Tender Document for ad film to promote Gujarat Tourism in India and Abroad Tourism Corporation of Gujarat Ltd., intends to produce a ad film of 60 seconds which can be edited to up to 5 seconds to promote various tourist destinations of Gujarat in domestic as well as international markets. The film is required to promote Gujarat as a year round tourist destination covering various aspects of state tourism like monuments, beaches, wildlife, ecotourism, hill station, shopping, Fairs and Festivals, heritage hotels, resorts water sports, cuisines and handicrafts and should capture the beauty, diversity and spirituality of Gujarat in such a what that it offers the viewers a high quality and engaging experience about Gujarat. The ad film production house agency may submit bids as per following guidelines Guidelines for Submission Interested ad film production houses with requisite experience, may submit required documents in two packets (Technical & Financial Packets) as detailed below:- Last Date for submission : 30/09/2009 The Bid should contain the following documents:- Packet 1 (Technical Packet) Agency/ Production house should have experience of minimum 3 years Agency / Production house should have well trained staff/agency for different work profile of the film making (i.e. scripting, screenplay, editing etc). The agency should have own production house The agency/ production house should have a well trained production team.

3 i) Profile & Track Record of the company. ii) Minimum 5 years of experience iii) Balance Sheet for last 3 financial years. iv) One s own production house v) A well trained production team as well as a coordination team vi) Photocopy of PAN No. issued by Income Tax Department. vii) Photocopy of Service Tax Registration. viii) Earnest Money Deposit (EMD) in the form of Demand Draft from a scheduled Bank for Rs. 1,00,000/- drawn in favour of the Pay & Accounts Officer, Tourism Corporation of Gujarat Ltd. ix) Tender Document Fee of Rs. 5,000/- in the form of Demand Draft from a scheduled Bank drawn in favour of the Pay & Accounts Officer, Tourism Corporation of Gujarat Ltd., Gandhinagar All the above documents should be put in an envelope sealed and superscribed as Technical Packet for Production of ad film Vibrant Gujarat and the envelope should carry the tender number, due date for submission along with the name, address, telephone number, address of the film production house Packet -2 (Financial Packet- (To be superscribed Financial packet for India Film.) A complete break up of cost in Indian Rupees only, involved in shooting the destinations of the tourism hubs in Gujarat and fairs and festivals may be indicated as under The cost details should be given in the following format :- Shooting of destinations of all hubs on HD format Travelling lodging boarding along with 4 ad agency personnel Recording (Voice-over, Music etc. Editing / Mixing Others, if any ( cost of release tapes, cost of each edits etc..) Total And Shooting of destinations of all hubs on DV format Travelling lodging boarding along with 4 ad agency personnel Recording (Voice-over, Music etc. Editing / Mixing Others, if any ( cost of release tapes, cost of each edits etc..) Total Net cost and Taxes should be indicated in two separate columns and the third column should indicate gross cost (i.e Net cost + taxes). The detailed financial cost should be put in an envelope sealed and

4 superscribed as Financial Packet for Production of ad film Vibrant Gujarat and the envelope should carry the tender number, due date for submission along with the name, address, telephone number, address of the production house. The covers containing both the technical and financial sealed packet should be put in a big cover, sealed and superscribed as Technical & Financial Packets for Production of ad Film Vibrant Gujarat. The big cover should be addressed to the Tourism Corporation of Gujarat Ltd. Udyog Bhavan block no 0000 floor No and should be submitted on or before 1800 hrs. on or before 25th September Selection Process A nominated Committee will evaluate the technical bids received. Technical evaluation will be on an aggregate of 75% Marks. Technical assessment will be based on Profile & Track Record. On the basis of technical assessment, at least three production houses will be empanelled and the financial packet of these three agencies only will be opened. Financial evaluation will carry a weight age of 25% marks. The aggregate of marks, after adding the scores from the technical and financial evaluation will determine the outcome and the empanelment will be decided based on the production house getting the highest aggregate mark. The short listed film production houses will have to work in tandem with our advertising agency based on their concept of the advt. film duly approved by TCGL. The empanelled production houses will be liable to submit rates and treatment note for the approved concepts and based on which the final work order will be submitted. The evaluation will be done along with our advertising agency. All Necessary permission for the film shoot will be obtained by the production including sensor certificate on its own and TCGL shall assist them in procuring them The production house is required to complete the shoot within 90 days of receiving the work order and submit a rough cut of the film for preview and approval. After obtaining approval on the rough cut, the production house will submit the final version with in 20 days, incorporating voice over, music track, etc. for final preview and approval. Other important Information a) The ownership of the ad film and the entire shoot/ raw stock, music( mixed and unmixed), voice overs, supers, 60 second master film, 45 secs, 30sec, 20 second, 15 seconds, 10 second, 5 second edits along with both unmixed and

5 mixed versions will at all times rest with the TCGL and the production house will have no proprietary or other rights in respect of the same. b) The empanelled production house will execute a Performance Guarantee for 5% of the total value of the contract in the form of Account Payee Demand Draft or a Bank Guarantee from a Commercial Bank in an acceptable form. The Performance Guarantee should remain valid for a period of 90 days beyond the date of completion of all contractual obligations. c) TCGL is not bound to accept the lowest or any tender or to assign any reason for non-acceptance. TCGL reserves its right to accept the tender either in full or in part. Conditional Bids will be rejected outright. d) TCGL reserves the right to summarily reject offer received from any agency on national security considerations, without any intimation to the bidder. e) TCGL reserves the right to place an order for the full or part quantities under any items of work indicated above. f) Clause pertaining to purchase price preference for PSUs will be applicable. g) The financial bid of the two short listed agencies will be opened by a Committee before the representatives of the agencies and the agencies will be notified in advance, the time, date and venue of opening of financial bids. Penalty Clause : Any delay from the stipulated schedule would invite a penalty of Rs.5000/- per day in respect of each of the items of work as enumerated in the Scope of Work indicated above. After issue of the contract the Performance Guarantee will be forfeited in case of undue delay in performance by the production house Termination by Default : TCGL reserves the right to terminate the contract of any agency / agencies in case of changes in the Government procedures or unsatisfactory services. Force Majeure : Neither party will be liable in respect of failure to fulfill its obligations, if the said failure is entirely due to Acts of God, Governmental restrictions or instructions, natural calamities or catastrophe, epidemics or disturbances in the country. The party affected by an event of Force Majeure will immediately notify the other party of such an event and will also notify the unaffected party on cessation of disability resulting from such Force Majeure act.

6 Arbitration : Venue of arbitration will be Gandhinagar, Gujarat and will be governed by provisions of the Indian Arbitration & Reconciliation Act. Jurisdiction : The contract shall be governed by laws of India and all Government rules on purchase matter issued from time to time and in force for the time being are applicable to this contract tender. NOTE : Entire technical bid has to compiled as one single document which can be spiral bounded.
