1 Job Opportunity: EDUCATION & TRAINING SPECIALIST CDEMA Coordinating Unit Competition Reference No. CDEMA-CU/Intra-ACP/03 Application Deadline Date October 31, 2014 Location Organization Contract Period Bridgetown, Barbados Caribbean Disaster Emergency Management Agency 24 months The CDEMA Coordinating Unit (CU) is inviting applications for an Education and Training Specialist who will be responsible for the coordination, design and implementation of Comprehensive Disaster Management (CDM) education and training programmes in support of capacity building within Participating States (PS) and the Coordinating Unit (CU). The promotion of standards and competencies for Disaster Risk Reduction (DRR) training in the CDEMA system will also be required of the successful applicant. Open To: Applications for this post are open to employees of the CDEMA CU and all citizens and permanent residents of CARICOM countries. Compensation: The compensation will be based on the individual s qualifications and experience. Merit Criteria: 6.0 QUALIFICATIONS AND EXPERIENCE 6.1 Masters degree in Education, Training or related field; and 6.2 At least five (5) years experience in developing and implementing training programmes Or Page 1 of 5

2 6.3 A Bachelors degree in Education, Training or related field and ten (10) years related experience 6.4 Qualifications in Earth Sciences, Disaster Management or related discipline would be a distinct advantage 6.5 Certification in Adult Education would be an asset 6.6 Demonstrated experience in delivering training programmes to adult audiences 6.7 Demonstrated experience in the development of training materials would be an asset 7.0 SKILLS, KNOWLEDGE AND ABILITIES 7.1 Comprehensive understanding of issues and challenges in disaster management within CDEMA Participating States 7.2 Proposal writing, report writing, data acquisition and analysis skills 7.3 Proficiency in relevant computer applications 7.4 Excellent interpersonal and communication skills 7.5 Strong negotiation, diplomacy and advocacy skills 7.6 Excellent written and oral use of the English language 7.7 Ability to communicate effectively with persons at all levels 7.8 Flexibility and adaptability 7.9 Demonstrated Team Leadership 7.10 Knowledge of French, French creole, Papiamento or Dutch would be an asset 7.11 Appreciation of workplace diversity Information Notes: 1. 3 CARIBBEAN DISASTER EMERGENCY MANAGEMENT AGENCY JOB DESCRIPTION Position Title: Division: Reports To: Direct Reports: Education and Training Specialist Disaster Management Division (DMD) Deputy Executive Director (DED) Project Staff and consultants as required 1. FUNCTIONAL RELATIONSHIPS Works under the direction of the Deputy Executive Director and collaborates with other staff. 2. SUMMARY The Education and Training Specialist (ETS) will be responsible for the coordination, design and implementation of Comprehensive Disaster Management (CDM) education and training programmes in support of capacity building within Participating States (PS) and the Coordinating Unit (CU). The ETS will also collaborate with other members of the DMD Team and development partners in promoting standards and competencies for Disaster Risk Reduction (DRR) training in the CDEMA system. 3. DUTIES AND RESPONSIBILITIES 3.1. Lead the establishment of the CDEMA Regional Training Centre 3.2. Lead the development and implementation of the CDEMA Training Doctrine including through the development and/or maintenance of partnerships 3.3. Establish mechanisms for the regular review of training needs in the Participating States and the effectiveness of efforts to meet the gaps identified Make recommendations to the PS and the CU for addressing gaps/needs identified Develop and deliver training programmes to fill those gaps Support the mobilization of resources to finance implementation through the development of concept notes for programmes and projects 3.4. Collaborate with Participating States and partners in the development of competency and related standards for key functions in DRR organizations and the training Page 3 of 5

4 programmes to support these Collaborate with other members of the DMD, OED and other partners in the design and scheduling of training in PS and establishment of standards delivery, monitoring and evaluation Disseminate the upgraded CDEMA Disaster Education Kit (printed and electronic) to achieve the widest possible reach including to: a) National Disaster Offices, including non-english speaking Participating States. b) Selected Schools (Principals and Teachers) in all PS c) Develop web-compatible versions for up-load on and Collaborate with the CDEMA CU Marketing and Communications Specialist in the promotion of the training offerings of the CDEMA Regional Training Centre 3.8. Lead efforts in the establishment of cadres of qualified teams to deliver subject matter training in the CDEMA system 3.9. Collaborate with the RMAD in the development of a database of technical resources to assist with programme delivery in the CDEMA system Develop a facility for tracking and directing PS and others to relevant training and scholarship opportunities within and outside the region Manage and provide support for the operations of the Education Sector Sub- Committee Review and make recommendations for sustainable financing of DRM training in the CDEMA system and lead implementation of the outcomes Participate in disaster response activities of the Agency, as may be required Perform any other duties as may be directed from time to time by the Deputy Executive Director or any duly authorized officer of the Agency 4. CONDITIONS 4.1. General administrative office accommodation provided 4.2. Position may require periods of travel to CDEMA Participating States as well as other destinations 4.3. Institutional support provided through documented rules and regulations, general policy guidelines and through access to available relevant information, resources and facilities 4.4.
