ANNEXURE-A OBJECTIVE, SCOPE OF WORK, WEBSITE FEATURES AND BROAD TERMS AND CONDITIONS FOR DESIGN, DEVELOPMENT AND IMPLEMENTATION OF NTFP WEBSITE 1. TRIFED is a national level apex Organisation functioning since 1987, under the administrative control of Ministry of Tribal Affairs, striving to promote the economic development of the tribal communities of the country through marketing development of sustained upgradation of their skills and products. TRIFED is planning to launch a website on Non Timber Forest Produce which should serve the following objective: The portal should have all information about Non Timber Forest Produce (NTFP) in India. The portal should have information about market prices of NTFPs from different regions with a purpose to facilitate all stakeholders of NTFP trade. It should have static information like state-wise commodity profiles, information about role of TRIFED & State Federations and Corporations, research papers on NTFPs etc. It should also provide other relevant information pertaining to NTFPs. The design of the website should be contemporary and consistent with the current branding of TRIFED. 2. Scope of Work: The work comprises of two parts: Design, development and implementation of the NTFP website with the features outlined in the section titled Website Features. Hosting, Maintenance and Support of the website, including training to TRIFED representatives, for a period of one year from the date of launch of website as outlined in the section titled Website Maintenance and Support. The vendor is expected to take care of all aspects of website development, including but not limited to the following: o Understanding detailed requirements of the concerned department of TRIFED. o Presenting at-least 3 design Options. o Converting the written matter to be given by TRIFED into a professionally written content. o Ensuring that the design of database is scalable to upload maximum information as given in the section Website Feature. 3. Website Features: The proposed website shall have the following features: (a) NTFPNET System for feeding information about commodity market prices at district level for market at Haat levels. Total number of Districts shall be initially 94 which will subsequently increase. Information shall be fed on weekly basis.

Portal shall have the facility for updating the information as per requirement. Commodity Profiles The portal shall display commodity profiles for different commodities. It will be static information; however facility shall also be available for changing the information as and when required. Research Papers on NTFPs. The portal shall have the facility for uploading research papers on NTFPs by individuals interested to share information. Networking The portal shall have the facility for registration of individuals/institutions for getting information. Traders for different commodities. A directory shall be formed on the portal based on the registration by individuals/ organizations. A system where buyer/seller can leave their enquiry on the site which can be seen other buyer of seller. Interested parties can approach each other directly. Such offers can be sent to interested buyer/sellers through email registered on the site. NGOs interested in providing training etc. Linkage with other reputed website in India as well as internationally. General Tribes of India Tribal Areas of India NTFP e-newsletter A newsletter having information about the development in NTFP sectors and any news related to NTFPs shall be shared on Monthly basis. The newsletter shall be sent to all those who are registered with TRIFED website. E-Tendering In the second phase of the portal, E-tendering shall also be included which will facilitate State Federations to sell their commodities through this portal. (The portal should have facility for linking it with e-tendering in the 2 nd phase) 4. Website Maintenance and Support: TRIFED intends to outsource the task of maintaining the website. All the activities to ensure this shall be carried out by the vendor and
this activity cannot be outsourced to any third party. The details of the activities which will be undertaken by the vendor and any responsibility expected from TRIFED will have to be spelt out clearly by the vendor in their proposal. The website maintenance contract would run for a period of 1 year from the date of launch of the website. The vendor shall give proper training to the representatives of TRIFED for smooth functioning of the website. The vendor shall also ensure to provide TRIFED information including source code, documentation, hosting details etc. of the website. 5. Proposal Format: We expect a comprehensive proposal from the vendors detailing out the following: Overall Project Plan for website design, development and implementation including training to TRIFED representatives with clear deliverables and timeliness Clear definition of milestones and inputs expected from TRIFED during the design, development and implementation period Implementation approach and methodology Definition of activities which are to be carried out during the support period and the Service Level Assurance SLAs and response times of activities which are to be carried out during support period. 6. Financial Details: The vendors are expected to provide breakup of the quote as per Financial Bid. It consists of two heads: (a) Cost for design and development should include the following: o Design, development and implementation of website. o Uploading of relevant information. o Any other costs. (b) Hosting, Maintenance & Support costs, including training to TRIFED representatives -this should include the following o Annual hosing costs. o Domain name registration and renewal costs for one url for one year. o Annual cost of SSL certificates. o Annual support costs. o Any other costs. 7. Submission of bids: The bidders will submit bids in two cover system, which means a procedure in which the tenderers are required to simultaneously submit two separate sealed covers/envelopes (both in one sealed big cover/envelope), as per details given below: (a) The first envelope super scribed Technical bid will contain EMD in the form of Bank draft favoring TRIFED payable at Delhi. General information about the party. Technical proposal covering all the points mentioned in section titled Proposal Format. Technical information as per Application Form (Technical Bid). Other relevant details. (b) The second envelope shall contain Financial bid super-scribed Financial bid.
Both the above bids complete in all respects shall be addressed & submitted to GM, TRIFED, Head Office, NCUI Building, 2 nd Floor, 3, Siri Institutional Area, August Kranti Marg, New Delhi-110016. 8. Mode of selection: The tender committee will open the technical bids and review the proposal against the requirements laid out in the tender, based upon which short-listing shall be undertaken. The short-listed vendor will be invited for presentation cum demonstration, after which the final short-list will be prepared. Thereafter, financial bids of the short listed parties will be opened by the tender committee of TRIFED in presence of short listed bidders. The final selection will be based on the proposal, presentation and the financial bids. The selected party shall have to enter into a contract with TRIFED at the time of award of work which shall contain specific terms and conditions governing the contract. 9. Pre-bid Conference: A pre-bid conference will be held on 2.8.2013 (11.00AM) at TRIFED, Head Office. Interested bidders are expected to attend this for seeking any clarification related to tender. 10. Timelines: TRIFED expect the selected party to complete the development of the website with all the features within a period of 3 months from date of award of the contract. 11. Payment terms: Part 1- Cost of Design, development and implementation - 100% after launching and acceptance of the proposed website by TRIFED. Part 2- Cost of Hosting, Maintenance and Support, including training to TRIFED representatives - this would be paid in four equal installments at the end of each quarter. 12. The agency shall deposit Earnest Money Deposit (EMD): Rs.50,000/- (Rupees fifty thousand only) drawn on TRIFED payable at Delhi. The EMD will be forfeited in case of non performance by the party at any stage of the tender process & this particular aspect shall be guided by the provisions mentioned in CPWD Manual 2007. EMD is to be deposited with the technical bids. The technical bids of the parties not submitting the EMD shall not be entertained & straightway rejected. 13. Security Deposit: The selected party shall have to deposit 10% of the contract value as performance security deposit (interest free) to TRIFED by way of Demand Draft. The EMD of Rs. 50,000/- deposited by the party shall be retained by TRIFED and converted into SD on acceptance of this order. The selected party shall deposit the additional amount (if any) to make it 10% of the total value of the contract. The total SD amount shall be retained by TRIFED till all obligations under this supply order are fulfilled by the party. 14. Forfeiture of SD: The SD shall be retained by TRIFED till all obligations under this contract are fulfilled by the party & the same paid within 30 days of full & final payment by TRIFED. However, the entire SD shall be forfeited in case of non performance or noncompletion of work as per the terms and condition. 15. The rates quoted by the selected party shall remain firm till the completion of work.
16. In case, it is observed that the selected party is not adhering to the time schedule for completing the website, TRIFED will be at liberty to levy appropriate penal charges to be recovered from the SD/payments, besides getting the work done from other party at the cost and risk of the selected party. 17. Termination of contract: In case, TRIFED finds that the party is not able to fulfill the terms and condition of this work order or is not able to deliver service to the satisfaction of TRIFED, TRIFED shall be at liberty to terminate this work order and award this work to some other party for undertaking the work at the party s risk and cost. In such case, the party shall be liable for penalty, damages, expenditure etc. that TRIFED may incur for the same work. 18. All disputes or differences, whatsoever arising between the parties within or relating to construction/meaning/operation/effect and/or dispute with regard to this contract or breach of contract thereof shall be referred to the Sole Arbitrator of the nominee of the Managing Director of TRIFED not being employee of TRIFED and the award made in pursuance thereof shall be binding on both the parties. The party agrees and undertake that it shall not challenge the award made in pursuance of the aforesaid arbitration clause on the ground that arbitrator was the nominee of Managing Director of TRIFED as per clause of the contract. 19. This contract shall be subject to Delhi jurisdiction and court of competent jurisdiction at Delhi and shall have exclusive jurisdiction in regard to the matter under the Indian Arbitration and Conciliation Act, 1996. The parties agree and confer jurisdiction to Delhi Courts in the event of any disputes and that no other court shall have jurisdiction to any matter under this contract. 20. Neither party will be liable in respect of failure to fulfill its obligations, if the said failure is entirely due to Acts of God, Governmental restriction or instruction, Natural calamities or catastrophe, epidemics or disturbances in the country. The party affected by an event of force majeure will immediately notify the other party of such an event and will also notify the unaffected party on cessation of disability resulting from such Force Majeure Act.
