1 Ministry of Labour & Employment Directorate General of Employment & Training Status of Employment Exchanges and their transformation as counselling and guidance centres under National Career Service Background As on 31 st May, 2014 There are 956 Employment Exchanges and University Employment Guidance Information Bureaus in the country. The live register of unemployed people consist of around 4 crore job seekers and each year around 50 lakh new registrations occur, however, this network provides placement to around 4 lakh persons annually. The Employment Exchange (Compulsory Notification of Vacancies) Act, 1959 provides statutory support to these exchanges whereby all establishments employing more than 25 or more employees need to compulsorily notify vacancies to the Employment Exchanges. While the Ministry of Labour & Employment (DGET) provides the policy framework for the operations in the Employment Exchanges, these are operated by the State Governments. Over the years, there has been a rise in the information asymmetry in that job seekers do not get the right jobs and the job providers (industry) do not get the right candidates from the Employment Exchanges. 2. During 2013, the Ministry undertook a consultative exercise with the State Governments and decided to work on a IT intensive model to cater to the demands of the labour market and aspirations of the teeming youth. In addition to seeking employment, today s youth are seeking variety of information related to education, apprenticeship, internship, skill development courses, vocational training programmes, professional courses, career counselling and guidance and various Government schemes. The experience of other countries in metamorphosing their National Employment Services into National Career Services (NCS) was also studied where they provided a wide spectrum of facilities and services in fulfilling the career and employment aspirations of youth. It was accordingly decided to constitute a Working Group to examine employment related services and reengineer processes so that a similar service could be established in India with extensive and intensive use of appropriate technology. The recommendations of the Working Group have been accepted. 3. A mission mode project has been sanctioned with outlay of Rs 150 crores. When implemented, the existing Employment Exchanges will be repositioned as the hub for all career related services and focus on providing career counselling and vocational guidance activities which are the need of the day and are not being provided by any other agency, either governmental or private. The project aims at proving youth with the right career choice and their association with the National Career Service will be life-long so that they actively contribute to a productive and efficient workforce. 4. NCS portal proposed to be set up would function like the MakemyTrip or Expedia portals and would provide relevant information from variety of other systems for the placements. To ensure that large number of people are able to get benefit of these services, it is proposed that in addition to the brick and mortar Employment Exchanges, 1 P a g e
2 access to the system be allowed through multiple access points like Common Service Centres (CSCs), Call Centres and individual users from the convenience of their homes or workplaces. The project would be capable of meeting the varied demands and requirements of the youth for information on education, employment and training. In addition, the Employment Exchange (Compulsory Notification of Vacancies) Act, 1959 is also being amended to cater to the requirements of the National Career Service. Employment Exchange Mission Mode Project (EE-MMP) 5. The Employment Exchange Mission Mode project is one of the 31 Mission Mode Projects under National e-governance Plan (Ne-GP). Budget of INR crore has been kept for 12 th Five Year Plan for this project. The aim of EE-MMP is to provide career services to the job seekers registered with Employment Exchanges by providing a national platform for interface between stakeholders for responsive, transparent and efficient employment services in order to meet the skill needs of a dynamic economy. The objective of EE-MMP is to take up process re-engineering and convert NES into NCS (National Career Service). Efforts are being made to have the National Career Service Portal operational by 31 st March, A Project Steering Committee to monitor the project has been constituted and the Project Management Consultancy Agency (PwC) has also been selected in May, National Career Service - India 6. NCS is proposed to have variety of services like information about skill development courses, apprenticeship, internship, career counselling, etc. along with all employment related services. It is expected that the NCS would be accessible to all stakeholders, based on partnerships and would provide larger number of services supported by call centres/helpdesk and through network of new nodes like CSC (Common Service Centres), etc. The main stakeholders for the NCS would include: Unemployed candidates seeking jobs or career counselling Candidates seeking vocational / occupational guidance Illiterate, under-privileged sections of society, blue-collar workers seeking placements and guidance Person with different abilities (PWDs), ex-servicemen, veterans / senior citizens, etc. Employers seeking suitable candidates 7. The range of activities proposed to be provided through the Single Window NCS Portal shall include: a) Availability of online career counselling & guidance, skill aptitude testing, vocational guidance, etc. for candidates. b) Online information access of various skill development courses, internship, apprenticeship schemes, etc. 2 P a g e
3 c) Applicants will be able to enrol/register/look through databases themselves from anywhere using the online forms without visiting employment exchanges d) On-line registration of establishments along with job vacancy notification/posting e) Computerized system shall help in electronic processing of applications and automation of workflow f) Computerized system shall help to generate and send dynamic online reports to anyone. This will speed up the communication process between various parties thereby aiding in better management & decision making processes g) All data will be stored electronically thus storing, retrieval and maintenance of data will become easy. Availability and sharing of information across Employment Exchanges, Districts, States and Ministry will be easy and duplication of data will also be eliminated in the new process h) Provision of employment related services through multiple delivery points like e- PRI, CSCs, e-kiosks i) Value Added Services likes updates/notifications/alerts through SMS, , and IVRS etc. j) Providing for on-line search facilities to both job-seekers and employers to navigate/access database as per their requirement k) Helping candidates and establishments in registration, etc. through Help Desk/ Multi lingual Call Centres. l) Portal Access on portable devices like smart-phones/laptops.
