Utilities include sewer and ptable water cnveyance systems. The strm sewer system includes pipes, catch basins, inlets, utlets, culverts, detentin and retentin pnds, and drainageways. The strm sewer system is cleaned as part f rutine maintenance and n an emergency basis in the event f flding. Maintaining the strm sewer system n a regular basis will remve pllutants, prevent clgging f the dwnstream cnveyance system, restre the system s sediment trapping capability, and ensure the system functins prperly t avid flding. Flding, pnding, and uncntrlled sheet flw can result in prperty damage and increase sil ersin and tracking f sil nt city streets. When services are cntracted, this written prcedure shuld be prvided t the cntractr s they have the prper peratinal prcedures. In additin, the cntract shuld specify that the cntractr is respnsible fr abiding by all applicable city, state, and federal cdes, laws, and regulatins. Prcedures General Fllw the inspectin and maintenance schedules fr utility and strm sewer systems. Where feasible, grading activities will be scheduled during dry weather. Where feasible, schedule maintenance activities during dry weather. Mnitr the jet/vacuum truck clsely fr leaks and use a drip pan as needed. Wash and fuel the jet/vacuum truck per the Heavy Equipment/Vehicle prcedure. Stay alert fr any signs f illicit discharges. This includes dry weather flws r pipes r hses emptying int the strm sewer system. Reprt any suspicius discharges r dumping t yur supervisr.
Standard Operating Prcedure Strm sewer system maintenance wastes may be either nn-hazardus r hazardus. Slid nnhazardus waste may be dispsed in a sanitary landfill r recycled. Liquid nn-hazardus wastes must be evaprated r discharged t the sanitary sewer system befre dispsing f it int the landfill. Hazardus waste, as defined under Clrad Hazardus Waste Regulatins (6 CCR 1007-3), must be transprted and dispsed f at a permitted dispsal r treatment facility. D nt temprarily stre cllected strm system cleaning debris adjacent t any surface water, strm drain inlet, r drainageway. Strm Sewer System Pipes Clean strm sewer system pipes by jetting the pipes and using a jet/vacuum truck t remve the material. Set the truck ver the manhle dwnstream frm the pipeline t be jetted. Jet water up against flw t the upstream manhle. Jet back dwnstream cntrlling pressure t avid service interruptins in lw areas. Vacuum the debris and washwater. After jetting the pipe, hse dwn manhle and jetting nzzle inside f manhle befre bringing t surface. Spills and versprays will be washed and vacuumed clean. Catch Basins, Inlet and Outlet Structures, and Culverts Manual cleaning Bail ut sediment-laden water with a shvel int the street then dispse f it int a truck. Or, crew enters catch basin and fills buckets with sediment that are then carried t a dump truck. Clean water is used t refill the catch basin. Vacuum cleaning Set the truck ver the manhle dwnstream frm the pipeline t be jetted. Jet water up against flw t the upstream manhle. Jet back dwnstream cntrlling pressure t avid service interruptins in lw areas. Vacuum the debris and washwater. After jetting the pipe, hse dwn manhle and jetting nzzle inside f manhle befre bringing t surface. Spills and versprays will be washed and vacuumed clean. Replace r maintain n dumping plaques as necessary. Remve trash frm trash racks and grated penings. Detentin and Retentin Pnds Inspect the utlet wrks and remve trash frm the trash racks and grated penings. Als remve vegetatin adjacent t the utlet wrks t minimize clgging.
Use a skimmer; a device that strains large debris, in frnt f the pump and filter t prevent mst clgging prblems. Remve and service the funtains and aeratr mtrs as recmmended. Immediately reprt nticeable damage t the pnd requiring additinal maintenance. Reprt any suspected water quality prblems if the water is suspected t be cntaminated due t a change in vegetatin grwth r appearance. Inspect side slpes f the pnd fr areas erding r requiring vegetatin. Seed and cver with ersin cntrl blanket t reestablish vegetatin cver t prevent ersin. Inspect fr plants n the state s nxius weed list that need t be treated. Perfrm msquit and vectr cntrl activities per municipal and state guidelines. Drainageways Drainageways include drainage channels, ditches, grass swales, and washes. Cnduct maintenance f drainageways in a series f sectins r phases ver several years t minimize ersin if extended drainageway lengths are invlved. Insure all head gates, valves, and flumes are wrking prperly. Inspect utfall pipes leading t drainageways fr ersin and repair if necessary. Remve trash and debris frm the drainageways, grates, flumes, and headgates and prperly dispse f material in a cvered trash cntainer r remve it t an apprved landfill as sn as pssible. Flush ut/dig ut the drainageway, as necessary, t remve sediment which culd impede the flw. The entire drainageway may need t be regraded if the invert has filled in with silt. If feasible, repair any areas where rip rap has fallen ut f place r cllapsed. Schedule maintenance if additinal repairs are needed. Trim trees and shrubs as necessary. Inspect the drainageways fr any signs f ersin, leaking, and damage. Maintain and repair damaged r washed ut prtins f drainageway embankments and easements. Inspect all signs and repair and replace as necessary. Leave a riparian fringe when mwing drainageways t catch pllutants befre reaching the drainageway. D nt leave grass clippings in the drainageway. D nt apply landscape chemicals in the channel area. Identify nxius weeds and apply treatment t eliminate as specified by the municipality. Ptable Line Flushing Remve any debris frm the inlet that will be used fr the flushed water. Cnnect the hydrant being flushed with a dechlrinating diffuser. Direct the flw dwnstream t the nearest inlet. Keep inlet clear f debris during the flushing peratin.
Waterline Breaks Cntain spils away frm the strm sewer systems (e.g., inlets, drainage way) by building berms arund the excavatin area. Install inlet prtectin dwnstream f waterline break t prevent sub-grade material frm entering strm sewer system. Dewater the excavatin by using a vacuum truck. Flush the pipe after the repair by using a dechlrinating diffuser. Clean streets frm any debris and sediment depsited as a result f the waterline break. Sanitary Sewer Backup Jet upstream frm the first dry manhle. Safety Clear line stppage t prevent backup int huse basements and manhle verflws. Cntain verflws by blcking nearby strm sewer system inlets. Clean up spills by washing and vacuuming the affected areas. Safety training and awareness play a significant part in the maintenance f utility and strm sewer systems. It is als imprtant t be aware f the wrk envirnment as maintenance activities require limited clearance t buildings, wrking near high wire electrical ples, undergrund utilities, narrw ditch banks, standing water, ther municipal staff, and many ther safety related cncerns. Weather cnditins als dictate safety as snw, rain, ice, mud, heat and cld can all cntribute t the wrking cnditins. Subsurface inspectins, if necessary, will be cnducted in accrdance with cnfined space entry prcedures. Applicable persnal prtective equipment will be wrn at all times. Emplyee Training Train applicable emplyees wh perfrm utility and strm sewer system activities n this written prcedure. Infrmatin regarding hw t avid and reprt spills will be presented during the training. Peridically cnduct refresher training n the SOP fr applicable emplyees wh perfrm utility and strm sewer system activities.
