2 Position Summary About the drug and alcohol service and Inner East Consortium This position will be based in the Inner East Drug and Alcohol Service at the Hawthorn site of Inner East Community Health Service (IECHS), but may also operate out of other locations within the Inner Eastern region (including Box Hill). The Inner East Drug and Alcohol Service is part of the Inner East Consortium partnership with Turning Point/Eastern Health (lead agency), Monashlink Community Health Service and Salvation Army Eastcare. This Consortium has been funded by the State Government to provide drug and alcohol assessment and treatment services to adults (defined as individuals aged 16 years and over) in the Inner Eastern Catchment. The Consortium is specifically funded to provide Intake & Assessment, Care & Recovery Co-Ordination, Counselling and Non-Residential Withdrawal. In addition, the Consortium partners have close connections with the addiction medicine, specialist pharmacotherapy, consultation liaison and dual diagnosis services offered by Eastern Health Turning Point. Linkages are also established with a broad range of community-based services, including community mental health services, other drug and alcohol services (including residential and non-residential services), Youth Justice, Corrections Victoria, and housing/accommodation services. In addition to our adult treatment services for clients aged 16 years and over, the Inner East Drug and Alcohol Service offers assessment, case management, supportive counselling and youth outreach support for young people aged years who are experiencing substance use problems. The service also has a familyfocussed counsellor who is funded by the Commonwealth Government to provide support to family members whose loved one is experiencing a substance use problem. The AOD Youth Clinician will work within both the adult and youth outreach services at Inner East Drug & Alcohol Service to provide specialist drug and alcohol assessment and treatment to young people. The AOD Youth Clinician will also work closely with headspace Hawthorn (located next door at 360 Burwood Rd, Hawthorn), which operates with IECHS as its lead agency. headspace Hawthorn is a youth mental health and support service which provides drug and alcohol and other services to young people aged years. Organisation Background Inner East Community Health Service (IECHS) is a not for profit community health service operating as a company limited by guarantee. The Head Office is in Church Street, Richmond. Services are delivered from sites at Richmond, Hawthorn, and Ashburton. The Hawthorn Community House, which runs occasional child care and Neighbourhood House activities, and headspace: Hawthorn, which offers a range of youth mental health and support services, is also managed by IECHS. The organisation employs approximately 160 staff with a budget of $10 million p.a. Inner East Community Health operates within a multidisciplinary primary care environment where medical, counselling and allied health disciplines interface with health promoting activities and a range of partner agencies to provide holistic care. These services include medical clinics, a dental clinic, allied health services, counselling, aged care day services, residential aged care, drug and alcohol services,
3 occasional child care, neighbourhood house activities and others. The IECHS mission is to improve the health and well being of our communities through advocacy and by providing a comprehensive and integrated range of accessible health care services. A high priority is placed on improving the quality of our client s lives through health education and health promotion and the delivery of integrated services. Whilst the majority of services are provided through funding from Federal and State Government programs, private practitioners also operate at the clinical sites. The IECHS vision is to be a leading, high quality and effective provider of primary health care, community care and aged care by working with and for our communities. Position Description The Alcohol and Other Drugs (AOD) Youth Clinician will work with young people affected by substance use to provide assessment, support, case management, and therapeutic counselling. The position will have a primary focus on providing comprehensive assessment and individual/group counselling for young people presenting with substance use problems at either the Inner East Drug and Alcohol Service or headspace Hawthorn. The role will also include community engagement and harm minimisation projects, including the delivery of educational and preventative programs within local schools and a close collaboration with headspace: Hawthorn community development programs. The position will focus on working with young people aged years, but will also include work with younger adolescents (aged from years) and adults (aged 25 years and over). Where appropriate, the clients may include Youth Justice and forensic referrals. The position will work within a recovery-orientated model which uses a strengthsbased, client-centred and family inclusive approach to substance use. Therapeutic interventions may include motivational interviewing, mindfulness, acceptance and commitment therapy and cognitive behavioural therapy. Although the role will primarily be clinic-based in the provision of therapeutic counselling, there may be a component of outreach work in the local community. Position Functions Key areas of accountability Drug and Alcohol Assessment Conduct comprehensive and client-centred assessment (including risk assessment) of clients presenting to the Inner East Drug & Alcohol Service and headspace: Hawthorn, using Department of Health AOD assessment tools and other relevant assessments as appropriate Complete assessment reports and documentation as required and maintain accurate and upto-date client files Facilitate and conducts referrals to other health and welfare support services (including
4 residential withdrawal, rehabilitation and supported accommodation) Work within a collaborative care-team approach and participate in multidisciplinary team and case management practices as appropriate Contribute to the support of clients who are waiting for service provision and assist in the management of waiting lists and service allocation Provide secondary consultation, advice and recommendations to internal and external stakeholders regarding youth drug and alcohol issues Develop Individual Recovery Plans and client-centred treatment goals, and conduct clinical reviews of treatment goals as required Provide formal professional reports for statutory purposes (for example, Youth Justice assessments) Participate in clinical review, case conferencing, intake and allocation meetings at Inner East Drug & Alcohol Service and headspace Hawthorn as required Drug and Alcohol Counselling Provide therapeutic interventions to young people and young adults presenting with substance use (with and without co-occurring mental ill health issues) within a harm minimisation framework Provide individual counselling to clients recommended for therapeutic interventions Facilitate group programs as required to manage case-loads and to respond to the needs of clients Work with clients, families and significant others to support treatment goals Provide brief intervention, group work and relapse prevention to clients as required Undertake clinical review and evaluation of clients under supervision from the Manager and clinical supervisor Participate in case allocation, case review and discharge planning processes Community engagement & education programs Deliver school-based education programs for groups of students using a clinical and harm minimisation approach Provide advice and secondary consultation to schools and other youth services as required Participate in the development and evaluation of education and harm minimisation programs within the service Service development and administration Contribute to the planning, development, delivery and evaluation of the AOD service model at the Inner East Drug & Alcohol Service and Inner East Consortium Build on and maintain referral pathways with relevant internal and external stakeholders (for example, General Practitioners, mental health services and other AOD providers) Work as part of a multi-disciplinary team to contribute to service and team development and the promotion of the consortium and its services Participate in other program development and project work as required Manage individual performance targets as required for funding purposes Represent the service as required in a professional, courteous and empathic manner Maintain high quality clinical case files and related data recording as per program requirements, including accurate and thorough documentation of clinical risk incidents Integration with Inner East Community Health Service services Actively participate and contribute to IECHS service integration activities as requested by the

Recognised tertiary qualification in psychology, social work, mental health nursing or related field with specific skills and experience in counselling Demonstrated skills and experience in AOD and mental health assessment and treatment Demonstrated knowledge of youth mental health and substance use presentations, and specific interest working with young people Demonstrated level of knowledge and understanding of the drug and alcohol treatment sector, the mental health sector and community support services The ability to maintain high level assessment documents, client records, reports and case notes. Demonstrated capacity and skills to develop implement and evaluate interventions and programs. 9 CONDITION OF EMPLOYMENT Award: S.A.C.S. award salary dependent on qualifications and experience Hours of Work: This is a three day position. Alternate hours to include Saturday service may be negotiated. Some flexibility will be required to meet the needs of the client group, eg. After-hours appointments.
