1 THE PROVIDER Newsletter for Adult Social Care Issue 10 Summer 2011 CARERS DAY: PUTTING CARERS FIRST IN PLYMOUTH On Friday 17 June 10am till 2pm at Plymouth Guild hall an event is being held dedicated to making sure carers know about organisations, services and groups that are there to support them. Around 40 organisations will be at the Guildhall to give advice and information on a range of subjects.these include Adult Social Care services, carers organisations, dental and physical health, fire and police, complimentary therapies, benefits and housing advice, Adult and Community Learning and Jobcentre Plus amongst others. Participants can get a cheap hair cut, enjoy a shoulder massage and join in atai Chi or active steps session. Delicious cheap home made food will be sold by Coombe Dean School Café. There will be a Carers Champions Carers Awareness session and St Lukes are running Hand Massage Communication and Planning for End of Life Care sessions. There will be a consultation session from 11am to 12 noon for all carers to find out what services they need to support them in their caring role.this is being facilitated by the Princess RoyalTrust for Carers. 2 OLDER PEOPLES DAY This years Older Peoples Day will be held at the Plymouth Guildhall on Friday 30th September from 9.30am. Last years event was a huge success with over a 1000 people attending. This year will also be a fun packed day of information, entertainment, displays and a great opportunity to learn about the excellent services and organisations that provide support in a wide variety of ways to those people over 50 living in Plymouth. There will be more detail about the day to follow over the next couple of months. 3 PREPAID CARDS FOR DIRECT PAYMENT RECIPIENTS Plymouth is planning to provide service users with prepaid cards to manage the money they receive as a Direct Payment to meet their support needs. Prepaid cards have been available to service users in Kent for four years; they have found them to be very successful and popular with both service users and providers. The card provides benefits like: Empowerment and choice for the service user Receipt of funds within 4 working days directly to the providers bank account Payment can be made in person or over the phone DEMENTIA QUALITY MARK The Dementia Quality Mark (DQM) developed by the South West Dementia Partnership (SWDP) is a response to issues around quality and safeguarding within care homes. The model was created by David Francis in 2010 and Plymouth was asked to coordinate a regional pilot supporting Bristol, Bath, Dorset and Wiltshire. Plymouth s priorities as the pilot lead are to: Establish a local accreditation system in each area that tests, refines and develops the DQM model through experience Ensure there is an evaluation of the pilot against intended outcomes Ensure there is evidence to support engagement with key stakeholders throughout the process. Plymouth University will be evaluating the pilot which will include attending the steering group and any other relevant meetings, talking to service users and care homes that have used the DQM toolkit. Plymouth s target is to receive 24 applications from care homes and currently 17 homes are progressing or due to start using the toolkit. The panel for Plymouth has been set up with members offering a multi agency approach and an independent chair. At the first regional event it was agreed that we would adopt three key principles to achieving the DQM and offer consistency across panels, these were continuous improvement, trained and developed staff and person centred care. There are more than 140 million payment cards in circulation in the UK, so the potential to reach new customers, or make the most of the customer base you already have by accepting payment with cards is an advantage. Cheques will be phased out soon and other methods of payment will be required i.e. cash, card payments. We are planning to have this facility available to our service users by the autumn. Over the coming months we will be holding an event to provide you with information and to answer any questions you might have; we will also keep you posted about developments in this area. 4 NATIONAL MINIMUM DATA SET NEWS NMDS-SC briefing 15 describes a range of improvements that have been made to the NMDS-SC over the last 12 months in response to feedback and requests from employers and stakeholders. Over the next year reporting functions are going be enhanced and will include key information on turnover, pay and qualifications. To date these reports have been rather user-unfriendly but work is in hand to develop reporting dashboards that will allow employers to view reports in a much more accessible and easy-to-read way. This will maximise the benefits to employers and the return on their investment of time in submitting their data. The last meeting included some valuable information and updates as well as offering the chance for networking and sharing best practice. Agenda items included the Qualification and Credit Framework, NMDS-SC and funding updates and tips and advice on meeting CQC Outcomes. The LEN is a successful provider-led network that encourages learning and development, training and information sharing, discussion and support. The LEN actively tackles interesting and challenging agenda items and deploys engaging guest speakers. Attendance is continuously increasing, helping to promote good practice through lively discussion and information exchange. The next Plymouth LEN meeting will be on Tuesday 21st June at 9.30am to 12.00pm, hosted by Working Links, 4th Floor, Cobourg House, 32 Mayflower Street, Plymouth, PL1 1QX. 5 MARKET POSITION STATEMENT Increasing demand, greater numbers of self funders and personal budget holders and reductions in government expenditure will inevitably mean significant change to the care and support market in the coming years. In order to prepare for these changes Local Authorities are encouraged to develop Market Position Statements (MPS). MPS should set down to providers, commissioner s views of the future care and support market and are based around the following elements set out in the diagram. Within Plymouth we are just in the process of finalising our MPS and will be out for consultation within the next four weeks. A series of provider events will then be hosted in late summer/early autumn to take forward the key issues. demand current supply quality funding Trends, comparisons, projections, needs and expectations Size, locations, gaps, expanding/contracting Performance, inspections, feedback Where is the money spent? Trends and comparisons Vision of the future market For example Service models, Market Shaping and intervention acitivities PLYMOUTH STROKE RESEARCH TEAM South West Stroke Research Network (SW SRN) is one of 10 networks across the country working with the NHS carrying out research into stroke to improve patient care. It is supported by the Government and involves patients and professionals. Go to for more information. In Plymouth we are based at Derriford and Mount Gould Hospitals. The team carries out research activity both in the hospital and the community. We are currently running the 'OTCH Trial' - Occupational Therapy (OT) in Care Homes, which is looking at the benefits of OT for residents in care homes who have had a stroke. The trial aims to recruit 840 residents across 7 sites in the UK (currently nearly 600). To take part the resident or their carer will be asked questions about their functional abilities, 4 times over a year period. Care homes will be randomly allocated to either receive the services of an OT or not. Those not receiving OT input during the trial will receive a training session from the OT at the end. 9 Care homes in Plymouth are currently taking part but we are looking for more for the next phase.
