Ahmad Hadri Haris, CEO Project Description: Design, develop, test, install and commission of green jobs portal system and operation of green jobs matchmaking between employers and jobseekers 2.0 EXECUTIVE SUMMARY Green Jobs Malaysia project is the initiative by the Ministry of Human Resources to develop a national definition for green jobs in Malaysia. The project will take a tripartite approach to help develop the analytical capacity of ILO constituents in Malaysia to assess the economic and employment impacts of a green development strategy through the development of green jobs mapping study and a new analytical tool, to enable decision makers to better understand the employment (green jobs), income distribution, CO2 emissions and economic implications of a green development strategy. The results will aid the government (MOHR & KeTTHA) and social partners to identify entry points for the further development of policies (GT Masterplan) for green job creation or social protection and which will support a just transition towards a greener economy. The GT Masterplan study proposed potential Green Jobs creation for social parameter for the Key Focus Areas as specified for the 6 main sectors namely Energy, Building, Transportation, Manufacturing, ICT, Water and Waste Management. Number of green jobs creation was forecasted based on the projected Green businesses and GDP contribution for each sector. It was calculated using various methods such as assumption of average jobs figures and ratio of the sector s green revenue to the revenue per employee of that sector. Forecasting of the green jobs was then conducted in line with the projected growth of market size. In addition to that, human capital has been identified as one of key enablers to realize the low carbon economy framework. This key enabler will support the implementation of activities specified for the six main sectors. Among the activities highlighted are professionals and skills development programme in Green Technology areas. The study proposed two immediate actions to be undertaken in the Phase 2 of the study. Those two actions are Development of Green Jobs Portal (undertaken by GreenTech Malaysia) and National Green Jobs Definition (undertaken by MOHR). 3.0 PROJECT PURPOSE / JUSTIFICATION 3.1 Business need / case It is important to GreenTech Malaysia as a focal point for green technology in Malaysia to establish Green Jobs Portal. The establishment of the Green Jobs Portal will be as a reference and referral centre, focusing on promoting and creating a niche for green jobs portal and as a medium for the employers to advertise green job vacancy in their company. In this system, the companies looking for employees, as well as the potential candidates, would register with these portals and get linked without any hassle. 3.2 Business objectives The objective of GreenTech Malaysia is to become a major player in promoting green jobs in Malaysia. We are able to provide our customers with services covering the portal development and jobs matchmaking. This project has three main business objectives: To set up a job portal for green jobs posting, matchmaking and recruitment. The first green jobs portal in the country. To serve as a green jobs knowledge base. 4.0 PROJECT DESCRIPTION
4.1 Project objectives and success criteria The objective of the project is to provide portal to the customer with the proposed budget, scope and time frame. 4.2 Requirements The project needs to deliver the complete scope within the time line, budget allocation and available resources. The project will be planned and executed in complete compliance with all laws, governmental regulation, company rules and regulations and company governance directives. It should be noted that every phase of the project needs to be accepted and approved by the client before the next phase can proceed. 10.0 PROJECT MANAGER The project manager assigned to this project is Rasidah Sulaiman. The project manager will have the overall responsibility for the planning, execution and successful completion of the project. She will control the scope, schedule and budget of the project and will assign resources where necessary. She will obtain resources from the respective resource managers and will manage them for the duration of their involvement on the project. She will work closely with the procurement and ICT department to ensure delivery of all equipment and services in a timely manner. She will oversee all phases of the project and is the primary contact with the client representative
