1 REGIONAL COMPETE CARIBBEAN PROGRAM (RG-X1044) SUPPORT TO CLUSTERING INITIATIVES (SCI) RG-CC3056 CARIBBEAN CLUSTER IN ANIMATION OUTSOURCING AND INTELLECTUAL PROPERTY DEVELOPMENT WEB MANAGEMENT SERVICES FOR THE CARIBBEAN ANIMATION NETWORK TERMS OF REFERENCE I. Background BACKGROUND The Inter-American Development Bank (IDB), the UK s Department for International Development (DFID), the Government of Canada and the Caribbean Development Bank (CDB), have established a cofinancing program called Compete Caribbean (RG-X1044). The goal of this Program is to contribute to the increase in the standard of living and quality of life, and the enhancement of the competitiveness of the 15 independent CARIFORUM countries. Specifically, the Program will increase: (i) donor harmonization and coherence, equity and sustainability of national and regional private sector strategies; (ii) the efficiency and effectiveness of Caribbean governments to promote a competitive, growth-oriented business and investment climate; and (iii) innovation, productivity, value added production, sales and sustainability in key Caribbean clusters and value chains, and product sophistication, productivity and exports of individual firms. The Program is organized in three components: (1) Comprehensive Framework for Private Sector Development and Knowledge Management, (2) Business Climate and Competitiveness Enhancement Facility (3) Enterprise Innovation Challenge Fund (EICF). The third component itself has two subcomponents: 3.1. Support to Clustering Initiatives (SCI); and 3.2: Direct Firm Support (DFS). The consultancy defined in this TOR supports the Sub-component 3.1 (SCI). The objectives of Sub-component 3.1 are to: (a) enhance the development of the productive sector, by supporting clusters and value chains to compete in regional and global markets; and (b) increase the generation of employment and income by strengthening Caribbean businesses with resources to finance innovative ventures, develop new products, implement new business models, and enter new markets. The Enterprise Innovation Challenge Fund (EICF) Support to Cluster Initiatives Window. The objective of the Support to Cluster Initiatives (SCI) window is to enhance the competitiveness of the productive sector by supporting clusters and value chains to compete in regional and global markets. 1

2 The animation cluster comprises three studios West Toonz in Barbados, St. Lucia-based Malifinis and GSW Animation out of Jamaica. The general objective of the programme is to support the advancement and positioning of the Caribbean as a renowned location for the global provision of world class production and post production animation outsourcing services. The associated goal is to increase productivity and sustainably compete in national, regional and international markets As new entrants in the marketplace, it is critical that the cluster members build their expertise and establish a track record in animation production by servicing offshore demand. Success here will establish credibility and will provide a further platform to enhance the expertise necessary for working in a dynamic and diverse environment characterised by varied producers, cultural influences and interests. In addition, strong business relationships are expected to be forged in the context of these outsourced contracts, enabling cluster members to build a network of industry contacts that could be leveraged for future projects, whether these are service work, coproduction or local intellectual property development. The cluster is now seeking a consultant to support the key growth activities particularly in relation to the development of effective business mechanisms to underpin the efforts of the participating partner cluster studios. II. Objectives The objective of this consultancy is to provide web management and facilitation services on behalf of the Caribbean Animation Network, in accordance with specific processes and procedures as prescribed by the cluster. It is envisioned that the website should: Serve as the marketing and communications tool that clearly conveys cluster s offering, unique selling proposition, methodology, depth and breadth of experience and expertise; Leverage collateral and digital marketing material as far as possible to communicate more effectively and share critical information with potential clients; At first glance, clearly communicate the work of Animation cluster. Ideally, the website will serve as a tool in driving the cluster s business; Host testimonials to post relevant comments on previous work done by the cluster. The anticipated users of the website will be the international animation sector, including studios, producers, practitioners, academics and media. III. Main Activities/Scope of the Consultancy Under the supervision of the cluster facilitator, and in close cooperation members of the cluster, the Provider will be responsible for the finalisation, upgrade, maintenance and update of the web site. Specifically, the Provider will be expected to: 2

3 Finalise the design and construct the current web site into a creative, interactive and professional website that reaches the appropriate target audiences and meets the objectives outlined above; Upon completion of the website construction; provide training to select cluster staff on how to complete regular content updating; Provide a content management system and work closely with the cluster and select staff at each stage of the design and stand-up process, to ensure integration of all elements and details; Select a platform that allows easy integration of multimedia products, social media platforms, and user-friendly administrator interface. This includes migration of content from partner websites; Select a platform that allows users to search content by geographic location, issue(s) and language. This content should be available to users for licensing and/or accessing digital rights management of content; Provide 2-3 new template designs for review and select a chosen design. This design should be translatable to printed promotional materials; Provide cluster staff with designs of all pages prior to initiating reconstruction of the website; Use simple, cost-effective techniques to test designs prior to launch of site; Make edits to permanent and semi-permanent content as requested by cluster staff. Edits should be made within one week of issuance; Maintain a full backup of the web site through the duration of the contract. The backup, code and source files will be delivered in full to the client on completion of the website; Regularly check for broken hyperlinks on the site; Provide links as requested for integration with Google Analytics; Verify regularly that the site is up and will revert to back-up whenever necessary; Work with cluster staff to guarantee SEO through the following: Keyword research and analysis, site analysis, competitive analysis (identify competing sites), site content optimization, HTML code optimization, submission to free search engines, link exchange and web ranking report; Provide monthly detailed reports of the website s performance in relation to SEO and website traffic during the maintenance phase. This report should include recommendations for improving website performance; To provide Survey Instrument functionality; Ensure that the web site is compatible with MS Internet Explorer, Safari, Mozilla Firefox and Google Chrome browsers; Explore the feasibility and functionality of the web site on Blackberry OS, IOS, Android OS and Windows Mobile OS; To ensure adequate protection and backup of data, hardware and software; To take reasonable and appropriate precautions against viruses and other contaminating or destructive properties including but not limited to unauthorized editing and uploading of material. Make recommendations for the usage of an online platform for the cluster members to collaborate and engage in internal discussions IV. Deliverables The Contractual will be expected to provide: 1. Content Management System Integration/CMS Data Migration Training and User Manual 2. One Training Session for the staff of the NCPC on how to maintain and keep the website current. 3

Payment Schedule The contractual shall be paid in 4 lump sum payments: 1. 25% upon delivery and acceptance of a work plan 2. 25% on the acceptance and approval of deliverable % on the implementation of deliverable 2 and on the acceptance and approval of deliverable 3. VI. Characteristics of the Consultancy Consultancy category and modality: Products and External Services Contractual, Lump Sum Contract duration: April till July, Place of Work: Consultant s place of residence Qualifications & Experience: Bachelor s Degree and at least 2 years experience in information management; Knowledge of web design and information systems, including content management; Experience in databases, Access, SQL, Windows 2003/2008/2012 Servers, ASP, ASP.NET, UML, Photoshop, Cascade Styles Sheet (CSS), W3C and XHTML or comparable technologies; Experience working with and addressing the needs of developmental institutions; Fluency in current trends in website design, functionality, interactivity; Proven experience in successful web design for organizations aiming to showcase multimedia programming; Ability to creatively communicate the work of NCPC in both design and presentation of website; Understanding of End User needs and ability to match with technical solutions; Strong track record in website design, security and administration, Google analytics and SEO; Ability to respond to client needs and requests within one week of issuance. Sound interpersonal, organizational and teamwork skills; Ability to work independently, with initiative and responsibility in order to perform the outlined technical functions for the Program Coordination: The technical and administrative responsibilities of this consultancy will be coordinated by Sylvia Dohnert, Private Sector Development Lead Specialist (IFD/CTI). 4

5 Payment and Conditions: Compensation will be determined in accordance with Bank s policies and procedures. In addition, candidates must be citizens of an IDB member country. Consanguinity: Pursuant to applicable Bank policy, candidates with relatives (including the fourth degree of consanguinity and the second degree of affinity, including spouse) working for the Bank as staff members or Complementary Workforce contractual, will not be eligible to provide services for the Bank.
