3 3 Foreword Dr. Peter Ramsauer, Federal Mnster of Transport, Buldng and Urban Development Lades and Gentlemen, Satellte navgaton s one of the most mportant cuttng-edge felds provdng a crucal mpetus for growth and employment. Ths s especally true for the development of new and nnovatve products and servces that are based on satellte navgaton and n partcular on the European satellte navgaton system Galleo. We need technologcal nnovatons lke these to ensure safe, envronmentally-sound and effcent moblty also n the future. At the same tme, ths s also about the compettveness of our companes n a hgh-technology market that s growng rapdly worldwde. Only those settng the rght course and makng vable nvestments wll contnue to play a leadng role n the future. The growth market satellte navgaton offers excellent opportuntes partcularly for the nnovatve capacty of small and medum-szed enterprses and for developng mportant foregn markets. The Federal Mnstry of Transport, Buldng and Urban Development (BMVBS) has therefore been supportng the natonwde cooperaton between the exstng regonal ntatves and ts members snce 2006 wth the Forum for Satellte Navgaton. In ths context, the BMVBS sees tself as a facltator and patron. The network of networks provdes busnesses, the scentfc communty, trade assocatons and publc admnstratons wth a platform for broadbased exchange, cooperaton and the poolng of jont nterests. Feedback from the crcle of users s taken up wth nterest by the BMVBS and can thus be consdered n the poltcal decson-makng at the European and natonal level. Wth ths brochure, I would lke to tell you more about the possble applcatons of satellte navgaton and n partcular about the Forum for Satellte Navgaton and the partcpatng regonal ntatves. 4 4 Galleo Europe s Answer to GPS and GLONASS What s Galleo? ESA The Galleo satellte navgaton system wll provde users wth three-dmensonal postonng and tmng servces worldwde and at any tme. A specally developed, comprehensve range of servces wll take nto account the dfferent needs of varous user groups n terms of accuracy and relablty of the system. Galleo wll comprse 30 satelltes postoned at regular ntervals on three ntersectng orbts at an alttude of approxmately 24,000 klometers. Together wth the ground control segment, t wll guarantee global coverage. Regonal and local components wll complement the system n order to also meet specal requrements. Why Galleo? The Galleo satellte navgaton system was jontly desgned by the European Unon EU and the European Space-Agency ESA for cvl purposes. It wll ensure that Europe s ndependent of the two systems whch are under mltary control, the Amercan GPS and the Russan GLONASS. If GPS were to fal for only two days, Europe would suffer a loss of approxmately 220 mllon euros n the transport sector alone. The Galleo satellte navgaton system wll comprse 30 satelltes, whch wll guarantee global coverage (ESA) Moreover, Galleo wll gve German and European companes a better poston n the feld of satellte navgaton products and servces, thereby enablng them to share n the attractve economc growth. In addton, they wll acqure new sklls and become more compettve. ESA

5 5 ESA What are the advantages of Galleo compared wth GPS and GLONASS? The so-called Walker satellte constellaton of the Galleo system wll provde better sgnal avalablty at hgh lattudes and n areas where there s a hgh degree of maskng, such as urban canyons and narrow valleys. Where sgnal maskng s unavodable, t wll be possble to nsert addtonal regonal and local elements to ensure hghly accurate and safety crtcal navgaton. The hgh level of contnuty of the Galleo sgnals means that t wll be possble to gve guarantees of operaton on some of the servces. In contrast, there s no such guarantee for the sgnal avalablty and qualty of GPS and GLONASS for cvl applcatons. Both the USA and Russa reserve the rght to manpulate the sgnals of ther navgaton systems wthout pror warnng f they beleve ther securty nterests are at rsk. Ths may be done for example by means of dstorton or local jammng. Launch of the Soyuz rocket carryng the GIOVE-A satellte (ESA) It wll be possble to complement the Galleo navgaton sgnal wth an ntegrty message. Wthn a defned tme perod, the so-called tme to alarm, the user wll be nformed drectly of occurrng errors. Ths wll make the postonng nformaton more relable. The nteroperablty of Galleo and GPS and ts combnaton wth add-on systems (at European level: EGNOS European Geostatonary Navgaton Overlay Servce) wll make t possble to provde more effcent servces and new applcatons. ESA The autonomously operated Galleo system wll guarantee users better accuracy down to four meters horzontally and eght meters vertcally n real tme. By ncorporatng addtonal regonal and local components, Galleo wll be able to provde hghly accurate navgaton n the centmeter range. GIOVE-A on the launch pad (ESA)

6 6 Galleo Servces Worldwde Postonng and Tme Synchronzaton New prospects for nnovatve applcatons for ctzens, busnesses and publc authortes Galleo wll have a servce concept that provdes several satellte sgnals wth dfferent propertes. Users wll be able to use these sgnals whch are transmtted on dfferent frequences (E1, E5 and E6) for varous navgaton servces: DLR The free-of-charge Open Servce (OS) wll be talored specfcally to the needs of mass-market applcatons. It wll provde two frequences (E1 and E5) for postonng. If users determne ther poston wth only one frequency, they wll acheve a smlar level of accuracy to that provded by GPS. If they use a mult-frequency recever to combne the sgnals, they wll acheve a hgher level of accuracy than wth conventonal GPS recevers. Typcal users: Transport and logstcs, passenger and freght transport, lesure ndustry (hkng, vstng cultural assets), envronment, surveyng, constructon ndustry, urban development, agrculture (arable farmng and anmal husbandry, fshng), ndustral producton, gudng persons wth reduced moblty, research The chargeable Commercal Servce (CS) wll provde guaranteed sgnal avalablty for commercal purposes, unlke the Open Servce. Addtonal sgnals (frequences E1, E5 and E6) wll provde users wth a hgher data throughput and mproved accuracy. Because of the hgh level of contnuty, the servce provder wll be able to offer guarantees for hs servces. In addton, provson wll be made n the CS for a specfc transmsson capacty for messages from servce centers to users. Typcal users: Telecommuncatons and power dstrbuton networks, energy sector (petroleum, gas), mnng, constructon ndustry, surveyng, fleet management provders The chargeable Safety-of-Lfe Servce (SoL) wll be set up on the frequences E1 and E5. In addton, SoL wll provde ntegrty nformaton that wll warn users f a malfuncton occurs. It wll offer a guarantee n terms of accuracy, avalablty and contnuty. SoL wll be of great mportance n areas where safety requrements have to be met. Typcal users: Avaton, shppng and ralways

7 7 RST The Publc Regulated Servce (PRS) wll only be avalable to authorzed users. These users perform statutory functons and place strngent demands on the accuracy and contnuty of a servce. Accordngly, the navgaton sgnals wll nclude encrypted codes and data. Typcal users: Fre brgades, polce forces, border polce, dsaster control, cvl defence The Search and Rescue Servce (SAR) wll augment the exstng COSPAS SARSAT system and enhance ts effcency. The sgnals emtted by dstress beacons can be forwarded va the Galleo satelltes to the COSPAS SARSAT centers. Galleo wll ntroduce a new SAR functon wth the return lnk. It wll be possble for the SAR operator to send confrmaton of the emergency call to the dstress beacon. Typcal users: Rescue servces and present COSPAS SARSAT user DLR/Steur The tme sgnal wll be used worldwde for synchronzaton and authentfcaton n e-bankng and e-commerce or for automaton, and for SoL and PRS servces. Galleo wll enhance ts potental by ntegratng other technologes from the felds of communcatons and earth observaton and by ncorporatng new regonal and local add-on servces. New ranges of servce n the sphere of ndvdual moblty wll emerge n the moble telephony sector, for nstance through the nstallaton of Galleo recever chps n moble phones. The combnaton of local nformaton wth hgh-resoluton aeral and/or satellte mages wll make t possble to provde rapd and optmzed relef n the event of dsasters. By upgradng the sgnal, for nstance wth the ntegrty message, and extendng the accuracy servces, t wll also be possble to provde commercal safety-of-lfe applcatons. In order to ensure opportuntes n ths growth market n partcular for nnovatve small and medum-szed enterprses n Germany, numerous regonal ntatves, applcaton centers and assocatons have emerged n the German federal states. The prme objectve of these ntatves s to provde nformaton on satellte navgaton and ts potental applcatons and to broker cooperaton and contacts. They also provde fnancal and logstcal support on a case-by-case bass to those settng up a busness. These regonal ntatves develop a multplcty of actvtes to market the deas of ther members. However, because of ther orentaton, ther acton s usually lmted to a specfc regon. DLR In order to be equpped for the competton on the applcatons market, lnk-ups that are as wde-scale as possble,.e. natonwde, are requred. For ths reason, the Federal Mnstry of Transport, Buldng and Urban Development (BMVBS) launched the Forum for Satellte Navgaton (SatNav-Forum, prevously known as the Galleo Network ) n 2006 whch supports the actvtes of the regonal ntatves and creates natonwde lnkups between them. It strengthens the lnk-ups between the ntatves and supports the contacts between busnesses, the scentfc communty, trade assocatons and users. However, the regonal ntatves are to retan ther mportance, because they can respond better to the requrements and needs of ther members n any gven case. 9 9 Actvtes The SatNav-Forum meets four tmes a year, wth the meetngs hosted by one of ts members on a rotatng bass. At these meetngs, regonal and local frms have the opportunty to locally present ther deas and projects. The members dscuss a coordnated approach on how to present themselves to the outsde world and partcpate n tenders. They dentfy and use synerges and dscuss new processes of busness and project development. To better develop the markets for satellte navgaton applcatons, a Natonal Galleo User Conference s staged once a year. Four tmes already, ths event provded an opportunty for nformaton and dscussons on the potental and key applcatons of Galleo. DLR Bremen Braunschweg Rostock Magdeburg Berln An mportant component of the Forum conssts n the demonstraton of competency at trade fars. In March 2010, the Forum presented tself for the forth tme already at the IT trade far CeBIT, the nternatonally leadng trade far for moblty-orented nformaton and communcaton technology n Hannover. The network also exhbted at the nternatonal level, for example at the Space Show n Toulouse. The partcpaton n trade fars and congresses wll be further developed and extended. For the future, the Forum plans to strengthen ts contacts wth European networks. It ams to gve German busnesses the opportunty to contrbute ts capabltes to European fundng projects and clusters. The BMVBS supports these actvtes as a facltator and patron of ths forum. The Federal Mnstry of Economcs and Technology (BMW) s also nvolved. The German Aerospace Center (DLR) supports the actvtes as coordnator of the SatNav-Forum on behalf of the BMVBS. It pools the sklls that exst n North Rhne-Westphala n the felds of navgaton applcatons, geonformaton, remote sensng, Global Montorng for Envronment and Securty (GMES), nformaton and communcatons technology (ICT) and telematcs. North Rhne-Westphala s home to over 500 companes n - volved n satellte navgaton. Moreover, the most populous federal state s home to the German Aerospace Center, whch has some of the most mportant basc research establshments. NAVISAT wants to pool these sklls n the federal state. Thus, the assocaton promotes the ndustry n expandng ts actvtes n the feld of satellte navgaton and spurs the lnk-up wth other space based technologes and sectors. Addtonally, t seeks to support a cross-sectoral exchange of deas, knowledge and nformaton among ts members. Logball The focus of NAVISAT s actvtes s on the provson of support to commercal servces and applcatons on the bass of exstng and future satellte navgaton systems (GPS, GLONASS and Galleo) by ncorporatng satellte postonng technologes nto concrete applcatons. Moreover, GATE provdes several operatonal modes talored to dfferent users. In ths way, an unmodfed or commercal satellte recever wthn the test area can drectly use the Galleo sgnal for postonng and navgaton. At the moment, ts focus s on the Galleo project. In the Galleo Test and Development Envronment (GATE) n the Berchtesgaden area, busnesses can develop and test devces and applcatons n a real-lfe envronment even before the avalablty of the European Galleo satelltes. In cooperaton wth busnesses and scentfc nsttutons, the ntatve plans and mplements projects n the felds of toursm, safety and securty, logstcs and healthcare. Funkwerk Avoncs Today, 38 nsttutons, one ffth of them from Austra, are members of the cross-border Intatve Satellte Navgaton Berchtesgadener Land. Among the members are eght scentfc nsttutons, eght user organsatons, seven publc admnstratons and 15 companes. Semens AG At the end of 2008 the assocaton Forum SatNav MIT BW e.v. emerged from the SatNav Intatve of the Mnstry of Economcs of Baden-Württemberg. The goal of the Forum s to establsh satellte navgaton and moble IT n the technologcally strong Federal State of Baden-Württemberg, and make t accessble to a large number of people n the busness and scentfc communtes. Qualty test letters wth physcal sensors and GNSS recepton HDM-I The assocaton brngs together approxmately 30 members from the ndustry (large scale ndustry and SMEs), the scentfc and research communty as well as regonal busness development organsatons. Supportng small and medum-szed enterprses by means of nfrastructure and busness developers s an avowed focus of the assocaton. It contrbutes to poolng and lnkng up the players n order to mplement nnovatve applcatons, servces and products. Moreover, t represents the nterests of ts members vs-à-vs the federal state, the Federal Government and at the nternatonal level. In 2009, the assocaton won the qualfyng competton of the Mnstry of Economcs of Baden-Württemberg for settng up the cluster Applcaton-related Satellte Navgaton and Moble IT. Thus, t can apply for EU fundng. Wth these funds, the assocaton can support plot projects and the lnk-up of the players as well as provde a sound fnancal bass for the management of a cluster n Baden-Württemberg. It was launched n 2007 and snce 2010 t has been coordnated n cooperaton wth X-Lane, whch also represents the nterests of the Saarland n the natonal Forum for Satellte Navgaton. The workng party supports the exchange of deas and nformaton between companes, research nsttutons and authortes based n the regon. At the same tme, t serves as the connectng lnk to natonwde projects and ntatves. Wth a vew to the navgaton systems of the future, cuttng edge applcatons as well as research and development actvtes are dscussed and cooperaton s ntated. Navgaton through the labyrnth of possbltes When t comes to selectng the applcatons to be addressed, the workng party delberately does not confne tself to specfc felds. The locaton of the Saarland, whch borders Lorrane and Luxembourg, has resulted n lnk-ups wth other partners and ntatves wthn the Saar-Lor-Lux Eurego. 16 16 cesah GmbH Centrum for Satellte Navgaton Hessen The Centrum for Satellte Navgaton Hessen, cesah, s a competence, nformaton and busness start-up center for satellte navgaton. It s sponsored by the State of Hessen, the cty of Darmstadt as well as renowned ndustry and research nsttutes. cesah was founded due to a jont ntatve of the European Space-Agency (ESA) and the State of Hessen. The objectve was to establsh a center for satellte navgaton n Darmstadt n the mmedate vcnty of the European Space Operatons Centre (ESOC). ESA As partner of the ESA Busness Incubaton Intatve, cesah s the drect contact pont for nnovatve busness concepts n the feld of satellte navgaton. In close cooperaton wth regonal companes and research establshments, an nnovatve nfrastructure was created here. It wll enable the development and testng of products and servces n the feld of martme navgaton and logstcs. Thus, before the launchng of the Galleo satellte navgaton system n 2014, t wll be possble to offer applcatons that are commercally mature to a wde range of users. In the seaport of the Hanseatc Cty of Rostock, the two test envronments SEA GATE and ALLEGRO were nstalled whch are unque worldwde, n order to test martme applcatons under realstc condtons. Wthn the framework of the SEA GATE 1 project, a martme Galleo Test and Development Envronment was set up for the use of Galleo-conformable sgnals. SEA GATE comprses three segments: the transmsson segment wth the so-called pseudoltes for emttng Galleo-conformable sgnals, the montor and control segment, and the user segment n the form of the Scandlnes ferry Mecklenburg-Vorpommern. Wthn the framework of the ALEGRO 2 project, algorthms were developed n order to perform a qualty evaluaton of sgnals of already exstng navgaton satelltes such as GPS and to provde the relevant correcton data. The ALEGRO software has already been prepared for the use of future Galleo sgnals. Both ground-based addtonal systems wll decsvely ncrease accurateness, relablty and safety.
