1 Enhancing knowledge and application of comprehensive disaster management (ekacdm) initiative Title: Production of Policy Guidelines and Frameworks for Inclusion of Comprehensive Disaster Management (CDM) in National Policy of Selected Priority Sectors Date: January 12, Background The Enhancing Knowledge and Application of Comprehensive Disaster Management (EKACDM) Initiative is a five-year sub-project under the Caribbean Disaster Risk Management Programme (CDRMP) funded by the Department of Foreign Affairs, Trade and Development (DFATD) Canada and aimed at establishing an effective mechanism for managing and sharing Comprehensive Disaster Management (CDM) knowledge that will be of use for various stakeholders, including governments, local communities, the voluntary sector, and the private sector. The Initiative supports the Caribbean Disaster Emergency Management Agency (CDEMA) -led regional CDM Framework by generating and disseminating CDM knowledge and by providing training and tools for the public and private sectors. There are three Intermediate Outcomes of the Initiative: (i) An enhanced regional network which generates, manages, and shares knowledge on CDM, including gender issues; (ii) The increased use of standardised gender-sensitive educational and training materials for CDM by professionals and students in the Caribbean; and (iii) The enhanced mainstreaming of gender-sensitive decision-making for CDM in the public and private sectors, in particular Small and Medium Enterprises (SMEs). The Initiative was developed by the Institute for Sustainable Development (ISD) in association with the Disaster Risk Reduction Centre (DRRC) at The U niversity of the West Indies (UWI) in response to gaps identified in implementing CDM in the Caribbean, specifically as it pertains to Knowledge Management for Disaster Risk Reduction (DRR). Initiative Outcomes and Specific Outputs involved include: EKACDM: RFP Output Page 1 of 5
2 Intermediate Outcome 3: Enhanced mainstreaming of gender-sensitive decision-making for CDM in the public and private sectors, in particular SMEs. Immediate Outcome 3.1: Improved awareness of CDM research outputs for policy and practice. Research on various aspects of CDM is often undertaken by research and other institutions. However, the application of the outputs of the research to policy and practice is oftentimes lacking due to limited awareness of the results. Outputs under this Immediate Outcome will support knowledge transfer and incorporation of research into policy- and decision-making in priority sectors and other areas. Output Policy guidelines and frameworks for inclusion of CDM in national policy of selected priority sectors produced and presented to appropriate policymakers. 2.0 Purpose of Assignment The purpose of the assignment is to: a) Review national sectoral policies and strategies for hazard or disaster risk management in the economic sectors under the EKACDM Initiative - (water, tourism, finance and economic development, agriculture, and health and wellness) in selected Caribbean countries, to determine the extent to which Comprehensive Disaster Management (CDM) has been included in the policies and strategies, and to highlight areas within the policies where further inclusion of CDM is required. The review will be used to inform the production of policy frameworks and guidelines for including CDM in national policy for two sectors. These sectors will be determined by the EKACDM project. 3.0 Scope of Work The Researcher will be required to: (i) Conduct a review of national and sectoral policies and strategies to assess the level and effectiveness of the integration of e Comprehensive Disaster Management. This review will be undertaken for one or more of the initiatives main target countries, Grenada, Guyana, St Vincent, Dominica, St Lucia, Antigua, Barbados, Jamaica, and Trinidad and Tobago. The review should include: a. An assessment of which CDM strategies are integrated in national policies and strategies, including sectoral polices and strategies b. An assessment of any CDM strategies that are mainstreamed across sectors in the target countries. c. An assessment of the roles and level of involvement of relevant authorities/agencies in mainstreaming CDM in their sector EKACDM: RFP Output Page 2 of 5

References to inclusion of any of the EKACDM cross cutting themes in the policies and strategies reviewed (ii) Identify gaps and opportunities for strengthening the inclusion of CDM in the selected sectors within the target countries. (iii) Participate in an Inception Meeting and other meetings with the Initiative Manager and Initiative Team to discuss the sectors of focus, activities, geographical scope and any other relevant matters. (iv) Liaise with the Institute for Gender and Development Studies Regional Coordinating Unit to ensure that gender is appropriately considered and addressed in the work undertaken. (v) Prepare an Inception Report detailing the detailing the scope of the work, the methodological approach including assessment method, and timelines for activities and deliverables. (vi) Prepare and submit draft report of findings. (viii) Prepare and submit Final Report of findings which should include addressing reviewers comments. 4.0 Duration The period of the consultancy will be from February 8, 2016 to April 1, Deliverables The expected deliverables for the Output are outlined below. (i) An Inception Report within five (5) working days of the signing of the contract, detailing the scope of the work, the methodological approach including assessment method, and timelines for activities and deliverables (ii) A Draft Report detailing findings from document reviews and desktop research. This should include the list of documents reviewed and contact information for any persons consulted. (iii) Final report in English including amendments based on feedback and corresponding change log Disaster Risk Reduction Centre/EKACDM Initiative Support (i) The Researcher will report to the EKACDM Initiative Manager and the Principal Investigators. (ii) DRRC will provide letters of introduction to key stakeholders, as necessary; (iii) DRRC/EKACDM shall notify the Researcher of its acceptance or non-acceptance of any of the reports. 4 Researcher. These may include deficiencies such as a failure to comply with the Terms of Reference. The Researcher shall be obligated to rectify the report in question to comply with the Terms of Reference. (iv) DRRC/EKACDM shall not be liable for any additional fees or expenses related to the revision of the report(s) by the Researcher, and shall not be obliged to make any interim or other payment to the Researcher until DRRC/EKACDM is satisfied that the Researcher has performed the services in accordance with the provisions of this agreement. 7.0 Place of Work and Travel Relevant to Assignment The Researcher will work from his/her own office. The Researcher is expected to use his/her own computers. 8.0 Payment and Delivery Schedule The Researcher will be a paid a sum of J$106,720 for each country assigned the researcher is expected to complete the assignment within two months. Upon successful completion of a deliverable, the Researcher must forward an invoice, to the EKACDM Initiative Manager in accordance with the payment and deliverable schedule for processing and payment. A Master s Degree would be considered and advantage; Experience in conducting policy reviews; Demonstrated knowledge and understanding of Comprehensive Disaster Management issues in the Caribbean pertaining to gender, policy and economic sectors; Fluency in oral and written English; and Excellent research, analytical, and communication skills.
