Frewrd The adptin and explitatin f Infrmatin and Cmmunicatins Technlgy (I&CT) has been instrumental t the creatin f sustainable grwth and develpment by cuntries in the last fifty years. The glbal ecnmy is currently dependent and shaped by the benefits arising frm ICT. Frm the perspective f a develping cuntry, is bth a prerequisite fr ecnmic prgress and a majr ptential cntributr t ecnmic prgress. The Gvernment f Namibia recgnises that the pssibilities f ICT currently fueled by technlgical cnvergence between infrmatin technlgy and telecmmunicatins - cntribute t limitless pssibilities fr all sectrs f sciety (public sectr, civil sciety and industry). Visin 2030 therefre stipulates that ICT must be the mst imprtant sectr in the ecnmic develpment f the cuntry by 2030. By embracing the develpment f ICTs, Namibians will benefit thrugh: a. The access and availability f infrmatin that will assist them in their daily lives b. Increased cmpetitiveness f business and cmmerce in the glbal market place c. The ability t explit the grwing ptential f electrnic cmmunicatins t riginate and exchange as well as receive and cnsume infrmatin and services d. The establishment f an envirnment cnducive t the develpment f Namibian-based cntent and service prviders that are cmpetitive players n internatinal markets, and in s ding, create pprtunities fr emplyment and ecnmic diversificatin e. The ability t cllectively deliberate and participate in the demcratic gvernance f their cuntry thrugh freedm f expressin and access t infrmatin via a pluralistic range f media and media institutins f diverse wnership and cntrl. T assist with the achievement f this aim, the new Ministry f I&CT was established in April 2008. The rle f this Ministry is t lay the fundatin fr the accelerated use and develpment f ICT in Namibia. The Ministry will, furthermre, cntinue with its histric functins f cllecting and prcessing infrmatin and disseminating it thrugh printed material, vides and media liaisn t empwer Namibians with infrmatin that will allw them t fully participate in the cuntry s demcratic prcesses. This is the first Strategic Plan fr the new Ministry and sets ut a curse f actin fr the next five years. The prcess t develp this Strategic Plan was guided by the Office f the Prime Minister. The develpment f this Strategic Plan has been preceded by an extensive, cnsultative prcess t frmulate a new Plicy framewrk fr Namibia which is sn t be fllwed by the prmulgatin f the new Infrmatin Cmmunicatins Bill. This Strategic Plan frms the basis fr the future actins f the Ministry f I&CT and will be utilised t cascade int all peratinal activities and prcesses in the 2009 Namibia Ministry f I&CT / Palladium Strategy Cnsultants (Pty) Ltd Page 2 f 36

Ministry. A cmplementary Implementatin Plan has been included and sets ut the detailed in this plan execute all the initiatives required fr the Ministry t fulfill its missin. Acknwledgement by the Permanent Secretary The recent establishment f the Ministry f I&CT has set Namibia n a new albeit challenging - curse. Since its establishment in April 2008, majr prgress has hwever been made by the Ministry. Fremst, the recent develpments f an Overarching Plicy (supprted by specific Plicies fr Infrmatin Technlgy, Telecmmunicatins, Bradcasting and Pstal Services), a new Licensing framewrk and an Implementatin Plan have been significant steps frward and give clear guidance t the rles and respnsibilities f the new Ministry f I&CT. T be able t execute its huge respnsibilities, tw immediate challenges remain, namely: The translatin f the Plicy Implementatin Framewrk int a Strategic Plan The develpment f plans t imprve infrmatin services, and The establishment f an effective rganisatin fr the Ministry. This Strategic Plan addresses all three challenges. It is a watershed dcument in Namibia s endeavurs t develp as an imprtant part f its sciety and sets a new curse f directin with a clear agenda fr the Ministry f I&CT. This Strategic Plan is the utcme f an intensive prcess f stakehlder cnsultatin and internal analysis within the Ministry. In this prcess, specific issues n rle definitin between the newly established Ministry f I&CT and ther parts f the GRN were clarified. I am cnfident that the rle and plans f the Ministry f I&CT fully supprt the natinal gals and plans f Namibia. In particular, the Ministry f I&CT has an imprtant rle t cntribute t the successful achievement f Visin 2030. I want t use this pprtunity t direct a special thank yu t the Hnurable, Minister Jel Kaapanda and his Deputy Minister Raphael Dinyand fr their inspiratinal and cmpetent leadership prvided in the develpment f this Strategic Plan. This dcument is a majr milestne in the shrt life f the new Ministry f I&CT. Executive summary The mandate f the newly established Ministry f I&CT, in accrdance with the Cnstitutin f the Republic f Namibia, is t: Lay the fundatin fr the accelerated use and develpment f ICT in Namibia, and Crdinate infrmatin management within Gvernment. The visin fr the Ministry f I&CT is t be a wrld class institutin in creating an inclusive infrmatin sciety, t prmte knwledge fr develpment and t establish Namibia as a recgnised reginal hub in Suthern Africa. The Ministry f I&CT s missin is twfld: T develp and prmte ICT grwth t becme the main pillar f ecnmic develpment in Namibia; and T render a timely, crdinated and effective infrmatin service, t prmte cnstructive dialgue twards sci-ecnmic develpment and demcracy, with the view twards making Namibia an infrmed and knwledgeable sciety. In ur endeavurs t achieve ur visin, ur behaviur is ruled by a set f cre values. These values are: Openness Respnsiveness Integrity Caring Accuntability. The Ministry f I&CT s Strategic Plan is funded n a number f strategic themes which are the result f a cmprehensive situatin analysis undertaken during a perid f ten mnths. The strategic themes have been cnslidated int a strategic map, which prvides a pictrial verview f the Ministry s Strategic Plan fr 2009 t 2013. T ensure the Ministry s strategic bjectives and initiatives are realistic, and the fur strategic themes are successfully implemented, a Balanced Screcard with five perspectives have been develped. This includes measures, targets, respnsible units, critical success factrs and a budget fr Year 1 (2009) and a budget estimate fr the fllwing fur years (2010 t 2013). The next step in the prcess is t develp Management Plans fr the Departments in the Ministry f I&CT. 1 Backgrund In April 2008, the Gvernment established the Ministry Infrmatin and Cmmunicatins Technlgy (I&CT) by merging the Ministry f Infrmatin and Bradcasting and the Cmmunicatin sectin frm the Ministry f Wrks, Transprt and Cmmunicatin. The new Ministry f I&CT is respnsible fr the Infrmatin Technlgy, Telecmmunicatins, Bradcasting, Media and Pstal sectrs in Namibia. The Ministry f I&CT has achieved a number f value adding changes and initiatives in a relative shrt timeframe, namely: We are far advanced in develping Plicies fr all majr sectrs f ur prtfli. This is a majr achievement especially in the light that sme f these did nt have any plicy dcumented since Namibia s independence. The new plicies are aligned with Namibia s Visin 2030 and Namibia s Natinal Develpment Plans (NDPs) that states that ICT must be the mst imprtant sectr in the ecnmic develpment f the cuntry by 2030 In cnjunctin with the new plicies, the Ministry is busy finalising the New Infrmatin Cmmunicatins Bill. Amendments t ther legislatin that are required as a result f the new Plicies are als in prcess. 2 Intrductin This dcument sets ut the five year Strategic Plan fr the Ministry f Infrmatin and Cmmunicatins Technlgy (I&CT). This Strategic Plan sets ut the Ministry f I&CT s future directin, strategic bjectives and plans. It has been develped as part f a Gvernment-wide prcess and includes the careful cnsideratin f the fllwing aspects: The Ministry s rle in supprting Gvernment gals and plans fr ICT develpment in Namibia, Inputs frm stakehlders n expectatins and requirements frm the Ministry f I&CT, and An internal assessment by management and ther staff f the current capabilities and challenges f the Ministry. The methdlgy used in the develpment f this Strategic Plan is based n the Balanced Screcard a framewrk adpted by Gvernment t enhance service delivery t its peple. Finally, this Strategic Plan aims t give effect t the dual rles f the Ministry f I&CT; firstly, t develp and prmte grwth in Namibia; and secndly t render a timely, crdinated and effective infrmatin service, t prmte cnstructive dialgue twards sci-ecnmic develpment and demcracy, with the view twards making Namibia an infrmed and knwledgeable sciety. 3 Purpse f this strategic plan The purpse f this strategic plan is t map ut the plicy develpment and service delivery cmmitments f the Ministry f I&CT. The main purpse f the plan is t set ut clear plans fr the next five years. These plans supprt Gvernment s verall plicy and gals. This strategic plan will serve a variety f purpses in the Ministry, including t: Clearly define the purpse f the Ministry and t establish realistic gals and bjectives cnsistent within a defined timeframe Cmmunicate natinal bjectives and initiatives t be pursued by the Ministry Build a cnsensus abut the Ministry s future directin Develp a sense f wnership f all actins required Define resurces needed t reach thse gals, and cnsequently, the funding required t prcure thse resurces (the gals ultimately determine the cntent f varius budgets) Ensure the mst effective use f the Ministry s resurces (by fcusing the resurces n the key pririties) Prvide perfrmance gals fr the Ministry Prvide inputs int the develpment f a supprtive rganisatinal structure fr the Ministry Prvide a base frm which prgress can be measured and establish a mechanism fr infrmed change when needed. 4 The linkage t high level initiatives This Strategic Plan is aligned with imprtant guiding dcuments.
