Clinical Director - Dental Service Full Time 37.5 hours per week Salary Range 70,899-77,248 per annum Further benefits plus relocation assistance of up to 8000 available NHS Shetland provides a full range of general dental services through the salaried primary care dental service; secondary care dental services (orthodontics and maxillofacial surgery) through a clinical network of visiting consultants and local practitioners; dental care for priority groups with special needs; school inspections and oral health promotion services. The workforce consists of dentists, therapists, hygienists, dental nurses, oral health advisors and high-quality, dedicated dental support staff. We are looking for an individual with strong leadership skills to manage the strategic provision of oral healthcare for residents of Shetland and to champion the improvement of the dental health of the population. You will need a proven track record in change management in order to lead the implementation of the action plan that has been developed from the Dental Strategy for Shetland. You will provide leadership to the established workforce, in developing and implementing clinical governance standards alongside a focus on delivering high quality, person-centered dental health care. The role requires a dentist with considerable experience in the strategic management of primary care dental services, with a desire to lead change to achieve the highest standards of care and the ability to provide expert guidance and direction on dentistry issues to the NHS Shetland Board. There is dedicated support from a full-time Business who is responsible for the operational management of the service. You will maintain your clinical skills on a regular sessional basis, including any special interests where possible. In addition to basic hours, the job holder would be expected to join the out of hours emergency rota and to travel off-island on occasion for national meetings. Remuneration will include basic salary, plus allowances for out of hours, distant islands and remote areas. Job Identification Job Title: Responsible to: Department: Directorate: Pay Scale: Hours: Location: Clinical Director - Dental Service Director of Clinical Services (operational accountability) Medical Director (professional accountability) Dental Clinical Services Date of last update: October Job Outline Commensurate with pay scale for leadership role for island boards Full-time hours per week Based in Montfield Dental Health Centre, Lerwick with a Shetland wide responsibility for the service The post holder will have the responsibility of managing the overall strategic provision of oral healthcare for residents of Shetland, from both the salaried and independent/general Dental Services sector and to facilitate the improvement of the oral and dental health of the population. The post holder will be the provider of advice on all dental matters within Shetland, and will use local and national networks to maintain accuracy and consistency in giving advice. The post holder will be responsible for the provision of general dental services in accordance with the relevant legislation e.g. NHS General Dental Services (Scotland) Amendment regulations 2010 and the Quality Strategy of the Scottish Government Health Directorate. The post holder, registered on the Register of Dentists held by the General Dental Council, will be part of, and responsible for, a team providing the full range of care and treatment available within the NHS General Dental Services to patients with varying needs. The post holder will also be responsible for the day-to-day supervision of staff with whom they work, as part of the extended team and for the appropriate use and care of the facilities and resources of NHS Shetland. The post holder will be responsible for gathering data and other information to facilitate and take part in public consultation (e.g. the Public Partnership Forum) in relation to strategic and operational service plans. The postholder will ensure that he / she maintains up to date dental knowledge as well as ensuring that all staff for whom he / she is responsible have similar up to date knowledge and the necessary knowledge and skills to undertake the tasks required of them. This will require attendance at and organisation of meetings, postgraduate courses, training etc.

Each Dental site has Dentists (Senior Dental Officer or Salaried Dental Officer), Registered Dental Nurses, Trainee Dental Nurses and Reception staff. In addition to the above, Montfield Dental Health Centre is also the base for the majority of the Management Team and for those members of staff who cover all areas of the Service. 3. Duties 1. To ensure that there is a comprehensive and appropriate dental service within NHS Shetland to meet the needs of the population. 2. To ensure the provision of comprehensive dental care to adults and children with varying needs, including the use of specialist services and through line management of other dental professionals and support staff 3. To work collaboratively with the Dental Business to ensure the operational delivery of the service and delegating appropriately to the Business for day to day management issues. 4. To work with and provide leadership to Senior Dental Officers, the Oral Health Promotion team and other colleagues in the development and implementation of oral health promotion

4 initiatives, especially to vulnerable groups 5. To be committed to ongoing professional training and development for the post-holder and all staff and to have a full and active role in the Clinical Governance Programme. 6. Ensure that all staff in the service have current appraisals, development plans and appropriate job descriptions and job plans. 7. To be prepared to be responsive and flexible to the needs of the post. 8. To manage the service within the available resources as well as exploring opportunities for more efficient and effective ways of working, taking into account the requirements of the Scottish Government Health Directorate s Quality Strategy. 9. To be the point of reference for advice on all dental matters in Shetland, using national networks where necessary to provide accurate and consistent advice to clinicians, managers and the Board. Whilst not a Board Member, the Clinical Director, Dental Service will receive Board meeting papers and will have direct access to attend Board meetings to advise on dentistry matters. 10. Act and behave, at all times, in a manner that safeguards and enhances the reputation and standing of the Health Board 11. Work with the Medical Director, Director of Nursing and Director of Clinical Services and others to provide high standards of care and access to dental health care in Shetland. 12. Work with the Director of Public Health and regional Public Health consultants to ensure the Board are suitably advised and assured on dental public health matters. 13. Work with the Scottish Government Chief Dental Officer and Scottish Government Health Department to ensure Scottish Government policies are followed appropriately. 14. Maintain national professional links through the Scottish Association of Clinical Directors and the Consultants in Dental Public Health Group. 15. Explore and develop strategies to increase access to dental provision across Shetland so that all residents have the opportunity to have ongoing dental care, making specific recommendations for service improvement. 16. To attend meetings, discussions, patient focus groups, meetings with other stakeholders etc representing and promoting NHS Shetland. 17. To be responsible for overall budget setting and spend of general dental services budget (approximately 4 million).

5 18. To explore opportunities to improve efficiency, effectiveness and use of budget and resources, whilst ensuring the maintenance and improvement of the quality the service. 19. To be responsible to the Board to ensure that patients NHS dental charge contributions are collected effectively. 4.
