Effrts t fster land-usage planning and land tenure regularizatin e) Allcating nn-earmarked Public Frests, priritizing cmmunity frests; f) Repressing land grabbing as well as supprting land-title regularizatin and land-usage planning, preferably in areas with greater cncentratin f temprary pssessin and/r cnflicts; Land-title regularizatin includes regularizatin prcesses and the fllw-up f such prcesses by sciety. A4 Target Audience Prjects invlving direct benefits fr traditinal cmmunities, land settlements and family farmers. A5 Relevance Prjects with higher ptential fr reapplicability. Prjects with higher ptential fr impact (e.g. R$ / hectare f prtected frest r sustainably managed). A6 BNDES Allcatin Lines Priritize prjects that include (a) sustainable prductin activities and (d) scientific and technlgical develpment. The BNDES will make effrts t allcate funds in pririty areas, including instruments t induce demand. B1 Results indicatrs MINIMUM REQUIREMENTS FOR PROJECTS The prject will include measurable result indicatrs directly related t the bjectives f the Amazn Fund. B2 Applicants / Executrs The prject will include the cnsent f all partners and c-executrs. 3

B3 Scial Participatin MINIMUM REQUIREMENTS FOR PROJECTS Prjects invlving traditinal cmmunities and indigenus peple will necessarily present a dcument that prves previus cnsent frm cmmunities r frm their representative institutins. The invlved cmmunities shuld be mentined in the prject. Prjects related t the duties f public institutins, r t the establishment f public plicies d nt necessarily require cnsent frm beneficiaries. B4 Cherence with the Thematic Areas f the Amazn Fund The prject will cnfrm t at least ne area f Decree Nº. 6,527/2008. B5 - Cherence with the Federal and State Plans fr Preventin and Cmbat f Defrestatin The prject will clearly cmply with plicies established in the PPCDAm and in the State Plans fr Preventin and Cmbat f Defrestatin. In the event that the latter is absent, the criterin des nt apply. B6 - Cherence with the Sustainable Amazn Plan (PAS, in Prtuguese) The prject will clearly cmply with PAS guidelines. B7- Cntributin t REDD The prject will directly r indirectly cntribute t achieving REDD. B8 - Additinality f Resurces The prjects will present additinalities t public budgets earmarked fr allcatin areas in the Amazn Fund. B9- Cunterpart The prject will present a cunterpart and/r nn-financial cntributins, shwing additinalities t the funds brrwed frm the Amazn Fund and prducing a multiplying effect fr the Fund s investments. The cunterparts may be financial resurces directly invested in the prject r the supply f infrastructure, persnnel r ther indirect methds. The fllwing aspects may be cnsidered when applying this criterin: Average budget allcated during the previus tw years in the public budget invested in the prpsed actin; Level f limitatins n the release f funds within the public budget t execute the actin; Fresight in the gvernment s current pluriannual plans (PAPs). B10- Territrial Base The prject will describe its allcatin territrial base (state and, where applicable, municipality). B11- Publicity and Transparence Prjects will have a mechanism t disclse implementatin ver the Internet. The BNDES will make a standardized tl available fr integrating and disclsing updated infrmatin cncerning the implementatin f all prjects. B12- Prject Sustainability Strategies t sustain the prject s results after implementatin will be presented. B13- Decncentratin f Resurces The amunt allcated in each f the fur peratinal mdalities will nt be less than 10% r higher than 40% f the recurses available in the year. Equality requirements will be bserved. B14- Benefits f Cllective Use The results f the prjects with ecnmic purpses will be fr cllective r public use, and will be related t: Prductin infrastructure f Cllective Use; Studies and surveys with results available t the public; Training and qualificatin pen t the public; Technlgical develpment with results; pen t public, whenever feasible; Replicable and practical applicatin innvatins Other cllective benefits identified during the assessment prcess f the prjects. B15- Nn-substitutin f Other Financing Surces The Amazn Fund resurces will nt substitute ther available financing surces. 4

MODALITIES FOR RESOURCE ALLOCATION C1 Direct Allcatin Investment Allcatins made directly by prjects executrs, including thrugh third-party cntracting. This includes investments in cnstructin, equipment, training and capacity-building t establish initiatives. The prjects can make use f mre than ne mdality. C2 Direct Allcatin Funding Allcatins made directly by prjects executrs, including thrugh third-party cntracting. This includes travel expenses/field wrk, individual r legal entities cnsulting services, field tls and instruments, cmmunicatin amng thers. The prjects can make use f mre than ne mdality. C3 Payment fr Envirnmental Services Payments made t envirnmental service prviders. The prjects can make use f mre than ne mdality. C4 Cntinued Lng-term Services Services that will be executed n a lng-term basis t btain lng-term results, such as defrestatin r frest degradatin mnitring, frest inventry, amng thers. The prjects fr cntinued services can last up t 10 years and will have mechanisms fr the cntinuus fllw-up f implementatin and public disclsure f results. The prjects can make use f mre than ne mdality. C5 Indirect Allcatin Indirect allcatins made by aggregating initiatives fr small prjects, including funds and ther rganizatins that carry ut prjects. D1 Daily expenses RESTRICTIONS ON USE OF RESOURCES Daily expenses will nt be paid fr public servants (this restrictin des nt apply t research activities invlving public research institutins). D2 Payment f Individuals Wages r any ther type f remuneratin will nt be paid t public servants wrking exclusively in the three gvernment branches (this restrictin des nt apply t the payment f schlarships r research specifically related t the prject). D3 Taxes and Fees The funds will nt be used t pay taxes and fees that are nt inherent and/r part f the csts r investments carried ut within prject (this restrictin des nt apply t taxes related t the prjects activities, such as tax charged n prducts and services (ICMS) included in the prducts prices; scial security tax (INSS) paid n individuals services etc). EQUALITY CRITERIA FOR RESOURCE ALLOCATION E1 - Equity in resurce allcatin per cuntry The cncentratin f prject resurces in ne cuntry will be avided. E2 - Equity per applicant type The cncentratin f resurces in certain types f applicants will be avided, such as public entities, research institutins and Civil Sciety Organizatins (CSOs). Within the cntext f the Amazn Fund, civil scieties are: nngvernmental rganizatins, labr unins, crpratins and ther private institutins. 5

LIMITATIONS ON RESOURCE ALLOCATION F1 Prjects with ecnmic purpses Maximum participatin in the Amazn Fund: 90% fr prjects invlving micr and small enterprises, cperatives and prducers assciatins with annual grss perating revenue less than r equal t R$ 10.5 millin; 70% fr prjects invlving medium-sized enterprises, cperatives and prducers assciatins with annual grss perating revenue higher than R$ 10.5 millin, and less than r equal t R$ 60 millin; 50% fr prjects invlving large cmpanies, cperatives and prducers assciatins with annual grss perating revenue higher than R$ 60 millin; Observatin: in the case that activities start in the same calendar year, the afrementined limits will be prprtinal t the number f mnths in which the legal entity has perfrmed the activity, nt cnsidering the parts theref (weeks, days etc). In the case that enterprises are being implemented, the annual sales prjectin used in the enterprise will be cnsidered, taking int accunt the ttal installed capacity. When the enterprise is cntrlled by anther enterprise r belngs t an ecnmic grup, the classificatin f the size f the enterprise will cnsider the cnslidated grss perating revenue. F2 - Prjects with ecnmic purpses supprting scial grups in need Maximum participatin f the Amazn Fund in duly justified cases: 100%. The ecnmic results cming frm supprt prjects fr scial grups in need will be distributed t the peple wh are part f it, n matter wh the Applicant is. F3 - Prjects with ecnmic purpses f Lcal Prductive Arrangements (APLs) fr cllective use Maximum participatin f the Amazn Fund: 90% F4- Prjects with ecnmic purpses f scientific and technlgical research develped in cperatin with Technlgical Institutins (ITs) and entities with ecnmic purpses Maximum participatin f the Amazn Fund: 90% fr prjects invlving micr and small enterprises, cperatives and prducers assciatins with annual grss perating revenue less than r equal t R$ 10.5 millin; 80% fr prjects invlving medium-sized enterprises, cperatives and prducers assciatins with annual grss perating revenue higher than R$ 10.5 millin, and less than r equal t R$ 60 millin; 70% fr prjects invlving large cmpanies, cperatives and prducers assciatins with annual grss perating revenue higher than R$ 60 millin please check bservatin in item F1; The beneficiaries f the Amazn Fund s financial resurces will be Technlgical Institutins (TIs) and/r Supprt Institutins (Sis); Technlgical Institutins (TI): publicly-wned cmpany, r entity directly r indirectly cntrlled by said cmpany, r nn-prfit private cmpany that aims at perfrming activities f basic r applied, scientific r technlgical research, as well as technlgical develpment. Supprt Institutins (Sis): nn-prfit institutins created with the purpse t supprt research, educatinal and extensin prjects as well as institutinal, scientific and technlgical develpment prjects f interest t higher educatin institutins, scientific and technlgical research institutins, and institutins created under Law Nº. 8,958 f 12/20/1994, which present this same purpse; The enterprises and/r ther entities with ecnmic purpses and strategic interest in research will nt be direct beneficiaries f the resurces. They will be intervening parties in the financing peratins and will present a financial cunterpart t cmplement the resurces f the Amazn Fund; Investments made t benefit the Technlgical Institutin (TI), with a specific purpse t accmplish the bjectives f the prject, are prvided supprt. Participatin in the intellectual prperty and in the ecnmic results frm explring the prject s creatins will cmply with Innvatin Act (Law Nº. 10,973 f 12/2/2004). This way, the parties will establish, in the cntract, the intellectual prperty wnership and prper participatin in results, which shall be assured, prvided they are mentined in the cntract, in the amunt equivalent t that f the aggregated value f knwledge already existing in the beginning f the partnership and as well as the human, financial and material resurces allcated by the cntracting parties f the prject. During the analysis phase, the BNDES will verify aspects related t the intellectual prperty rights resulting frm the research, develpment and innvatin prject with the bjective f aviding, when applicable, restrictive practices f use and assignment f these rights. Besides the afrementined aspects, the BNDES will als verify, during the analysis phase, the criteria fr divvying up the financial results f the prject. 6

H6 Scial Participatin The prject will have a fllw-up activity that necessarily invlves the participatin f the gvernment as well as civil sciety. Prjects related t the duties f public institutins r t the establishment f public plicies d nt necessarily need cnsent frm the beneficiaries. H7 Cntributin t REDD The prject will directly r indirectly cntribute t achieving REDD. H8 - Cunterpart The prject will present a cunterpart and/r nn-financial cntributins, shwing additinalities t the funds acquired with the Amazn Fund and prducing a multiplying effect fr the Fund s investments. The fllwing aspects may be cnsidered: average budget allcated during the previus tw years in the public budget invested in the prpsed actin; level f limitatins n the release f funds within the public budget t execute the actin; and fresight in the gvernment s current pluriannual plans (PPAs).
