3 Background IDBI Bank Ltd. (hereinafter referred to as Bank ) invites EOI from software development companies for empaneling them for development of customized application for mobile platforms namely Android, ios, Windows and BlackBerry. The Bank wishes to develop mobile applications like Mobile Banking, Mobile Wallet, Mobile Passbook, MCommerce Application etc. for its customers using standard mobile development platforms like IBM MobileFirst / Kony / PhoneGap. The Bank seeks to empanel the vendors for a period of two years and reserves the right to shorten or extend the empanelment period. The bank may, at its discretion, explore the option of procuring ready available mobile products. The eligibility criteria for the assignment are given below. Eligibility Criteria 1. The Applicant must be a registered firm or a limited company having registered office in India or an overseas company having a partner in India. 2. The annual turnover of the Applicant and or the local partner company (in case of applicant being an overseas company) should be at least Rs. 3 crores or above for last three financial years. (Annual Financial statements confirming the said criteria should be submitted.) 3. The Applicant should have Mobile Application Development Experience on any of the Platforms (IBM MobileFirst / Kony / PhoneGap). (Self-declaration mentioning the Name of the institution where implemented should be submitted). 4. The Applicant should have successfully executed at least 2 (two) tenders or contracts using standard platform, each of order value Rs.50 lakh and above, for mobile application development rich client in the platforms like Android, ios, Windows etc. during the last 2 years. One of the companies for which the said contracts has been executed for should be from BFSI or PSU sector. (Copy of PO, or an experience certificate or an from the client directly addressed to the IDBI bank s official, verifiable by a phone call should be provided). 4 5. The Applicant should not have been blacklisted in any of the PSB/PSUs during the last General Conditions three years. (Undertaking should also include the applicant company) local partner of the overseas Clarification about the EOI: Vendors shall have the opportunity to clarify doubts pertaining to the EOI document, prior to finalizing their responses. All queries are to be submitted to the address mentioned in this document, and should be received by no later than the time specified in this document. Responses to inquiries and any other corrections and amendments will be made available through Bank s site as well as through electronic mail. Technical Response: The Applicant is required to submit his response as per the Technical Response Sheet provided under Annexure VI. This should be supplemented with the requisite documentary evidences as mentioned in the technical response sheet. Submission of Responses: The response to EOI is required to be submitted in two copies in a sealed cover super scribing in the top left hand corner of the cover as "Application for Empanelment of Vendors for the Mobile Application Development" and submitted on or before the last date of submission. If the response is sent through post / courier, the Applicant should ensure that the cover reaches us before the due date and time. Timely Submission: Vendors are solely responsible for timely delivery of the Responses to the location as mentioned above, well within the due date and are solely responsible for delays in receipt, including but not limited to third party carriers. Proposals not received on or before the last date and time of submission will not be considered. Opening of Responses: Proposals will be opened in the presence of Vendor s representatives (if present). The Bank reserves the right at any time to postpone or cancel a scheduled the opening. The proposals will be opened at the address mentioned above. Use & Release of Applicant Submissions: The Bank is not liable for any cost incurred by the Applicant in the preparation and production of any Proposal, the preparation or execution of any benchmark demonstrations, simulation or laboratory service or for any work performed prior to the execution of a formal contract. All materials submitted become the property of the Bank and may be returned at its sole discretion. The content of each Vendor s Proposal will be held in strict IDBI /PCELL / EOI/ /020 / 20 October 2015 Page 4 of 16

5 confidence during the evaluation process, and details of any Proposals will not be discussed outside the evaluation process. Limits on Promotion: The Applicant agrees to make no reference to IDBI Bank or this procurement or resulting contract in any literature, promotional material, brochures, sales presentation or the like without the prior written consent of the Bank. Bank s Rights of evaluation: The Bank reserves its right to evaluate / shortlist / accept / reject / eliminate any Applicant at any stage without assigning any reasons and it is at the sole discretion of the Bank to provide any reason thereof to the Vendor. Validity Period of Empanelment: The empanelment will be valid for a period of two years from the date of award of empanelment. Bank reserves the right to shorten or extend the empanelment period. Award of Work: Applicant s Empanelment does not guarantee any commitment by the Bank to award work. As and when work arises the Bank would be floating the requirements to the empanelled vendors. After technical and commercial evaluation for the opportunity, Bank would award the contract to an Applicant based on criteria decided for the assignment. Also the Applicant has to be prepared to execute the work within a short notice from the date of award of contract as per the instructions / terms & Conditions referred in requirements. Delisting of Vendors: It may be noted that the Bank reserves the right to delist the empaneled Applicant in case the Applicant does not respond to the enquiries on three different occasions or express their inability to quote for enquiries or do not perform the contract as per the Terms and Conditions including the delivery timelines. Bank further reserves the right to scrap the empaneled list of vendors at any time without assigning any reason. The Bank s decision in this regard shall be binding and final. Bank reserves the right to reject any or all the applications without assigning any reasons. Note: Any Addenda / Corrigenda / Extension of dates / Clarifications / Responses to Vendors queries in respect of this EOI shall only be posted on our website and no separate notification shall be issued in the press. 6 keep themselves updated in this connection. Evaluation of responses to EOI: Technical Evaluation: - Marks 70 Vendors who are found to be satisfying the eligibility criteria as stated above will be evaluated technically through a weighted point system. The Evaluation Committee will evaluate the technical proposals on the parameters specified under this section on the basis of the information furnished by the Vendors in the technical response sheet published under Annexure VI. The Bank reserves the right to ask Vendor(s) for additional information, visit to the Vendors site and/or arrange discussions with their professionals, technical faculties to verify claims made in EOI response documentation. Presentation: Marks 30 Experience, Project Management, Deployment methodologies and technical capabilities of the Vendor Preference shall be given to Vendors having skill sets in Business strategy (including go-to-market modelling), Digital marketing strategy, Design and rapid prototyping, Market research and competitive analysis, User experience design (including associated business process reengineering), Emerging technology (for example, mobile marketing, context-aware computing, real-time analytics and real-time bidding), ability to assemble mobile application prototypes for testing rapid mobile application development tools. Qualification Criteria: Total Marks for Evaluation: 100 Qualifying Marks for empanelment >= 70 At its sole discretion, the Bank may lower down the qualifying marks, if required, In cases like appropriate numbers of Vendors are not available for empanelment. 7 Note: The Applicant references should contain large scale and relevant projects only along with the requested details. If the project information submitted by the Applicant is not relevant or is incomplete, the Bank may not consider it as valid experience and the decision of the Bank in this regard will be final. Legal Documents to be executed by successful vendors The empanelled vendors may be required to sign a Non-Disclosure Agreement, Deed of Indemnity and Deed of Warranty / authenticity with the Bank and other such documents as may be required to protect the interest of the Bank. All the information furnished here in and as per the document submitted is true and accurate and nothing has been concealed or tampered with. We have gone through all the conditions of Bid and are aware that we would be liable to any punitive action in case of furnishing of false information / documents. 14 Note: The mode of execution of the Power of Attorney should be in accordance with the procedure, if any, laid down by the applicable law and the charter documents of the executants and when it is so required the same should be under common seal affixed in accordance with the required procedure.
