Human Resources Systems Advisor (Partners) Job Profile About the HCPC The Health and Care Professions Council (HCPC) is the regulator of 16 different health and care professions. We were set up to protect the public. To do this, we keep a Register of health and care professionals who meet our standards for their training, professional skills, behaviour and health. About the Partners Team The Partners Team is part of the Human Resources Directorate and recruits, trains and provides administrative support to the HCPC s Partners, or self-employed agents who provide the HCPC with expertise in the areas of the professions we regulate (see www.hcpc.co.uk/partners) The team is made up of five members, comprising: - The Partner Manager reports to the Director of HR and is responsible for all operational aspects of the Partners team including recruitment, training and partner management processes such as performance/conduct complaints and monitoring the number of Partners. - Vacancy The Human Resources Systems Advisor reports to the Partner Manager and works with the Project and HR team to develop, implement and manage the new HR Information technology system, focussing on requirements relating to Partners. - The Partner Co-ordinator reports to the Partner Manager and coordinates the partner management processes, allocates work to the Partner Team Administrators, works closely with department managers who make use of Partners and supports the Partner Manager. - The Partner Team Administrators also report to the Partner Manager and provide administrative support to the department, focussing mainly on recruitment, training and responding to Partner queries by telephone and email. The department is currently undergoing a major project to review its processes and IT systems. This role will be key to the project s development and implementation. 1

The HR Directorate also incorporates the HR Department, which provides a full range of HR services to managers and employees. 2

Job Description Human Resources Systems Advisor (Partners) Department: Reports To: Salary Band: Human Resources (Partners) Partner and HR Manager Band D Fixed term 14 months Main Purpose of Job To work with the Partner Manager and HR team to develop, implement and manage the new HR Information technology system, focussing on requirements relating to Partners. Partners are independent contractors who perform various roles to assist the HCPC s decision making Gain an in-depth knowledge of partner processes and business requirements and translate these into requirements for a new HR Information technology system Position in Organisation Liaises with HCPC managers and employees at all levels. Liaises with HCPC s suppliers, in particular the suppliers of the Human Resources and Partners information systems Scope of Job Works closely with and advises the HR and Partner Managers, the HR Director and other members of the HR systems project team on processes and requirements relating to Partners Dimensions and Limits of Authority Represents the requirements of the Partners team on the project Board for the HR systems project 4

Duties & Key Responsibilities Gain and maintain an in-depth knowledge of partner processes and business requirements for a new cloud-based system. This will involve contributing to and carrying out work in the partners department in key areas such as recruitment, selection, appraisals and the co-ordination of training events Work closely with the supplier of the new HR system to ensure that business requirements for partners are fully met in the configuration and practical operation of the new system Carry out and review results of extensive testing of all aspects of the new system including on-line self-service facilities for partners, workflows for partners processes, screen design and layout Work closely with user departments to carry out testing and implementation of data links with other HCPC systems Ensure that the Partner Manager, partners team and all other stakeholders are fully involved in and have input and opportunities to feed-back during specification of requirements and testing Carry out data cleansing for both partners and HR data To produce clear and accessible system procedure manuals for the partners team and if appropriate the HR team To make an active contribution to the HR and Partners System Project Board as a representative for all users of the partners system. This includes identifying requirements, producing project documentation and advising on the impact of any change in scope, time, cost or quality of the project. To ensure that the system produces management information to formulate a range of reports as required by the business. To contribute to the continuous improvement of partner and HR processes To co-ordinate and/or provide high quality training to users at all levels to enable them to use the new system effectively To work closely with the HR senior user in the project team to ensure that project deliverables are achieved Provide cover for the Partner Co-ordinator and Administrator in administering partner processes such as recruitment, training and appraisal as and when required 5

To support the delivery of all Human Resources and Partners related services to HCPC employees and Managers in accordance with all relevant policies and procedures HCPC's Diversity Policy and to treat colleagues and other HCPC stakeholders with respect and dignity at all times Skills, Knowledge and Abilities Essential Previous experience of configuration and implementation of HR systems Ability to learn processes and user requirements and work out how these can best be delivered by an HR information system Ability to work autonomously Ability to work closely with and collaborate with people in different teams across the organisation Excellent analytical and problem solving skills In-depth knowledge of window based software packages, including word processing, spreadsheets, databases, electronic mail, and the internet. Knowledge of key HR processes including recruitment and selection, training and appraisal, ideally gained at HR Adviser level or equivalent Interest in and an aptitude for the more analytical, data driven aspects of the HR function Strong organisational and time management skills and attention to detail A very hands on approach Desirable Experience in previous IT system implementation projects Experience of allocating and supervising work 6
