for each workng group. Torno Strategca s now consttutng the varous workng groups and organzng and facltatng ther work. These groups wll meet several tmes n the next 6 months (by July 2014) to develop vsons for ntegraton and growth, set objectves and determne short and md term actons to fulfll those goals. Plenty of opportuntes are envsoned for collaboraton and coordnaton amongst workng groups and between Commssons, also wth the help of research actvtes and wder outreach of specfc groups of experts, local organsatons (so called moblsaton actvtes ). The Commssons wll meet 3 more tmes n the next 6 months and at these meetngs the coordnators from each workng group wll have an opportunty to present ther work drectly to the Commsson n order to collect feedback and observatons on the progress of the work. In ther fnal meetng n July 2014, each Commsson wll convene to approve a comprehensve strategy that tes together the varous workng groups and determnes an actonable agenda through 2025. Torno Strategca wll work closely wth techncal consultants throughout ths process to elaborate both strateges nto one ntegrated vson. Three specfc consultaton/research and vsonng actvtes are about to start on food economy, nternatonalsaton strategy and a vson for the unversty system. 1

The Scentfc Commttee s an ntegral part of the steerng group of the Strategc Plan. In prevous plans the Scentfc Commttee had been mostly locally based and mostly academc, and had the crtcal role of provdng feedback on the overall scope of the project, the plannng process and the poltcal and partcpatory framework wthn whch plannng took place. Today s Scentfc Commttee wll contnue to play ths crtcal role whle seekng to combne local expertse wth nternatonal best practces through an ntegrated team of local and nternatonal experts. The team wll meet for the frst tme n January to revew the entre scope of the project, partcpaton, work flow and the poltcal context. In subsequent meetngs and through sustaned engagement, the Commttee wll provde perodc feedback and nput nto the work process, outputs and development of the plan. 2
