Sealed Tenders are invited from reputed CCTV/IT Companies for the appointment of one Security Officer for one year (IT) for managing CCTV systems in the School. The appointment may be further extended if the services are satisfactory and subject to the approval of competent authority. The Tender documents may be downloaded from the website of the School i.e. www.spa.ac.in. The last date for submission of tenders documents (All the annexures) is 28.10.2015 up-to 1.00 p.m. The dealer/firms are required to go through the Terms and Conditions carefully. The tender envelope should clearly indicate Appointment of one CCTV Security Officer (IT) for managing CCTV system in the School. Unsealed tenders shall be rejected. The cost of Tender document is Rs.500/- (Rupees five hundred only) (Non-refundable), the Earnest Money Deposit amounting to Rs.1500/-(Rupees one thousand five hundred only) in the form of Demand Drafts, drawn separately in favour of School of Planning and Architecture payable at New Delhi, are to be enclosed with the tender, failing which the Tender will be rejected. Terms and conditions The bid shall include following information and documents. a) The CCTV Company registered in India. Copy of valid Company s registration certificate, Service Tax registration certificate, PAN card, VAT Registration and clearance certificate should accompany the technical bid. b) The bidder should be a company/ firm duly registered since last 4 years from the date of publication of the tender. c) The bidder should have average annual turnover of at least Rs. 25 Lakh for last three financial years in similar area. d) The bidder should have executed at least one such project in last two financial year including current FY from the date of Tender float Central/State govt. /PSU. e) The bidder should submit a satisfactory letter from the existing client in today s date. i.e. the date of satisfactory letter should be after the date of tender floating along with the contact details of client. i.e. postal address, e-mail id and telephone numbers. f) The bidder should have a project office/local office in Delhi NCR and should have adequate number of service Engineers for providing support. The bidder must produce the evidence/proofs for above mentioned parameters. g) No joint venture or consortium of any kind shall be allowed to participate in bids. h) The firm has to attach an undertaking that no Government/ PSU/ University/ MNC/ Corporate/Autonomous organization have blacklisted the firm for any reason. i) The engineer deputed by qualified firm shall be B.Tech and having minimum 2 year experience and enough knowledge in the field of CCTV surveillance System and Wireless networking. The firm must produce the evidence/proofs for above mentioned parameters. j) If engineer is required to take leave, a suitable qualified replacement would have to be provided. k) The qualified firm shall arrange to get the character and antecedents of the engineer verified from Police authorities before their deployment and their full particulars should be furnished to the SPA. l) The Engineer provided by the firm shall not be changed frequently. However, if found incompetent by the SPA then the Resident Engineer shall be changed by the firm immediately. m) Additional Engineer may be deputed at SPA in addition to Resident Engineer whenever there are more workload/complaints/ emergency to rectify the equipment within stipulated time. n) It shall be the responsibility of the firm to make all the CCTV surveillance system and equipment work satisfactorily (Exclude Hardware) throughout the contract period and to hand over the systems in working conditions to the SPA after expiry of the contract.

o) The payments will be made quarterly. The firm shall submit post quarterly bill along with the satisfactory performance report of CCTV surveillance system duly signed by CASS department. p) All materials and Reports generated by company under this agreement shall be deemed to be work made for hire and own exclusively by SPA. The Company recognizes that in the course of the transactions, it may be privy to certain information ( Confidential Information ), relating to SPA work including legal, financial, technical, commercial, marketing and business related records, data, documents, reports, (whether or not the information is marked or designated as Confidential or Proprietary ). The company agrees that it shall Keep all Confidential Information strictly confidential and shall not, divulge such Confidential Information to any person. Take all steps to protect the integrity of the Confidential Information and to ensure against any unauthorised disclosure thereof; Promptly inform SPA of any potential or accidental disclosure of the Confidential Information and take all steps, together with SPA, to retrieve and protect the said Confidential Information The company must ensure confidentiality regarding handling of all information obtained within the Control Room, whether videotapes, snapshots, written, verbal and other sensitive materials held within the Control Room and in SPA premise. Engineer not engages in any private work /act/practice in spa premise. Renting, lending and copying of any software and hardware products are completely prohibited. Ensure all storage and apparatus should be virus free. Any breach of this clause may cause SPA substantial and irreparable damages, and in any event of such a breach, in addition to other remedies, which may be available, the SPA shall have the right to seek specific performance and injunctive and equitable relief. q) The Period of contract initially shall be awarded for one year from the date of signing of FMS contract of CCTV System setup in SPA. The same may be renewed for year subjected to rendering of satisfactory service & fulfilling the term & conditions. r) The selected company will provide a Resident Engineer to look after and maintain all CCTV system of SPA. s) CCTV Resident Engineer should be IT Graduate having at least 2 year experience of CCTV system, Bio-matric machine system and Door Access control system. t) The job work shall normally be done during working hours of the SPA that is 900AM to 600 PM on 6 days in a week. However, in case of emergency maintenance may have to be done beyond office hours and even on holidays prior arrangement through proper communication should be worked out in all cases by the servicing agencies. u) CCTV Engineer job responsibilities. To undertake operation of all equipment and cameras to comply with the CCTV Code of Practice. To carry out regular equipment checks like DVR, NVR, CCTV dome cameras, CCTV IP cameras, network connectivity of cameras etc.

Regular visit to CCTV control room located at Planning Building, Architecture Building and Maharani Bagh Residential Complex. Troubleshooting Hardware and software related problem of CCTV setup Maintain current and accurate inventory of CCTV hardware, software setup. Maintain log and/or list of required repairs and maintenance Maintain periodic backup of CCTV footage recording to the data storage server. Ensure the accurate recording of all events and actions monitored from within the control room. Including the maintenance of daily, weekly, monthly logs. Produce detailed design technical documentation, including network drawing review and development. v) To be aware of and act in accordance with the Data Protection and Human Rights Act regarding disclosure of information and respect privacy. To ensure the security of the Control Room and all equipment is maintained satisfactorily at all times, which includes access control of all visitors to the Control Room and information within. w) Keep the management information system up to date and produce monthly/quarterly performance reports, as required. x) The payment will be made on quarterly basis (25% of order value of FMS) after completion of the said quarter subject to their satisfactory report. y) The company must ensure backup support for Resident Engineer.
